Ekiti to establish independent power plant By Femi Makinde Thursday, 23 Dec 2010 https://www.punchng.com/images/October/Saturday/pix20101023262721.jpg Ekiti State Governor, Kayode Fayemi Ekiti State Governor, Dr. Kayode Fayemi, has said that his administration is set to establish an independent power project to boost the supply of electricity in the state. According to a statement made available to our correspondent in Ado-Ekiti by the Senior Special Assistant on Media to the Governor, Mr. Mojeed Jamiu, the governor said this on Wednesday during an inspection tour of the site of a 132/33kv sub-station in Ado Ekiti. Fayemi was quoted as saying that his administration was committed to the provision of a conducive investment environment. He said, “In our state, that’s a major challenge, once we tackle electricity, a lot of other things follow. There will be a multiplier effect in the small-scale industrial sector. “Even the ordinary barbers’ shops next to you will not have a problem and they would be able to generate more income because there is electricity for them that is predictable and that is acceptable in the state. That is a priority for us. That is why I am here.” Fayemi, who lamented that only two of the six dedicated feeders were connected from the project that was started in 1984, said that he would ensure optimal utilisation of the sub-station and connect the outstanding four feeders. http://www.punchng.com/Articl.aspx?theartic=Art20101223123757 |
Double vehicle registration dilemma MONDAY, 13 DECEMBER 2010 00:00 ESHOFUNE, FROM ABU ZARIA YOU REPORT - YOU REPORT LAGOS IN 2006, my friend bought a Primera saloon car and went through the rigour of registering it legally, according to all the country’s lay down rules. Oyo State licence plate number was about N18,000, Abuja was N22,000 while Lagos’ was N27,000. Even though he was neither from any of these states, he preferred that of Lagos, because he considered it the most ‘universal’ in the country. The licence plate of his home state sold for about 17,500. But he chose Lagos. He paid to the bank as directed and was given documents and receipts at the Ikeja licensing office. When it was due a year after, he went to Lagos to renew this. But two years after, Lagos State’s vehicle registration processes went hi-tech, and so was the accompanying madness. https://www.ngrguardiannews.com/images/resized/images/stories/2010/december2010/fashola_200_160.jpg When my friend went to the Oyo State vehicle licensing office to renew his car particulars through the novel means, he was told that his car ‘has the problem of double registration’. What this means (for those who do not know) is that the particular licence plate that he paid for and was issued has been ‘sold’ to two vehicles concurrently. How come, you may ask. He was told by the all-knowing licensing officer that ‘by my experience, you better go and re-register, and pay another money, so that they give you another new number, ’ ‘What! What do you mean’ he queried. ‘Bros, you would have to go to Lagos and report your case there, so that your problem can be solved.’ ‘My problem? Now you call that my problem! Didn’t I pay for the plate? Yes, I paid for the licence plate and have genuine receipts,’ he replied, cautiously emphasising the word, ‘genuine’, and pointing daringly at the opening on the window pane through which they conversed. ‘Na wetin! Oga, me I just dey try advise you,’ the officer sighed and made to leave the cubicle. Then my friend suddenly realized how squashed up he was in the mess, so he begged to know more. ‘But, but I have engraved the number on all of the car, from the windscreen to the wiper; and also my new alloy wheels. Even if I save enough money to secure another plate number, how do I change the engravings?’ ‘You can’t change the engraving. That is why you must report yourself first to the police. That is, after you have sworn to an affidavit at the court that you are the real owner of the car and that so and so happened, simple!’ Simple indeed! How can one deliberately walk on live coals and his feet not burn? In this country, we all know that going to the police to report yourself is akin to committing a suicide because your lover ran away with another man. At least some suicide cases are arguably justifiable, not a few are products of sheer human stupidity, though. Perhaps not even the devil himself would forgive your premature report at hell’s gate on the mere excuse that you were so dumb as to have reported yourself to the Nigerian Police. How many of us have been told to ‘park!’ off the expressway and ‘follow us to the station’ because there is an ‘S’ digit in your papers instead of the digit ‘5' in your chassis number? Now this impervious licensing officer wants you to report to the police that the entire 44 types of engraving on your car and the fact that your old registered papers are not in consonance with your licence plate number are entirely the fault of the Lagos State licensing office; and that you should be completely absorbed of the crime of inconsistency. Hmm. Food for thought. The bigger dilemma, however, involves certain burning questions: Whose fault is it that the licence plate is double-registered? Who, therefore, should be held responsible for the illegality: my friend, the other buyer, FRSC or Lagos State Government? What is Lagos government and FRSC doing about this? And for goodness’ sake, why should my friend be held responsible? That would mean that there is no significant difference between our highly equipped government agencies and the omo-onile practice in Ibadan who simultaneously sell the same plot of land to 5 buyers. http://www.ngrguardiannews.com/index.php?option=com_content&view=article&id=31841:-double-vehicle-registration-dilemma&catid=67:you-report-lagos&Itemid=583 |
I assume Northern states and some south western states should pay their workers Eid El Fitri bonuses. Sorry Nigeria. |
Bayelsa agrees to pay workers N30,000 Christmas bonus HeadlinesDec 23, 2010 By Samuel Oyadongha, Yenagoa Bayelsa State government has agreed to labour demand for N30, 000 Christmas bonus for workers in its employ. The workers under the aegis of the Nigerian Labour Congress and the Trade Union Congress had last week rejected the N15, 000 Christmas bonus offered by the state government. Labour had hinged its rejection of the offer on what it described as the insensitive of the government to the plight of civil servants in the state who in the last two consecutive years forfeited their Christmas bonus as a result of the sharp fall in the state allocation at the height of youth militancy. A source told Vanguard that the whole noise about the Christmas bonus would have been avoided had the governor not been wrongly advised to pay the workers N15,000. Labour it was learnt had suggested two options, N30,000 or 13 months salary as their Christmas bonus for 2010 to the government having forfeited their Christmas bonus in the last two years because of the down turn in the state allocation from the federation account. https://www.vanguardngr.com/wp-content/uploads/2010/12/sylva2.jpg “This whole noise would have been avoided had the governor not been wrongly advised. When the idea of the Christmas was presented to the governor he was favourably disposed to the N30,000 as being canvassed by labour before it was pruned down to N15,000 leading to its rejection. “But the governor the governor being a listening person saw reason with labour and shifted ground by agreeing to pay the N30,000,” the source said. Contacted the chairman of the NLC Comrade Ben Basuo confirmed to Vanguard that the governor had agreed to pay the N30,000 as demanded by labour. http://www.vanguardngr.com/2010/12/bayelsa-agrees-to-pay-workers-n30000-christmas-bonus/ |

Senate stops states from borrowing abroad Emmanuel Ogala December 22, 2010 12:16AM The Senate yesterday rejected the request by state governments to borrow from foreign countries, saying its decision was based on lack of adequate information on the loans. The Senate, however, permitted the federal government to borrow $1.537 billion out of the overall $3.702 billion for which President Goodluck Jonathan had repeatedly requested of the lawmakers. According to the Senate, the approved $1.537 billion had adequate information about them provided to the national assembly. The states could not provide the Senate with information like identification of states borrowing where they were not specifically mentioned; state Houses of Assembly’s resolution approving of such loans and the level of indebtedness of each borrowing states. “The 2010 external borrowing plan by states were not considered by the committee due to the absence of relevant information,” said Ahmed Makarfi, Chairman, Senate committee on Finance who led the evaluating committees. In an analysis obtained from the Senate, some states planned to use the loans on “capacity building” and pre-conception designs of some unspecified projects. Most senators kicked against their demands saying they were borrowing money to spend on the forthcoming elections. Sixteen states, including Lagos, Abia and Oyo would have benefited from the loans if they were approved. The approved The approved $1.537 billion will be spread across four developmental projects. The first is $152.2 from the African Development Bank (ADB) for Economic and Power sector reform programme. The second is $900 million from Export/Import Bank of China for Abuja - Kaduna Railway Gauge line and National Security. The third is $315 million for an unspecified Public Private Partnership Project (PPP) to be given by International Development Association, a World Bank Concessionary Loan window facility. The fourth is a $179 million loan from the French Development Agency for National Electricity and Gas Improvement Project. But for the tactical intervention of the Senate President David Mark, the $3.702 billion outstanding external borrowing plan of the federal government would have been thrown out entirely a few weeks back after the senators condemned Nigeria’s return to obtaining loans. The National Assembly, in April, partially approved the 2010 borrowing plan which was forwarded to them alongside the 2010 budget proposals. In April, they approved $915 million out of the $5.22 billion loan amount proposed under the 2010 borrowing plan leaving out $4.31 billion. The loans and credits would be secured on concessionary terms with repayment periods of 25 to 40 years and moratorium of seven to 10 years. http://234next.com/csp/cms/sites/Next/News/5656470-146/senate_stops_states_from_borrowing_abroad.csp |

Osisikankwu, his girlfriend, Ogochi, alongside two others, Polycarp and Chinedu were arrested by soldiers of Operation Jubilee, the special task force in Abia from the 82 Division of the Nigerian Army, Enugu, on December 12 at an evil forest near the Obokwe market in Ukwa West Local Government Area. Osisikankwu and the other two male comrades-in-arms were shot dead in a crossfire with soldiers while Ogochi was taken into custody. During interrogation, the bandit’s girlfriend said to be three months pregnant, revealed to soldiers the exact locations in Ugwuati and other evil forests where her ex-boyfriend hid thousands of arms and ammunition with which they terrorised Abia and neighbouring states. Consequent upon the revelation, according to a release by the Assistant Director, Public Relations of the 82 Div. of the Nigerian Army, Enugu, Lt. Col. Sagir Musa, the Division’s GOC, Maj-Gen. Sarki Yaki Bello on Wednesday last week led a cordon and search operation into the evil forests. The mop up of arms operation recorded huge success as the army recovered the following new arms from the mentioned areas: 48 empty magazine of AK 47; 3,848 rounds of 7.62mm special ammunition; 538 rounds of 7.62 mm Nato; 41 expended cases of 7.62mm special ammunition; some quantity of dynamite and 3 RPG prima. Addressing the soldiers after the new discoveries, Maj-Gen Bello directed them to be more vigilant and re-double efforts to arrest fleeing kidnap kingpins and to comb the evil forests of Obokwe, Ogwe and Ugwuati where it is believed thousands of arms and ammunition are still hidden. He reiterated his call on fleeing kidnap kingpins to give themselves up as there was no hiding place for them, stressing that officers and men of the task force would leave no stone unturned in apprehending them. While thanking locals for volunteering information that have aided the army in its operations, he, however, called for more information which would help in tracking the runaway kidnap leaders. http://news2.onlinenigeria.com/news/top-stories/63817-Osisikankwus-girlfriend-opens.html |
Nigerians evacuate Ivory Coast after embassy attack Reuters – People cross the street in Abidjan December 22, 2010. A power struggle between incumbent Laurent Gbagbo … By Felix Onuah and Tim Cocks – Tue Dec 21, 3:21 pm ET ABIDJAN/ABUJA (Reuters) – Nigeria evacuated all its diplomats from Ivory Coast after its embassy was attacked on Tuesday as the power struggle following a disputed election grew more violent. Ivory Coast's November 28 presidential election was intended to heal the scars of a 2002-03 civil war but has instead triggered a standoff between incumbent Laurent Gbagbo and rival Alassane Ouattara, with the latter recognized as victor by the electoral commission and the outside world. Gbagbo has refused to step down despite international pressure and sanctions backed by the United Nations, European Union, the United States, African Union and regional bloc ECOWAS -- all of which recognize Ouattara as president elect. "We had to evacuate all our diplomats because our embassy in Cote d'Ivoire was attacked," Nigerian Foreign Minister Odein Ajumogobia told reporters in Abuja. Arrangements were also being made to evacuate other Nigerian citizens in Ivory Coast. Ajumogobia did not say when the attack on the embassy in Abidjan took place or who carried it out. Nigerian President Goodluck Jonathan has led calls by African leaders for Gbagbo to step aside and has told U.S. officials Nigeria will back whatever sanctions necessary. ECOWAS heads of state are due to meet on Friday in the Nigerian capital Abuja to discuss developments in Ivory Coast. Gbagbo's camp has accused the United Nations and world powers of interference in its internal affairs and he still has the backing of the security forces. Ouattara's poll victory was overturned on grounds of alleged fraud by the Constitutional Council, a legal body led by a staunch ally of Gbagbo. The move was rejected by the U.N. envoy, who must certify the results "TENSE, DANGEROUS" The U.N. Security Council agreed on Monday to keep 10,000 U.N. peacekeepers in Ivory Coast on Monday, defying Gbagbo's demand that they leave. EU countries imposed a travel ban on Gbagbo, his wife and 17 of his allies. Diplomats in Abidjan say Nigeria was amongst the African countries that have offered Gbagbo sanctuary, another one being South Africa. An anti-Gbagbo protest last Thursday degenerated into a gun battle between pro-Gbagbo and pro-Ouattara forces near the lagoon-side Golf Hotel, where his rival administration is holed up under guard of U.N. peacekeepers with sandbagged machine gun positions. At least 20 were killed in protests -- Gbagbo's camp says half of those were his security forces. As security deteriorates, death squads have targeted Ivorians in pro-Ouattara neighborhoods, according to the United Nations, human rights groups and Ouattara supporters. The United Nations says at least 50 people have been killed and hundreds wounded and abducted from their homes in the past few days. Gbagbo's government denies using excessive force to put down protests or being behind kidnappings. "The professionalism of the security forces have allowed us to avoid a bloodbath and limit damage to people and goods," Gbagbo's interior minister Emile Guirieoulou told reporters on Monday. "It's easy talk about abductions , with no proof." Tensions in Ivory Coast, the world's biggest cocoa producer, have pushed cocoa futures to four-month highs in recent weeks on market fears of a disruption to supplies. So far, beans have been getting through to port but there have been delays in registering them for export. The head of U.N. peacekeeping told French daily Le Figaro that Gbagbo's troops were attempting to cut off food, medical and water supplies, echoing accusations by the envoy here. "Gbagbo's camp is doing whatever it can to cut off our fuel and food supplies, notably by blocking the port. We are studying other supply routes. We have some reserves, but the situation is becoming more tense and more dangerous," Alain Leroy said. http://news.yahoo.com/s/nm/20101221/ts_nm/us_ivorycoast |
