I have got the same issue. Mine has been ongoing since childhood and it is caused by a condition known as Ichytosis vulgaris which ranges from mild to severe. You should have a hand cream with you all the time. Also try salicylic acid cream or ointment, cream containing urea +lactic acid or even urea alone. You have to be patient too. It can take years to see an improvement.
