For toefl, all you need are the speaking noteful videos in the link below, the ets toefl guide is enough to ace the exam for other sections. Just download the toefl ETS Guide from there website and the simulation test.

As for the Tuition, if you have good results (GRE, GPA, Toefl), SOP and LOR; US schools do offer assistanship to graduate students. Lastly, there are basically 2 admission session in the US, Spring (Jan) and Fall (August). Schools admit more students in Fall, so Its advisable you plan towards Fall 2018. Msc alone can be access without Bsc that is why some are doing Msc that is not related to their Bsc, just make sure the course you putting for is on the skills select list. Nothing easier about it because you will still follow same process like offshore applicants but you get additional points if your school is located in a regional area for instance those schooling in Deakin geelong campus are entitle to 5extra points due to location of the sch and also extra 5points for Australian degree.

Please visit the professional body in charge of your profession to get exact criterial of your assessment.

2. Either ways, you can achieve what you want depending on the timeline.
You can achieve your PR dreams through Student Visa, immediately after your program or before your finish your program you can start making arrangement, gathering the necessary points, documents, Enlglish proficiency test, evaluations and paying the necessary fees for that.
