Abuja in that context is seeing as a state.You dont need to have 25% in Abuja alone so far you can get that from other states.

Alimoso is the largest local govt. in Nigeria in terms of population.It is reportedly larger than the whole of Ekiti and even some African Countries.

Let's assume we are talking about indigens only, Dekina is bigger with both population and landmark.
