The Enugu state command of the Nigeria Police Force through its operatives of Explosive Ordinance Department (EOD) evacuated successfully on 7/2/17 at a farmland at Eke in Udi local Government Area of Enugu state, an object suspected to be unexploded ordinance(UXO) being part of the civil war left overs.
To this end, the command is advising members of the public particularly building/construction companies/Individuals as well as farmers not to tamper with those suspected civil war left overs but to promptly report to any nearby police station for necessary action.

Bid to rally support for ‘ailing’ President Muhammadu Buhari received a major boost yesterday as Imams in about 350 Jumma’at mosques in Maiduguri, Jere, Biu and other parts of Borno State led thousands of worshipers to offer special prayers for the speedy and full recovery of the President.
It was gathered that the plan to offer the special prayers was at the request of Governor Kashim Shettima in appreciation of President Buhari’s commitment to the fight against the Boko Haram insurgency which had resulted in the liberation of many communities and relative peace being enjoyed by residents across the state.
The prayers occurred on a day former Vice-President Atiku Abubakar also called on Nigerians of all faiths to lift up President Buhari in prayers.
There are 542 Jumma’at mosques in the state but about 350 were estimated to be operating due to present state of populated towns like Bama and many others were Internally Displaced Persons (IDPs) are yet to return to liberated communities.
The prayers were based on a request conveyed by the Chief Imam, Imam Laisu Ibrahim Ahmed, who communicated with all Imams of functional Jumma’at mosques through their different forums which is a long standing procedure of communication between the Chief Imam and Imams of Jumma’at mosques and other Imams in the state.
The Chief Imam mobilised fellow Imams based on letters addressed to him and the state chairman of the Christians Association of Nigeria (CAN), Bishop William Naga, on the orders of Shettima.
Speaking on the development, the state’s Commissioner for Religious Affairs, Mustapha Fannarambe, who signed the two letters titled: “Request for Intensification of prayers for the complete recovery of Mr. President”, requested the Chief Imam to communicate the request to Imams of all Jumma’at (Friday) mosques, while the CAN did same with pastors for similar prayers in all churches across the state for tomorrow services.
The commissioner, who spoke to journalists in Maiduguri, said he was mandated by Shettima to monitor compliance with the request through interactions with the Chief Imam and CAN chairman.
“Last night (Friday), Shettima directed me to write and sign letters requesting the Chief Imam and the CAN to kindly request Imams of all Jumma’at mosques and leading pastors in all churches across Borno State to lead Muslim and Christian worshipers yesterday (Friday) and coming Sunday, to intensify prayers for the quick and full recovery of our dear President Buhari.
“We believe any good Nigerian living in Borno is already praying for the President this is why we requested for the prayers to be intensified. The governor emphasised that I ensure the Chief Imam and CAN chairman felt in communicating with Imams and Pastors of all Jumma’at mosques and all churches were Sunday services are held. The letters were delivered early today (yesterday) and I have been in touch with both leaders.
“I can assure you that the Chief Imam communicated the request to Imams of all the Jumma’at mosques across Borno State.
All the Imams belong to different forums based on their denominations and areas of residence while the pastors are expected to be reached by the CAN chairman through a very efficient system.
“The prayers started today (yesterday) with Jumma’at mosques and we have monitored some here in Maiduguri and Jere and I was informed there were similar prayers in other Jumma’at Mosques in Biu, Bayo, Shani, Kwaya-Kusar were residents were never internally displaced and places like Gwoza, Konduga, Monguno, Damboa, Dikwa, Askira, Kaga and many other parts of the State where residents have returned after liberation of their communities by the military under President Buhari’s administration.
“Prayers were offered in IDP camps were Jumma’at services take place because all the camps have citizens that include existing Imams of Jumma’at mosques in different parts of the state affected by the insurgency.
From our estimation, not less than 350 Jumma’at mosques are currently functional out of 542 that we have across the state. I actually attended one of the Friday prayers in Maiduguri while Shettima went to Bama with the visiting Minister of Environment.
“To us in Borno State, President Buhari means so much because we know how much we suffered before he became President and we know there is overwhelming difference between now and before and this is why Shettima said we owe the President an obligation to prayer over his health and we owe our gallant military an obligation to pray for the health of their Commander In Chief, this is what Governor Shettima said to me last night and we have acted accordingly.
“We are now awaiting prayers in Churches on Sunday, we are sure it will be done by the garce of God and our President will be healthier than he ever was to conclude his victorious fight against Boko Haram insurgents which is our topmost priority in Borno State.”
Meanwhile, Atiku in a statement issued by his Media Office in Abuja, said each and every one us was a mere mortal, irrespective of how great or highly accomplished we are.

Well, before we go into details, I'm sure we all agree the Mechanical Engineer shouldn't be responsible for task of ensuring 'Your Design' comes out as expected - conducive and beautiful (Aesthetics). LoL
Lets define the 3 professions we're considering (in alphabetical order)
A. Architect According to the English dictionary:
* Architect [n.]: A person skilled in the art of building; one who understands architecture, or makes it his occupation to form plans and designs of buildings, and to superintend the artificers employed.
Lets further look at the meaning of 'SUPERINTEND':
* Superintend [v. t.]: To have or exercise the charge and oversight of; to oversee with the power of direction; to take care of with authority; to supervise; as, an officer superintends the building of a ship or the construction of a fort.
We'll stop here for now, while we get the definition of B & C from the same dictionary.
B. Builder * Builder [n.]: One who builds; one whose occupation is to build, as a carpenter, a shipwright, or a mason.
this definition in my opinion wasn't fair or deep enough so I looked further down:
* Builder; constructor: someone who contracts for and supervises construction (as of a building) * Homebuilder; home-builder; housebuilder; house-builder: someone who builds houses as a business
This definitions, almost limits the builder to a business man, (that's not my conclusion) - that's what the dictionary thinks. we'll also come back to argue this, while we look at the last definition 'C' below.
C. Civil/Structural Engineer
* Structural: affecting or involved in structure or construction (ex.: the structural details of a house such as beams and joists and rafters; not ornamental elements; structural damage)
* Civil engineer: an engineer trained to design and construct and maintain public works (roads or bridges or harbors etc.)
* Civil engineering: the branch of engineering concerned with the design and construction of such public works as dams or bridges
Lets summarize the 3 definition on here; The first mentioned structures but noted that these does not include ornamental elements eg pop designs, tiling etc while the other two (from civil) were silent about buildings. The first conclusion we can draw from this definition is that the Civil Engineer is solely responsible for supervising structures like bridges, roads, dams and he has no competition in those area.
Verdict: The dictionary thinks the Architect is the more appropriate person to supervise the building BUT WE WOULD NOT CONCLUDE HERE.
LETS LOOK AT WIKI DEFINITIONS NOW:
* An architect is someone who plans, designs, and reviews the construction of buildings. To practice architecture means to provide services in connection with the design of buildings and the space within the site surrounding the buildings, that have as their principal purpose human occupancy or use. Etymologically, architect derives from the Latin architectus, which derives from the Greek (arkhi-, chief + tekton, builder), i.e., chief builder
Like in the dictionary definitions; wiki gives so much power to the Architect calling him 'CHIEF' -
* Structural engineering is mainly a sub-division of civil engineering where structural engineers are trained to understand, predict, and calculate the stability, strength and rigidity of built structures for buildings and non-building structures, to develop designs and integrate their design with that of other designers, and to supervise construction of projects on site.
* Builder may refer to:
- Construction worker who specializes in building work - Carpenter, a skilled craftsman who works with wood - General contractor, that specializes in building work
Off-course wiki didn't rule out the engineer as a supervisor on site - we can only argue that the website seems to have placed him under a 'chief' - perhaps not, AND except we're biased IT IS COMMON KNOWLEDGE that the builder is the least recognized among the three. (No dis-respect meant please)
LETS LOOK AT LOGIC / COMMON REASONING:
Starting with C, B then A.
I'M SURE WE ALL AGREE THAT THE CIVIL/STRUCTURAL ENGINEERS ARE INVOLVED IN DESIGN OF THE STRUCTURAL ELEMENTS EG COLUMNS, BEAMS AND SLAB - BASICALLY HE DESIGNS & RECOMMEND ON ALL STEEL WORKS....If we all agree on the above, then 'my question is; SHOULD THE STRUCTURAL ENGINEER BE INVOLVED IN ANY BUILDING THAT DOESN'T HAVE HAVE HIS DESIGN INPUT?
Lets support our claims with the Nigeria Approval Process - When seeking approval for a bungalow, all you're required to submit is an Architectural Plan - You would not be required to submit a structural design / calculation sheet until you start going up with a storey on another.
This means; The only person involved in all types of building (emphasis on BUILDING) is the Architect....
WHO UNDERSTANDS THE BUILDING MORE:
A. The person who designed it OR B. The person who recommended what strength is required to make it stand C. The person who only received series of drawings and required to build / supervise it
I'll leave every man to his conclusion here.
ACTUAL PRACTICE:
For those of us working with multi-national company, expatriates or dealing with big organizations have you ever noticed that the PROJECT MANAGERS are always Architects?
This is because of the single rule that Architects are the head of the construction team - I'm yet to come across a Project Managed by an Engineering firm or where the NO1 man on site is the Engineer.
Maybe I've just been on the wrong types of projects - which includes Factories, Warehouses, Mega Stores, Luxury apartment etc.
Could this be a co-incidence?
SO; MY QUESTION STILL IS "WHO SHOULD SUPERVISE A BUILDING PROJECT" well, I'm not ruling out the importance of both the Architect & Engineers especially on very complex structures.

maasoap: No, it has not to do with prosecutors, they are helpless. Mainly with the defence team because there are too many loopholes in our laws which they are exploiting to drag the case till eternity. If there are loopholes in our laws, the appropriate thing has to be done by the executive and the National assembly on constitutional review to close the loopholes, that is what proactive executives do. In Nigeria they are lazy instead of doing the right thing they will choose to disobey court orders. As for the defense team using the loopholes, nothing illegal, on the contrary they are doing there jobs no matter the circumstance the law is the law. Here in America, they has tons of loopholes on their laws but they work to close it instead of disobeying it. Just for instance you found yourself on the other side of the law and your defense team found a loophole on the law that will free you will discourage your lawyers?. Understand the reason we punish thieves, it is because they went contrary to the law of the land. So just understand that when anybody or a body of government went against the laws of the land there is no difference between a thief who went against the law and a DSS or Police agencies that also went against the law. |
