Russia does not have money and they are losing technology capabilities. To develop major weapon systems they are going to need JVs with India or China however they have not been good at managing these large cross border international projects.
What they are doing now is trying to raise defence technology development money by selling competitive wares to rich third world countries without making any political judgments or setting human rights criteria.
Nigeria should go for the best of the best and not offer cash but commodities and mineral development joint ventures.

Russia needs to work fast in development of AI, robotics, advanced data processing and cutting edge information technology to be respected.
