“Whereas the Senate has ordered its committee on finance and public accounts to investigate the remitting and handling of N2.5 trillion into the TSA, the federal executive, through the minister of information, had earlier informed the nation that the sum of N1.4 trillion has been remitted, while the Central Bank of Nigeria (CBN) put its figure at below a trillion and announced an estimated collectable amount of N1.2 trillion. The palpable contradiction in figures is nothing to write home about and thus gives like-minds like honorable Fayose course to worry about The TSA will end up being a monumental avenue to siphon public funds under the false pretense of transparency Buhari i know is a scammer but i never knew he has modernized his scamming instincts to this level of sophistication |
Bothered by what it described as flip-flops common with the administration of President Muhammadu Buhari, in the last six months, the main opposition Peoples Democratic Party, PDP, has reminded the Buhari administration of its (PDP) advice early in the life of the new cabinet to get focused. In a statement, on Tuesday, by the PDP National Publicity Secretary, Chief Olisa Metuh, the party said it also wished “to remind the Buhari administration that in handling the affairs of governance, it should endeavor to be honest, truthful and open in its dealing with Nigerians.” The PDP said, this reminder became imperative, having “watched with keen interest some disturbing recent development, particularly, the exchange of words between the National Assembly and the President Muhammadu Buhari-led Federal Executive over the controversies surrounding the handling of the remittances in the Treasury Single Account (TSA), as well as the conflicting statements between the Presidency and INEC on the revelation of secret meetings between the two bodies on Kogi governorship election. “On the controversies trailing the operations of the TSA, the conflicting statements emanating from the federal executive, via the minister of information and the CBN underscore the fear being raised by the Senate that there may have been underhand deals in the process. “The PDP finds this discordant tune and Monday’s brazen attack by the minister of information on whistle blowers as completely unacceptable and contradictory of a government that rode to power on the garb of ‘Mr. Clean’. “This is addition to the fact that the firm handling the TSA remittances has been given the leeway to rake millions of naira into unknown purses from fees charged MDAs for training of their personnel involved in the TSA. “The PDP challenges the present administration to show transparency and be bold and honest enough to come out clear on the remittances and operation of the TSA instead of trying to use the veneer of politics to hide the rot already simmering under the APC administration.” The PDP further said: “Similarly, the PDP draws the attention of Nigerians and the international community to the inconsistency in the denials by the presidency and INEC regarding the revelation of their secret meetings to plot the manipulation of Saturday’s Kogi state governorship election to ensure victory for the All Progressives Congress (APC). “While INEC outrightly denied ever holding any such meeting with the Presidency, the President, through his media aide, Garba Shehu, acknowledged holding the secret meeting, but said it lasted only five minutes. “We ask, who do Nigerians believe; the Presidency or INEC? The fact remains that the contradictions betray the element of conspiracy by this APC administration to rig the Kogi governorship election. “We also wish to further expose the insincerity of this government, which in its attempt to forcefully take-over Kogi state, is now flooding the state with corrupt money ostensibly to sway the people and purchase their mandate. This primitive attempt at vote-buying is not only an insult on the people of Kogi state but also setback to efforts towards credible elections in Nigeria. “This same government that prides itself of being incorruptible had in addition to fielding persons facing corruption charges in Kogi and Bayelsa governorship elections had earlier in Kebbi, fielded Governor Atiku Bagudu, who falsely declared to INEC that he has never been convicted, imprisoned or fined for any wrong doing, when in actual sense there are records that he was indicted and is being wanted by the US Justice Department, for which he is now facing pre-election charges at the Federal High Court, Abuja. “The PDP invites Nigerians to note all these inconsistencies, double-speaks and flip-flops as clear evidence of a government with a dubious intention; even as it continues in the attempts to make Nigerians believe that it is transparent in its dealings. “We wish to state categorically that the PDP has never made any claim or any statement that has been contradicted by either the government or the ruling party (beginning with our revelation that the Director General of the DSS is a member of the APC, to the latest revelation of the secret meeting between the Presidency and INEC on plots to rig the Kogi governorship election). “The PDP will continue to show responsibility and caution in ensuring that only facts that have been verified by the party are put out to the public at all times. We will not indulge in falsehood as we continue in our opposition role of putting this administration on check in the general interest of the nation.” http://www.vanguardngr.com/2015/11/fgs-double-speak-on-tsa-kogi-meeting-evidence-of-corruption-pdp/ |

The Minister of Information and Culture, Alhaji Lai Mohammed, said on Tuesday that President Muhammadu Buhari had shown that Nigeria had the capacity to join the “big league“ of nations. Mohammed said this in Abuja in the course of his interaction with the directors and heads of units in the ministry. He said that the President had leveraged his legendary personality, discipline, transparency, integrity, belief in the Rule of Law, and patriotism to put the country on the global map. “Since assuming office, President Buhari, the driver of change, has shown and demonstrated that Nigeria can join the big league. “He has leveraged his legendary personal discipline, transparency, integrity, belief in the Rule of Law, and unparalleled patriotism to put Nigeria on the global map, to show his compatriots that Nigeria can be great again and to show that what seemed impossible yesterday is now possible, either in the war on terrorism, the fight against corruption, the determination to uplift the economy, to provide jobs for our teeming youths and to ensure life more abundant for all Nigerians.’’ The minister, therefore, urged the directors and other management staff of the ministry to drive the change agenda of the Buhari administration “with the passion of champions of change“. According to him, in the days ahead, the ministry will be saddling the directors with heavier and newer responsibilities as part of efforts to effectively play our role as the champions of change. Gentlemen, in the days ahead, gentlemen, we will be saddling with heavier and newer responsibilities as part of the efforts to discharge our roles as champions of change “Brace up, because it is going to be one heck of a ride. “We hope you will be part of the train of change, because many people will like to be where you are today. This is a historic moment “In the run up to the last elections, there were times that we did not have money to even run our adverts, whether on the radio, television or newspapers. We soldiered on all the same. “We were threatened, kidnapped and abducted by those who wielded the instruments of coercion. “But we remained undaunted. Not even the massive war chest of the ruling party then could shake our resolve or deter us, until we rode to office on the wings of change.’’ “Such was the determination that propelled us then and such is the determination that can propel us now.“ He urged the entire workforce to draw its inspiration from the electoral success of the All Progressives Congress “to march towards a greater nation“. http://www.vanguardngr.com/2015/11/buhari-has-shown-nigeria-can-join-big-league-minister/ |

“At 63, Lai Mohammed should know that speaking for the federal government of Nigeria is different from speaking for the APC, which he did by always tying corn to his anus while dancing Unclad at the market place. Lie lie Mohammed is an old fool. As minister of information he should rise above party politics and apply decorum when responding to issues. |
The Special Assistant to the Ekiti State Governor on Public Communications and New Media, Lere Olayinka has described the Minister of Information and Culture, Alhaji Lai Mohammed as unfit to speak for any decent government, saying, “he speaks like a tout.” Olayinka, who reacted to statement by the Minister that Governor Ayodele Fayose and others kicking against President Muhammadu Buhari’s Treasury Single Account policy should return to elementary school, said it was shameful that the Minister ran away from the main issue and chose to attack personalities. Lai-Mohammed Minister of Information & Culture, Lai Mohammed Olayinka said: “Now that Daddy Lai Mohammed has been elevated to the position of the spokesperson of the Federal Government of Nigeria, he needs to be purged of the APC basket mouth syndrome that made him to speak like a tout.” Governor Fayose’s spokesperson insisted that the Federal Government must explain to Nigerians why and how it mortgaged their existence to a single company that has made what no manufacturing companies with thousands of employees can make in one month. Olayinka said “Ekiti State under Governor Fayose is managing its finances perfectly well without the Treasury Single Account, which is obviously aimed at enriching a few individuals at the expense of Nigerians.” He advised President Buhari to urgently de-brief Lai Mohammed so that he will operate normally as a spokesperson of the government and not APC propagandist. Olayinka said: “At 63, Lai Mohammed should know that speaking for the federal government of Nigeria is different from speaking for the APC, which he did by always tying corn to his anus while dancing naked at the market place. “He should know that opposition is a major ingredient of democracy and any democratic government devoid of opposition must be ready to embrace anarchy. “It is therefore the duty of Nigerians, especially the National Assembly to ask questions on the administration of the resources being held in trust for them by those in power and it is the responsibility of government at all levels to explain. “When a man like Lai Mohammed, who is employed and being paid with tax payers’ money now chooses to insult Nigerians just because they ask questions, sane minds should pity the President who employed such a loquacious person to speak for his government. “As for Governor Fayose, he will continue to uphold the truth and speak in the overall interest of Nigerians, not minding the offensive odour emanating from the propaganda infected mouths of Lai Mohammed and his ilk.” http://www.vanguardngr.com/2015/11/tsa-fayoses-aide-fires-back-says-lai-mohammed-speaking-like-a-tout/ |
The Peoples Democratic Party on Tuesday suffered another electoral setback in Taraba State as the Court of Appeal sitting in Yola upheld a tribunal’s ruling, sacking Bashir Marafa as senator representing Taraba Central Senatorial District. On September 30, the National Assembly Elections Petitions Tribunal in Taraba State, nullified the election of Mr. Marafa and ordered the Independent National Electoral Commission to issue Certificate of Return to All Progressives Congress candidate, Yusuf Abubakar. Delivering the September 30 judgement, one of the members of the tribunal, Suleiman Yusuf, said the petitioners in case, the APC, and its candidate, had proved their case beyond reasonable doubt. The tribunal had held the election of Mr. Marafa could not stand as he did not score the lawful majority votes in the March 28 election. The tribunal therefore ordered the Independent National Electoral Commission, INEC, to return Mr. Abubakar as the candidate that scored the majority lawful votes during the polls. Following the ruling, Mr. Marafa appealed the tribunal’s decision. But in their separate judgements on Tuesday, the three judges, Jummai Sankey, Duobele Abraham and Ridwan Maiwada of the Court of Appeal, unanimously agreed the appeal lacked merit and was therefore dismissed. Speaking after the judgement, the Taraba state chairman of APC, Hassan Ardo, expressed satisfaction and lauded the judiciary for living up to expectation. Mr. Ardo said urged APC supporters in the state to continue to remain calm as the party reclaims its mandates. http://www.premiumtimesng.com/news/top-news/193368-court-of-appeal-unseats-taraba-senator.html |
Campaign statement made without thoughts even if shallow. If they had followed their campaign manifesto, if they had one, they would not have pushed themselves into a tight corner. In the mean time, this 5K promise has become a noose around their necks. Let's see how they can take it off. ₦5K monthly to 25 million vulnerable Nigerians will amount to ₦125 billion per month which translates to ₦1.5 trillion annually. the challenge would be how to identify this 25 million vulnerable in the society, any nation that has this number of vulnerable cannot be said to be doing well. |
The Federal Government has started the process of fulfilling its promise to pay N5,000 monthly allowance to 25 million unemployed youths in the country with 2016 as the take-off date, The PUNCH investigation has revealed. The All Progressives Congress, which defeated the then ruling Peoples Democratic Party in the March 28 presidential election, had promised during its campaign that if elected to the central government, it would pay N5,000 monthly to 25 million jobless youths as well as introduce a free school feeding programme. A motion to compel the President Muhammadu Buhari-led Federal Government to fulfil the campaign promise of paying the unemployed youths was recently rejected in the Senate. Our correspondents learnt on Monday that the Federal Government had, however, commenced plans to start the payment of the allowance while it had also taken steps to capture the free school feeding programme in the 2016 budget. It was further learnt that the government had saddled some officials with the task of ascertaining the number of the unemployed youths, who would benefit from the scheme. A top government official, who spoke on condition of anonymity on Monday, told one of our correspondents that the compilation of data was necessary in order to ensure that the programme was not sabotaged. The source said, “You know that if the scheme is left open-ended, even Nigerians, who are employed and are by no means vulnerable, will still struggle to benefit from it. “You also know that if not properly handled, politicians will hijack the scheme and it will become a means of settling their constituents, whether they qualify to benefit from it or not. This is why the government will come up with data on the beneficiaries very soon.” The source added that the fund meant for the scheme would be built into the 2016 budget. He explained that it was only when a decision had been reached on the number of people that would benefit from the scheme that the government would have an idea of how much it would spend on the programme. He agreed that as a result of the process to get ready the 2016 budget and passed it into law, the scheme might not take off either in January or February, 2016. The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, confirmed that work was ongoing on the identification of beneficiaries, saying it was the desire of government to ensure the commencement of the programme in 2016. Akande stated, “Work is ongoing on various aspects of the implementation of that social investment plan, including the identification of those that will benefit from it. Very soon, we shall be concluding work on that; that is a very important aspect of the programme. “The plan of the government is to start as much as possible in the area of social investment, and conditional cash transfer is part of it. “It is the plan of the government to explore how to start this with the 2016 budget.” Cash transfer scheme to gulp N125bn monthly Investigations at the Ministry of Finance as well as that of Budget and National Planning showed that the process for the payment of the allowance to the unemployed had started with the compilation of the 2016 budget. According to analysis, the cash transfer programme, when fully implemented, will cost the Federal Government N125bn monthly and a total sum of N1.5tr annually. This is amidst dwindling oil price, which has led to a reduction in government revenue by about 50 per cent. This development has led to the government recording fiscal deficit of about N676.47bn within the first six months of 2015, according to statistics from the Central Bank of Nigeria. Top government officials, involved in the preparation of the budget, confided in one of our correspondents that both initiatives had been identified as part of the six priority programmes that would be implemented under the social development sector of the economy. The source, who spoke on condition of anonymity, said apart from the cash transfer and school feeding programme, other social protection and welfare schemes were being planned to take care of Internally Displaced Persons. Details of the initiative for IDPs were still sketchy as of the time of filing this report. The official said, “We have started working on the budget since September this year at the Ministry of Budget and Planning. “Since the ministry is the one coordinating the plans of government, what we did was to identify six priority programmes by pillars which have already been communicated to all the Ministries, Departments and Agencies of government. “So while preparing the medium term plan, what we did was to look at the manifesto of the APC and prepare our plan based on what its campaign promises were to Nigerians before the elections. “And since social development is a key aspect of its campaign, we identified social protection schemes such as the conditional cash transfer and the school feeding programme as key to the programmes for 2016.” The spokesman for the Ministry of Budget and National Planning, Mr. Salisu Haiba, could not be reached for comments as calls and text messages put to his number did not connect as of the time of filing this report. Shortly after the Senate shot down a motion meant to compel Buhari to fulfil the promise, the wife of the President, Mrs. Aisha Buhari, had appealed to the ruling party not to renege on its campaign promise of paying N5,000 to the 25 million unemployed youths. She also urged the party to fulfil its promise of giving schoolchildren one free meal a day. http://punchng.com/n5000-unemployment-benefit-starts-in-2016/ |

Aliko Dangote, Africa’s richest man, on Monday, announced his resignation from Dangote Flour Mills following South Africa’s Tiger Brands funding withdrawal. Dangote resigned alongside Olakunle Alake, Asue Ighodalo and Arnold Ekpe immediately after the announcement, which may mean the end of DFM. Tiger Brands, a South African consumer goods maker, revealed its decision to cease funding its Nigerian division as it undergoes major economic reviews. “Tiger Brands has decided not to provide further financial support with respect to its investment in Tiger Branded Consumer Goods Plc of Nigeria,” the company said in a statement. According to Reuters, Tiger Brands has not made money from Dangote Flour Mills (DFM) since paying nearly $200 million for a 65 percent stake in the firm back in 2012. Though DFM is named after Dangote, his group’s equity stake in the firm is only 10 percent. Anthony Geard, an industry analyst with Investec Securities, said “without Tiger Brands injecting money, it is the end of the line for DFM”. Dangote Group is investing heavily in the African cement industry, with a plan to build production factories in 18 African countries and Nepal. Tiger Brands has large equity stakes in leading Nigerian companies including Deli Foods and UAC Foods. http://linkis.com/www.vanguardngr.com/e18wL |

Armed robbers on Sunday stormed the Marine Police Post of the Lagos State Police Command in the Epe area, exchanging gunfire with the policemen. During the attack, the robbers attempted to steal the station’s gunboat and other ammunition. Our correspondent learnt that the robbers, said to number about 20, came in a speedboat to the Marine beach at about 12.30am. It was gathered that policemen from the Epe division, the Rapid Response Squad and the Counter-Terrorism Unit, were mobilised to the scene to repel the attack. A police source told our correspondent that the robbers, who escaped in their boat, riddled the station with bullets. The gunboat, which they attempted to steal, sank in the water. He said, “It was at about 12am that the militants invaded the Marine Police Post, Epe. Their mission was to kill the policemen and dismantle the security structures around the place so that they could embark on a bank robbery maybe on Monday. “The gunfire lasted for several minutes, and the whole area was riddled with bullets. Eventually, they succeeded in sinking the gunboat. No policeman was killed but some might have been injured by the bullets.” Our correspondent learnt that the state Commissioner of Police, Fatai Owoseni, went to the station on Sunday and assessed the damage. The Police Public Relations Officer, DSP Joe Offor, who confirmed the attack, said the CP had directed that the area be electrified and the gunboat replaced. Offor added that the police had increased surveillance in the area and normalcy had been restored. He said, “The Epe Divisional Police Officer, the Rapid Response Squad and the CTU repelled the gunmen. The CP visited the place and ordered that the beach be electrified. “The area commander, the DPO and other officers have made efforts to recover the gunboat. We are still working on it and we have fortified the area. Banks have been asked to go on with their usual activities, and there is no cause for alarm. “No arrests have been made so far. Efforts are on to replace the gunboat.” http://punchng.com/robbers-attack-lagos-police-station-sink-gunboat/ |

Life for no fewer than 200,000 residents in over 50 communities within the Gbaji-Seme border axis of Badagry West Local Council Development Area of Lagos State, has been 16 years of untold hardship and endless wait for electricity. Since 1999, when a devastating rainstorm wreaked havoc in the community, uprooting electric polls which connected these communities to the national power grid, the Lagos State and Federal Government had apparently abandoned the residents to perpetual darkness. The Gbaji-Seme area, is a border community that links Nigeria to her neighbouring Benin Republic. Residents of the area, have been put in limbo as to when they will be connected back to the grid, despite the fact that this is Nigeria’s highest revenue generating border, where the Nigerian Customs Service (NCS), rakes billions of naira, annually. Giving the staggering revenue statistics, residents who have continued to express worry over the perpetual darkness they have been subjected to over the last 16 years, however, described their plight as “killing the goose that lays the golden egg.” Bothered that several peaceful demonstrations embarked by them, as well as letters written to draw the attention of the Badagry West Council authorities, the Lagos State and Federal governments, had fallen on deaf hears, leaving them in dehumanizing conditions, youths from across the 50 communities, however, threatened to shut-down the Seme Border, if government fails to come to their aid soonest. The Youths who spoke last Thursday, in Lagos, under the umbrella of Gbaji-Seme Border Youth Initiative, GSBYI, bared their minds over their plights, at a Press Conference/Summit tagged: “Charting a new course towards putting an end to the 16 years Darkness in Gbaji-Seme Border and ushering monumental development.” The event attracted from across the 50 communities no fewer than 5,000 youths, religious and traditional leaders, who converged to discuss the way forward to ending the endless wait without electricity in their communities. According to them, the humongous bills they had spent over the last 16 years, fueling power generating sets in their homes and business places were alarming, even as they lamented that the lack of electricity had forced many of them out of business. Affected communities Speaking to Vanguard, former President, Lagos State University Student Union Government (LASU-SUG) and Coordinator of GSBYI, Comrade Badaru Abdul-Basit, disclosed that some of the communities within the border axis that had lived without electricity over the last 16 years include: Gbaji, Aivoji, Oglogbo, Gbethrome, Asakpo, Boglo, Finfonyinke/Fanuvi, Yard, Ashipanu, Kenwewemeh, Pengbo, Bapo, Azangbeme, Agbathogbodomeh, Hokedaho, Aketegbo, Wesere-Topa, Hunvemeto, Thota, Shito, Igbegbome, Petimeh, Falola, Ozinigbo, Parada, Akpato, Whanyingbemeh, Akorokodji, Agorin-Beach, Thosuvi, Yenawa, Sessi-kodji, Agbojetho, Agetopa, among others. Comrade Badaru Abdul-Basit, when he led youths of Gbaji-Seme Border community to Tafawa Balewa Square, Ikoyi, during the swearing-in ceremony of Governor Akinwunmi Ambode, to draw the governor’s attention to their plights. Visibly angry Abdul-Basit queried why despite countless promises, when politicians invade their communities for election campaigns, successive governments at the three tiers had abandoned them to wallow in under-development. “For the last time, we aim to use this summit to draw government’s attention to restore electricity to Gbaji-Seme Border axis of the Badagry West LCDA. We are drawing government’s attention to ensure that there is an immediate total overhauling of the power system along this axis, so that electricity could be evenly distributed among the affected communities,” said Abdul-Basit. He added that “aside electricity, we are also drawing government’s attention to make our communities places worthy of living, in terms of security and provision of infrastructural facilities such as schools, hospitals, drainage facilities, potable drinking water among other basic amenities of life.” Meanwhile, in their paper entitled: “Implication of 16 years non-existence of electricity in Gbaji-Seme Border axis of Badagry West LCDA in Lagos,” Comrades James Agosu, Clement Aboki and Boglo Gershion stated that the 16 years non-existence of electricity in the communities had immensely affected the socio-economic life of the people, as well as posed environmental hazards because of the age-long usage of power generating sets. N500 million for fuel consumption The trio said, they conducted a research on fuel consumption by residents of the affected communities and discovered that annually they spend an average of N500 million to run their power generating sets, amid the apparent poverty. However, when Vanguard visited the area, last Thursday, it was gathered that there was no presence of private nor public hospital across the communities. There were just five dilapidated public schools, 45 private schools with most of them in shanty structures with thatched roofs. Also, Vanguard gathered that businesses reportedly struggling to survive the 16 years perpetual darkness across the communities were about 22 hotels, seven banks, 22 petrol stations, 9 government agencies among others. Some of the institutions suffering the ordeal, include the Nigeria Police Force Divisional Headquarters, Seme Border, Nigerian Customs Service, Seme Border Command, Nigerian Immigration Service, Seme Border Command, new generation banks such as Zenith Bank, First Bank, Union Bank, UBA, Skye Bank; petrol stations such as Conoil, Forte oil, Oando oil, MRS oil, Total, Addidas oil, Timmynat oil, Agbeke oil, Atok oil; as well as hotels such as Seaview, Dieu Merci, Jitax, PJ, Bendel, Esolaye among others. http://www.naija.com/news/news_view.php?view2=2129

The Independent Corrupt Practices and other Related Offences Commission has traced N292m to the account of one of the permanent secretaries that were retired on Tuesday, The PUNCH has learnt. It was gathered on Thursday that the ICPC made the discovery during the discreet investigations into the five months the permanent secretaries presided over ministries in the absence of ministers. Anti-graft investigators were said to have commenced probe into the permanent secretaries’ reign shortly after President Muhammadu Buhari submitted the ministerial list to the Senate. It was learnt that the investigators became curious upon discovery that the account of one of the permanent secretaries swelled up to N292m in the last five months. Our correspondents learnt that three more permanent secretaries might also face trial for alleged corruption. There had been a report on Thursday that five former permanent secretaries would face trial for alleged corruption. It was learnt that the ICPC’s investigations were not limited to permanent secretaries that were compulsorily retired on Tuesday but also those who served in the past five months and still in service. Findings showed that the ICPC might invite some of the permanent secretaries for interrogation upon the completion of its investigation next week. A source in the ICPC, who confided in one of our correspondents, said, “It is true that the ICPC is probing the activities of the permanent secretaries. About N292m was traced to the account of one of the recently retired permanent secretaries. “The commission has concluded investigating some of the permanent secretaries while others are still being investigated. For those that we have concluded investigations on them, we have sent their files to relevant places for action. “It is not exactly true that those who were not sacked by the President in the recent exercise are innocent. They are also being investigated.” It was also learnt the ICPC had been investigating some directors and that the Federal Government had directed anti-graft agencies to place emphasis on recovery of funds from corrupt former public officers. A Presidency source stated, “I can tell you that the focus of the government is changing. The President is more interested in recouping the stolen money. “The President and his advisers are not unmindful of the fact that prosecution could take a long time. The President is more interested in recouping the money. “What is happening is that the anti-graft agencies go for the facts, very strong facts that cannot be denied, confront the people with the evidence and ask them to return the funds if they don’t want to go to jail. “And many of them are cooperating. I can tell you for sure that people are returning money.” Our correspondent could not get the Resident Consultant, Media and Event, of the ICPC, Mr. Folu Olamiti, to react as his telephone indicated that it was switched off or in an area outside network coverage. Buhari however on Thursday warned civil servants at all levels that his administration would not condone any act of indiscipline and corrupt practices. He also justified his administration’s decision to drop the previous practice of administering written and oral examinations on civil servants for ascension to the rank of permanent secretaries. Buhari spoke at the Presidential Villa, Abuja, shortly after administering oaths of office on 16 out of the 18 new permanent secretaries whose appointments were approved on Tuesday, after retiring 17. The remaining two new permanent secretaries were said to be out of the country as of the time their appointments were announced and that they would take their oaths at a later date. The President said the responsibilities bestowed on the permanent secretaries were enormous and that the success or otherwise of the government would depend on their competence, ability and capacity to discharge their duties effectively and efficiently. He said, “I must, however, sound a note of warning. It is within public domain that ministers as chief executives of their ministries as well as other government officials involved in policy formulation and implementation often complain of the intolerable levels of incompetence, indifference or even suspected sabotage by some of the top echelons of the civil service. “Even where permanent secretaries, in some instances, are exempted from these accusations, they are still responsible and liable for failing to provide the required leadership, control and direction. “This administration will not condone any excesses, indifference, incompetence and corrupt practices in any form. “Permanent Secretaries are therefore advised to note these words of caution and disseminate them to all civil servants accordingly. “I am sure the permanent secretaries and all other civil servants appreciate the fact that I have always considered the civil service as an indispensable reservoir of experience, expertise and loyalty. I, therefore, consider the service as a dependable ally in my quest to change this country for the better.” Buhari said if Nigeria would realise its full potential for greatness, its civil service must first understand and accept the “change mantra” of the present administration and lead its spread through all the institutions of governance and the economy. He said his administration would give all the necessary support, protection and encouragement to the civil service to do its work, adding that he had faith in the ability and quality of the Nigerian civil service to provide stability and the desired change. Meanwhile, the President of the Nigerian Voters’ Assembly, Mashood Erubami, has backed efforts of the Buhari administration to sanitise the civil service. Erubami, in an interview with one of our correspondents, supported the merging of ministries by the President. He said, “The adoption of alignment and merger of ministries towards sanitising the civil service and improving the efficient service delivery in the public service also fit with the portfolios,” he said. Erubami added that Buhari had met the expectations of the people by putting round pegs in round holes. He said, “The posting of Prof (Isaac) Adewole to man the Ministry of Health is an indeed a round peg in a round hole just as Abubakar Malami in the Ministry of Justice. Other ministers who might not have been posted to ministries of their professional callings are also in good stead because of their accrued knowledge, experiences and exposure in general administration. “We had looked for ministers that have the genuine interest of the country in their hearts and love the country. We had expected ministers who would think beyond the box, come together to discuss and set standards for their own programmes and policies that will stand them out as the best crops of ministers that Nigeria will ever have. “However for these ministers to be valuable to the people and the nation, they will be expected to rise up immediately after the allotment of portfolios and show daily commitment to actions, which will meet the genuine expectation of the people. This should be so because the immediate past government had inflicted lots of damage in the lives of people as a result of years of clueless and directionless governance.” http://punchng.com/icpc-discovers-n292m-in-retired-perm-secs-account/ |
We all know that Buhari is just having a stint at Aso rock..... The countenance of an apprentice can tell how far he will go in the business....clamping down on opposition and publicly showing hatred to a region he termed 5% are just the harbinger of failures. The Ekiti State Governor Ayo Fayose has said he is not afraid of President Muhammadu Buhari and would continue to criticise him for clamping down on former Peoples Democratic Party (PDP) governors. He stated this after being declared “Nigeria’s opposition leader” for consistently speaking against perceived persecution by the All Progressives Congress (APC)-led Federal Government by the Ekiti House of Assembly. The House, led by Speaker Kola Oluwawole, passed the resolution at a special sitting. Lawmakers, who spoke at the sitting included Oluwawole; his deputy, Segun Adewumi; House Leader Tunji Akinyele; Samuel Omotoso and Mrs. Titi Owolabi-Akerele. During his submission, Fayose said he is not afraid of going to jail to defend his conviction and ensure that the nation does not slide into a one-party dictatorship. Fayose said: “Why should I be afraid of jail? Former President Olusegun Obasanjo and Nelson Mandela were jailed. Chief MKO Abiola was clamped into detention. “So, why should I be afraid of President Buhari? He is just going to be President for a period of time. Virtually, all former PDP governors are being tried for corruption. “But my speaking about what the APC government is doing does not mean I am eyeing a bigger position. I am not ready to go to the Senate. Great leaders don’t think about political placement, but think about how to strive to make their country better. “All of us cannot run away from harassment. I am an opposition figure and I want to help the ruling party through criticisms, so that it won’t sleep. “I don’t have any apology. This is the only time I can help Nigeria by helping check oppression and dictatorship. But a fact remains that whether the house calls me opposition leader or not, I will remain myself.” On why they ‘honored Fayose with the title, Oluwawole said: “Since Fayose assumed office, if you see and hear his contributions to national issues, he has been honest, frank, courageous and this shows that he is an epitome of leadership. He has also been prudent in the management of our resources.” The Ewi of Ado-Ekiti, Oba Rufus Adejugbe and the Chairman, State Traditional Council, Oba Samuel Oyebade, urged the Assembly and other Ekiti citizens to continue to support the governor. http://www.theheraldng.com/i-am-not-afraid-of-buhari-he-is-just-the-president-for-some-time-fayose-2/ |
The CHANGE has dawned on us all....... Change-induced deaths, hunger and starvation |
Contractors who executed road projects for the Imo State Government yesterday appealed to Governor Rochas Okorocha to pay up. The contractors, under the aegis of Genuine Unpaid Imo Road Contractors, insisted they have met all necessary requirements, including the inspection and certification of jobs done by inspection teams of engineers and contract administrators of the state government. In a statement signed by representatives of the group, Mr. Abdulkadir Ogirima, Jonathan Onyeukwu, Goddy Oparaku, Sir Anthony Nwafor and Eze Goddy Paul, the contractors disclosed that payment certificates on the executed road contracts were processed and forwarded in memoranda by the relevant ministry and committees to the office of the governor after necessary inspection. “It is disheartening and, indeed, highly frustrating that the good gesture of contractors is not reciprocated but, rather, the payment obligation by the government within the contract has not been fulfilled for over two years till date.” They disclosed that having taken loans running to millions of naira with high interest rates from commercial banks to execute roads construction, their properties have been confiscated by the banks leading to death and hospitalisation of some members. “The non-payment of the contractors considering the high interests payable on the loans, has caused frustration, litigation from banks leading to loss of company properties as collateral to financial institutions, suffering of various degrees of trauma, outright death of some directors while some members who developed hypertension are still in hospital.” https://www.today.ng/news/national/37580/imo-contractors-to-okorocha-pay-us-our-money |
It is no surprise that nigerian cannot exist without Igbo people. Nigeria succeed by the expertise of Igbo business men, our political acumen, global acceptability, refined civilisation and tolerance etc. I pity Nigeria when IGBO people leave The reason why most of you don't just get it that you can't force people into a union and mistreat them at the same time, such union will never work. If Igbos are all you call them, why is it so difficult for you to go your separate way and let us be. There will never be any so-called one Nigeria until her rotten structure is torn down and it's old relics such as: quota system, catchment area, state of origin and other free hand-outs like the baseless admission cutoff point unfairly given to Northerners unjustifiably are trashed |
Alhaji Bashir Tofa is a businessman and politician. He came to limelight when he contested the 1993 presidential election with the late business mogul, Chief Moshood Kashimawo Olawale Abiola, in an election adjudged free and fair, but annulled by the military. Abiola was believed to have won the poll. In this interview, Tofa thinks the level of corruption in the country is sickening and, as such, believes that President Muhammadu Buhari is on the right path as he fights the ill head-long irrespective of the hues and cries that the fight is selective. He takes a swipe at the Peoples Democratic Party,PDP, for its condemnation of the Federal Government and the judiciary over the on going election tribunal judgments, saying only fools make accusations without proof. What is your impression so far about the Buhari government in the light of the confirmed ministers? I think, on the whole, President Buhari has done well and that is expected. Anybody who enters a house and just begins to live in it without checking the structure and the leakages and doing something to do some repair, that house may collapse on him if it is structurally deficient. President Buhari now knows more about the condition of the house,he is making some repairs, strengthening some pillars, blocking some leakages, and can now be said to be ready to settle down and do what is needful. Hopefully, the ministers will be given their portfolios by mid-November; they will quickly move to their ministries, examine things, review the draft budgets for their ministries; a final budget will be agreed upon by the Executive Council and presented to the National Assembly – all before the end of December. Hopefully, the National Assembly will not waste time, knowing the poor state of the nation. The PDP senators walked out of the chamber in protest against the confirmation of former River Governor Rotimi Amaechi. What do you make of the drama? Well, it was just the normal mischief and envy by those who fear Amaechi becoming a minister, after two successful terms as governor of Rivers State. Surely, he has enemies and, if you noticed, objections that are received in respect of some of the nominees were from their home states. Remember what Jesus (peace be upon him) said: “A prophet is not popular in his own country”. But Rotimi Amaechi is a good man, hard working and friendly to those who know him well. Again, he was right about the rigged elections in Rivers State. The tribunal has vindicated him. Do you think the marginalization song by the South-east, particularly in this Buhari government, is valid? I have not heard any sensible and responsible Igbo man making such accusations. It was just the ranting of some fanatics, who always want us to see ourselves in tribal and religious garbs. After all these years together, it is a shame that we are still unable to shed these identities and become Nigerians. The more we continue this way, the more harm we inflict on our national unity and progress. I am sure President Buhari’s main consideration is not WHO a person is, but WHAT that person can deliver to the Nigerian people. I have long advocated that we must stop being a country of “You know WHO, but a country of you know WHAT’. http://www.vanguardngr.com/2015/11/some-igbo-fanatics-are-making-things-difficult-for-nigeria-tofa/ |
