Politics › Anambra Police Release Radio Biafra Director’s Supporters - Punch by alcmene(op): 5:36pm On Oct 26, 2015
The Anambra State Police Command has released 17 supporters of the director of Radio Biafra, Nnamdi Kanu, who were arrested last week.
The command’s Public Relations Officer, Ali Okechukwu, said this while speaking with newsmen in Awka on Monday.

Kanu’s supporters were picked up last week at various locations in Awka, the state capital, during solidarity protests.
The police spokesperson said the 17 persons comprised 13 females and four males.
Okechukwu said, “The Commissioner of Police just cautioned them and asked them to go.”
He expressed surprise that a national daily (not The PUNCH) misrepresented what transpired during the pro-Biafra’s demonstration in the state.
The PPRO said, “The Anambra tate police command has been drawn to the spurious publication on Police action in the dispersal of a crowd of misguided women and men on Tuesday, October 27, 2015, at Awka, Anambra State.

“It is evident that on Tuesday, October 20, 2015, some misguided youths took to the Federal Highway, Onitsha/Enugu Expressway, harassing people and blocking the highway, causing heavy traffic jam and the attendant hardship to the innocent and unsuspecting citizens and commuters.

“On the receipt of information from well-meaning people of the state on the ugly development, the police command, oblivious of what and who were behind the sudden convergence of the crowd on the highway, dispatched police men to the scene.

“The police presence and the professional handling of the crowd dispersed them and eased up traffic.
“Only few of the hesitant were arrested, cautioned and released immediately the same day.”
He described a media report alleging that four MASSOB protesters were shot in the process as baseless and malicious, “couched in most unprofessional” manner.

Okechukwu added, “This publication is to say the least an attempt to malign the police command and punctuate the serene and peaceful atmosphere in the state.

“The reporter did not contact the Commissioner of Police or the Police Public Relations Officer for clarifications or otherwise, at least to ensure a balanced reportage.

“The Command is asking the reporter to immediately retract the report or come up with evidence of those who were shot, the hospital they are kept or any other verifiable evidence of the shooting.”

Politics › "Shut Up" Kwankwaso Tells Yoruba Elders by alcmene(op): 11:05am On Oct 26, 2015
Former governor of Kano State, Senator Rabiu Kwankwaso, has told Yoruba leaders threatening to sack Fulani herdsmen from the South-West geo-political zone to ‘shut up’, saying such utterances could thwart efforts to achieve a peaceful Nigeria.

He disclosed this in a chat with newsmen in Ibadan, the Oyo State capital, at the official opening of a N40 million prefabricated structure, comprising two-bedroom and three-bedroom flats donated by Vitafoam Nigeria Plc to the Government College, Ibadan, to mark the jubilee celebration of 1965 to 1971 set.
Prominent Yoruba leaders had two weeks ago risen from an emergency summit in Ibadan, and handed a red card to Fulani herdsmen in the South-West.

In the communiqué issued at the end of the summit, they sought for an end to Fulani herdsmen grazing in Yorubaland and directed all nomadic herdsmen to wind up their activities. The summit was held against the backdrop of the recent kidnapping of Chief Olu Falae, former Secretary to the Government of the Federation by Fulani herdsmen.

But Kwankwaso, a Fulani from Kano State, said crises between farmers and Fulani herdsmen are not peculiar to the South-West, adding that that the same issues recur in northern Nigeria, Niger Republic, Chad and Cameroun are not an exception.
Kwankwaso said sacking Fulani herdsmen from the South-West is not the solution, but all and sundry must understand the situation.

His words: “It is not only peculiar to the South-West. We just have to have a lot of understanding of the situation. Some of the issues being raised by the people, especially politicians, do not help anybody.

If you sack the Fulani from here or you fight them, maybe it is because you are here. If you are a Yoruba man based in Kano, I don’t think you can contemplate sacking the Fulani. I am from Kano, but right now, I am in Ibadan. Where you are is your home. Today, Ibadan is my home. God forbid, if something bad happens here, it will affect me. If it happens in my village, I am not there; they won’t see me.

“I want people to go round Nigeria to know that everybody has got land. It is good for people to go round, at least, this country or beyond to realise that Nigerians are Nigerians; everybody comes from somewhere. But it is good for us to go round to see other places, to understand them, interact with them so that we can have a very peaceful Nigeria. This is what we are working for. So, when you see those people making the threats in the South-West, advise them to shut up.”

Politics › Nigeria ‘Hires Mercenaries’ To Battle Boko Haram - Vanguard by alcmene(op):
Nigeria has hired mercenaries to combat Boko Haram as military chiefs face a December deadline to crush the militants, according to senior military sources.

Turkish news agency, Anadolu Agency, reports that the mercenaries, estimated at around 250 personnel and hired from South Africa-based private contractor Specialized Tasks, Training, Equipment and Protection (STTEP), are being deployed along with fighter jets in Operation Fire Force, a source at Nigeria’s defense headquarters said on condition of anonymity.

“The mercenaries have been reengaged and their platforms are being deployed,” the source said. “By platforms, I mean fighter jets, helos [helicopters], coms [communication], surveillance, medics, etc.”

STTEP includes veterans from the South African apartheid era who will work with and train a Nigerian strike force, according to the source.

Another army source confirmed the development to Anadolu Agency. “There is definitely something happening in that direction,” the source said, again on condition of anonymity.

According to STTEP’s official website, the company’s trainers and advisers are drawn from “conventional, clandestine, and covert units of the pre-1994 South African Defense Force”.

It claims to have a proven track record of success in Africa, the Middle East, the Far East and Central and South America.

Describing the use of mercenaries to fight militants as “shameful” during the March 2015 election campaign, Nigeria’s President Muhammadu Buhari condemned the practice. Buhari, a retired general, said the practice represented the depth of weakness of the Nigerian army.

Asked why the Buhari administration is again deploying mercenaries, the defense HQ source said it appeared to be the most practical option if headway was to be made against militants whose guerilla tactics are new to the Nigerian military.

Nigeria claimed significant success against the militants in the run-up to the March election, with some analysts crediting the mercenaries.

Boko Haram threat

Boko Haram has emerged as a serious threat in Nigeria. More than 1,700 people have been killed since Buhari took office on May 29, according to an Oct. 7 report from the International Society for Civil Liberties and the Rule of Law. Since then, more than 100 have died in suicide bombings in Borno and Yobe states.

According to the army HQ source, the Buhari administration initially terminated the mercenary contract because it was “opaque and without accountability”. However, a new agreement was reached to boost the counterinsurgency operation.

“As it stands now, huge amounts of monies are owed to the contractors as fulfillment for the previous engagement,” the HQ source added. “So they are starting a new engagement for an initial period of three months. As for their outstanding balances, investigations are being carried out to ensure everything is above board.”

The Nigerian military did not respond to Anadolu Agency’s request for comment.

However, presidential spokesman Garba Shehu denied the government was engaging mercenaries again.

“It is true that the previous administration hired South African mercenaries to fight Boko Haram,” he said. “They, however, left with the government that brought them.”

“Since coming into office, this government did not have any engagement with mercenaries of any kind and there are no plans to do so.”

Siphiwe Dlamini, a spokesman for the South African National Defense Force (SANDF), said his country did not have any troops in Nigeria but could not say if private mercenaries were operating there.

“I wish to reiterate there are no SANDF personnel in Nigeria fighting Boko Haram,” he told Anadolu Agency. “If there are South Africans who are there as you allege they are not our members but private citizens.”

“I cannot comment on what private citizens are doing in any part of the world.”

STTEP did not respond to emailed requests for comment.

Earlier this year, South Africa’s Defense Minister Nosiviwe Mapisa-Nqakula issued a stern warning to South African mercenaries, saying they had no business in Nigeria and should be arrested on their return.

“Now that the matter has been brought to our attention, it is [up to us] to verify that information as the government,” she told broadcaster SABC at the time. “The police have a responsibility to make sure that when they come back these people are arrested.”

South African law forbids its citizens from participating in foreign wars. Most South African mercenaries are believed to be soldiers who fought for the apartheid regime.

Impending campaign

The Nigerian army has spoken about impending military deployments against Boko Haram, saying in a statement over the weekend that the country’s sovereignty was under threat.

“The next few days would be crucial to the operation Lafiya Dole [Peace by Force],” army chief Lt. Gen. Tukur Buratai said in a message to troops. “It is also crucial to our country Nigeria. Our sovereignty as a nation is threatened.”

“The Nigerian army and indeed the military as the symbol of our nationhood is being challenged. Our ability to stand and defeat the Boko Haram terrorists in the next few weeks will determine the future of our country.”

The use of mercenaries is not a new phenomenon in Nigeria’s conflicts. Hundreds of French mercenaries fought on the side of Biafran rebels against the Nigerian army in the late 1960s.

However, recall that President Muhammadu Buhari recently gave a December deadline to the military to end the insurgency ravaging the north-east.

But in a dramatic u-turn last Monday, Service Chiefs told the President that their effort to completely rout out Boko Haram insurgents in the insurgency-ravaged region, may not be feasible after all, as it was being threatened by weather and logistics.

The immediate president of Nigeria, Goodluck Jonathan, is currently in Tanzania as the chairman of the Commonwealth Observer Group for the upcoming election in the country scheduled for October 25.

Shortly after the arrival, the ex-president took part in a press conference, where he called on the Tanzanian National Electoral Commission, political parties and the civil society is the country to ensure a peaceful and transparent election.

Jonathan recalled the March 28 presidential election and, using his acceptance of defeat as a bright example, assured politicians that they should always put interests of the citizens first. The former president also stressed that any attempt to reject the will of the people will lead to chaos and loss of lives.

“If you lose, accept defeat. I was concerned about allowing my personal ambition to scuttle a democratic system I had helped to nurture”

“In any election, there are winners and losers. The presidential candidate who loses on Sunday should gracefully concede the election to avert a political crisis,” he said.

Meanwhile, Tanzanians are anxious and happy that the former Nigerian leader will lead a 33-nation observer mission. Describing him as “a hero of free and fair election in Africa”, people are confident that Jonathan’s presence will bring credibility to the polls.

Shortly after Jonathan’s arrival, his name appeared in national dailies, where the ex-president was praised for his exemplary feat of conceding defeat even before the end of the electoral process.

Politics › "Buhari's Ministerial List Made Up People He Wants To Compensate"-agbakoba by alcmene(op):
Chief Olisa Agbakoba (SAN), former president of the Nigerian Bar Association (NBA) said the first ministerial nominees list sent by President Muhammadu Buhari was made up of people he was compensating for bringing him to power.

Speaking to Daily Independent on Wednesday, October 21, he said the second list was made up instrumental people.

According to him, he was a bit disappointed that the list took so long and he was more disappointed when he saw the first list.

Agbakoba said: “The first is made up of political people that he needs to pay off. These are people who helped the president to get to where he is. On the whole, it is a rounded balanced scale even though I feel there are few women given the 35 percent quota that has been reserved for women. So that is a minus but in terms of technical qualifications, that is a major plus.

“In terms of political experience of people like Audu Ogbeh, it is a major plus. So on the whole, let us see what they can do because at the end of the day, it is not who you appoint or how they talk, let us hope they can walk the talk.”

Speaking on the ongoing screening, the lawyer said the overall performance of those screened so far has been above average.

He noted that he was impressed with Kayode Fayemi, Kemi Adeosun, Babatunde Fashola, Chris Ngige and Abubakar Malami.

Politics › Buhari Appoints Ekanem As Acting Head Of Service-leadership by alcmene(op): 6:09pm On Oct 21, 2015
President Muhammadu Buhari has approved the appointment of Mrs Winifred Ekanem as the acting Head of the Civil Service of the Federation (HOS) with immediate effect.

This is contained in a statement signed by Mr Bolaji Adebiyi, Director of Press in the office of the Secretary to Government of the Federal on Wednesday in Abuja.

The statement said her appointment was a testimony of Buhari’s implicit confidence and trust in her ability to discharge the responsibility of the office of the HOS.

The News Agency of Nigeria (NAN) reports that Ekanem, until her appointment, was the Permanent Secretary, Ministry of Science and Technology.

She also served as Permanent Secretary in the Ministry of Special Duties and Intergovernmental Affairs.

She is a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN).

Born in April 1964, Ekanem was educated at the Queens College Yaba, graduated at the University of Lagos in 1984 with BSc Accounting and holds a Masters’ degree from the Nasarawa State University, Keffi.

Ekanem, who replaces Mr Danladi Kifasi, hails from Odukpani local government area of Cross River.

Buhari had earlier approved the pre-retirement leave of Kifasi, who was due to retire from the service in January 2016 with effect from Oct. 20.

According to a statement from the Director of Communications in the HOS office, Alhaji Haruna Imrana, the approval was signed by the Secretary to the Government of the Federation, Mr Babachir Lawal. (NAN)

Politics › El-rufai...I Only Said "You Can Climb Kufena Hills And Jump.” by alcmene(op):
Kaduna State Governor, Malam Nasir El-Rufai, said he has watched with consternation the misrepresentation of the comments he made during the question and answer segment of the Kaduna State Government Town Hall meeting of Saturday, 17 October 2015.

These monthly meetings reflect Malam El-Rufai’s strong belief in engagement with the public; to report on the government’s activities and plans and obtain feedback, criticisms and comment.

A statement by his media aide, Mr Samuel Aruwan said “As the video clip clearly shows, El-Rufai did not ask any one to die. Not over appointments or anything. He was emphatic about the need for frank talk, explaining that:
“All of us in the Kaduna State Government have sworn with the Quran; Christians with the Holy Bible to do justice and we will do justice.

“We better stand and tell ourselves the truth. Everyone knows the truth. No matter the noise, the truth is constant. And as I stand here, no matter who you are, I will face you and tell you the truth. If you don’t want to hear the truth, you can climb Kufena Hills and jump.”
Aruwan said “Only the reporter of one newspaper, the Sunday Vanguard, inserted the word “die” into what was an avalanche of fabrication dressed as a direct quote. Malam El-Rufai addressed the audience largely in Hausa, but translation into English cannot be a cover for fabrication.

According to him “We have therefore written to Vanguard to seek a retraction and suitable apology. Their reporter was not even at the event, although he has been fervent in trying to use his “stories” as a vehicle for his prejudices, in a state like Kaduna that has suffered terribly from incitement and reckless passions.
“Everyone knows that Malam El-Rufai is frank and forthright in his views. But even a man of strong opinions deserves accurate reportage.
