Former Minister of Education , Oby Ezekwesili , on Thursday , took a swipe at young Nigerians for condoning , what she termed, the ‘comedies ’ going on in the Senate . The Nigerian Senate has recently been embroiled in several scandals , including an allegation that Senator Dino Melaye does not hold a first degree from Ahmadu Bello University , Zaira as claimed. After several twists to the scandal resulting in an investigation by the Senate and a N 5 bn suit against Sahara reporters , ABU ’s Vice Chancellor told the Senate Ethics Committee that Melaye graduated from the university with a Third Class in BA Geography . Melaye had subsequently posted a comic video online in celebration. He also appeared at the Senate plenary dressed in an academic gown. But , in several posts on her Twitter page, Ezekwesili wondered why Nigerians felt “ entertained ” by happenings in the Senate . She said, “ Be laughing while tragi -comedians that COST more than N 100 Billion every year carry on at the @ nassnigeria . Freight forwarders under the aegis of the National Association of Government Approved Freight Forwarders (NAGAFF) has threatened to seek legal option if the Comptroller General of Customs, Col. Hameed Alli (Rtd) bows to pressure from the Senate and appears in Customs uniform. According to a statement dated March 20 and signed by the association’s management, the association stated that Col. Alli is not in a position to assume the character of an officer of the service as stated under Section 10 of CEMA Cap C 45 of 2004 as amended. “The ongoing controversy involving the Comptroller-General of Customs Rtd. Col. Hameed Ibrahim Ali and the Nigerian Senate is avoidable because the Presidential mandate was specific and unambiguous. The CGC was directed to reform, restructure and enhance revenue collection duty of the service. “The time frame is within four years of the administration’s tenure or less under the circumstance because he is neither a commissioned Customs officer nor a Sole Administrator in a democratic government. He is not in a position to assume the character of an officer of the service as stated under Section 10 of CEMA Cap C 45 of 2004 as amended. “To be a proper officer of the Nigeria Customs you must be properly appointed in line with the Civil Service Rules. You must undergo a mandatory training programme and issued with a service number. These are conditions that must exist before the question of character can be alluded to. Since we know that Ali’s appointment is a political appointment that was made by Mr President in line with Section 171 of the 1999 Constitution, as amended, for him to go and carry-out a specific mandate of restructuring, reforming and enhance the revenue collection of the Nigeria Customs Service. To us he was only sent to the Nigeria Customs Service for a special assignment. He is by this appointment not a career Customs officer that should be made to wear the uniform. “Ali is correct for not wearing the Customs uniform and equally Mr President was right for not appointing him as a Sole Administrator in a democratic government. As an Association which believes in the sanctity of the law, especially court ruling, if Ali wears the Customs uniform, NAGAFF may approach the court to stop him from an act of unlawful assumption of character of an officer of the Service. “Our locus shall be drawn from Section 154 of CEMA Cap C45 of 2004 as amended, The real issue before the stakeholders is to examine and determine whether Ali is doing his job as directed by Mr President to reform, restructure and enhance revenue collection duty of the service. http://tribuneonlineng.com/nagaff-threatens-sue-hameed-alli-wears-customs-uniform/

By Gbenga Olarinoye & Dapo Akinrefon THE pan-Yoruba socio-political organisation, Afenifere and the Oodua Peoples Congress, OPC, have kicked against what they call one-sided arrest of some Ile Ife residents by security operatives over the communal clash in the area recently. In a statement, Afenifere’s National Publicity Secretary, Mr Yinka Odumakin said though it was concerned that lives were lost in the clash but faulted security operatives for carrying out a one-sided arrest of some innocent residents. In a statement entitled: ‘Ife Crisis:The Hounding After and Yoruba Stand’, Afenifere said: “We are miffed that security operatives sectionally mobilized have moved to Ife after the incident to carry out one-sided mass arrests of Yoruba people who are mostly notables and could never have participated in any riot. As at the time of making this statement,all of those so indiscriminately arrested have either been taken to either the state police command in Osogbo or Force Headquarters in Abuja.’’ On its part, National Coordinator of the OPC, Otunba Gani Adams called for caution in the handling of the recent feud between the Ife indigenes and their Hausa dwellers, by security operatives. In a statement by the Publicity Secretary of OPC, Mr Yinka Oguntimehin said: “We will not want this hospitality to be mistaken for cowardice. The Yoruba race is not and will never submit to being a conquered nation. We say no, to any treatment that will restrict us to being slaves on our own land. We say no to any measure skewed to favour only a side in a crisis of this nature. We call for the release of all the arrested Ife indigenes while a better amicable way be proffered to settle frayed nerves and settle the crisis permanently.’’ Omoworare provides succour to victims Meantime, Senator Babajide Omoworare representing Osun East Senatorial District at the National Assembly has donated relief materials to the victims of the clash between the Yoruba and Hausa in Ile-Ife. Omoworare who described the clash as unfortunate and avoidable, distributed food items to the Yoruba and Hausa communities, pleading with both sides to embrace peace. The senator visited the Sabo area where the crisis erupted where he donated bags of rice, beans, and cow to the northerners. By Levinus Nwabughiogu ABUJA-Federal government has approved the sum of N4,500 for each of the 200,000 beneficiaries of N-Power Volunteer Corps jobs for the purchase of an enhanced electronic device. The device would be loaded with different applications that would further improve the skills of the beneficiaries and afford them additional training opportunities during the two-year duration of the job program. Also, a total of 149, 669 Nigerian graduates of the 200,000 are now collecting their monthly stipends of N30,000 monthly having been physically verified and deployed across the 36 states and FCT. Mr. Laolu Akande, the Senior Special Assistant on Media and Publicity to Vice President Yemi Osinbajo made the disclosure while giving update on the Social Investment Programmes of the present administration. According to Akande who issued a statement, the device grant was in conjunction with the Bank of Industry (BoI) which has extended an asset finance of 20 months to each of the 200,000 N-Power beneficiaries. He explained: “While each of the beneficiaries after being verified would select their choice of device amongst nine different BOI pre-approved vendors, the price ranges from N3,000 to N6,700 monthly deductions for the next 20months. “Therefore in some cases the N4,500 device grant would cover the full monthly deduction cost while in other cases the graduate authorizes BOI to deduct the additional differential cost from their monthly stipends depending on the device chosen.” The Vice President’s Spokesman also noted that “6 of the 9 BOI pre-approved vendors are indigenous local brands in pursuit of the Buhari administration’s push for Local Content.” He said “almost 100,000 graduate N-Power beneficiaries have completed their orders for the devices, adding that the Bank of Industry is in charge of affecting the orders made. The plan is to conduct the order of the devices in two batches of 100,000 each, one after the other. “It was further disclosed that all the 149,669 N-Power beneficiaries now collecting their stipends have been physically verified and deployed, while their given bank account information have also been matched with the Bank Verification Number.” The SSA said that “in December, about 112,475 of the N-Power graduate beneficiaries received the N30,000 monthly stipends, and the number came close to 150,000, both in January and February meaning about that number are now receiving their up-to-date stipends from the N-Power Volunteer Corps.” Akande also noted “that now beneficiaries across the 36 States of the Federation, and the FCT have been verified, totaling the 150,000 figure. He said the balance 50,000 of the 200,000 beneficiaries engaged by the FG are those who so far could not be paid for various reasons. “This includes those who were disqualified during verification on the basis of age-over 35, and inadequate academic qualification. The N-Power is for university, polytechnics and College of Education graduates only. There were also some of the selected 200,000 who were ‘no shows’ meaning they simply did not report for verification at all. Others who could not be paid were those whose personal information details were faulty, including those whose marital status have changed. There are also those who used different names and differing personal information. And lastly there are also those whose banking information simply do not match with their BVN banking records. In the case of those whose marital status have changed, Akande explained that their information is now being updated through the various States and FCT Focal Persons and then they would be represented for payment. He also disclosed that those who have sought redeployment to other states are among the 50,000 and in such cases, they will be considered alongside those to be replaced from the N-Power waiting list where necessary. “The process for the replacement of those who did not show up and those disqualified would also resume shortly to bring the number back to 200,000 for the first batch of the 500,000 promised by the Buhari administration”, he said. http://www.vanguardngr.com/2017/03/n-power-graduates-get-additional-n4500-subsidy-buy-tablets/ |

Lagos State Government plans to raise about N100 billion bonds for its proposed Bus Reform Initiative (BRI), Governor Akinwunmi Ambode has said. The bonds will span between seven and 10 years. About N30 billion sinking fund has been set aside for its take off, he told reporters during an interview. The BRI, he said, was aimed at providing an alternative for Lagosians to commute daily. Under the three-year initiative, over 5,000 air-conditioned buses will replace the Danfo , which according to him, was no longer befitting for the state’s mega city status. “We decided that the best thing is to allow the yellow buses ( Danfo ) to go and so the BRI itself is a three-year plan of 2017 to 2019 under which 5,000 units of new buses will be brought in. “The bigger size buses will take 70 people and then the medium range buses will take 30 people. We believe that the middle range buses will be supplied up to 70 per cent of the total volume which will amount to about 3,600 units and then the longer range in that direction,” he said. The governor stated: “You are aware that the Federal Government paid the refund of the Paris Club Loan last December and this is money belonging to the state governments. So, Lagos State decided not to touch its share of the Paris Club refund. Right now, we have a sinking fund of N14.5billion that is already put in place to drive this public transportation bond. “We refused to touch our money and we believe that the second batch of the refund should be paid next month and eventually that will be N29billion that we will have. I will add another N1billion to it making it N30billion to kick-start this initiative. “By the time we have N30billion as sinking fund to drive the bus initiative against the bond of N100billion that we want to put into the market, there will be that credibility and credence that the bond will drive itself and that is the whole idea.” His administration, Ambode said, would give out franchise to interested stakeholders in multiple of 50 buses, 100 buses and 200 buses each, explaining that what is required is a 25 per cent down payment. “So, these are bankable projects as we have a sinking fund and so our exposure as a government is just technically 75 per cent. So, from the kind of machinery we want to use to run the buses, there are no cash takings, everything is automated and obviously, whoever has a franchise, whoever drives, they have the recourse to take part of the money while part of the intake also goes to the repayment of the facility and so it is a comprehensive template,” he said.
