1. Can clean with a clean piece of cloth, or cotton wool with warm water if you have reservations about using glycerin
2. Think it's caused by skin to skin contact during breast feeding, you can use a wrapper as barrier while BF. Baby tribotan or cacatin is fine to clear it , or you can wait it out

1. This is milk/breast milk residue; You can soak a small ball of cotton wool in a clean lukewarm water and swipe it gently over her tongue. It should clear off but if this does not clear everything, you can buy Moko Glycerin Borax (picture attached), apply small amount on a ball of cotton wool (enough to slightly soak the cotton wool) and gently wipe the baby's tongue.

2. From the picture you posted, the rash does not call for panic or any treatment.
I think it's referred to as " baby acne" which usually clears off on its on within a week or thereabout.
My advice is that you let it be and let the baby's skin breathe.
It will clear-off.

2. How do I clear this rash from her face and neck. I thought of baby tribotan but I fear that at 3weeks she might be to young for it.

Birth Alert my baby boy arrived on 3/1/19 at 9pm weighing 4.6kg via vaginal delivery with Episiotomy at 41weeks +2days . Had to be induced cos wasn't showing sign of contractions. Glory to God. will return with BS
