This is a private company initiative not Lagos state government, main_one has been in existence since the time of Fashola and not too long ago their was an acquisition of the company by a foreign telcom giant Equinix

Main one was originally owned by that black woman you see in the picture Funke Opeke and they laid and own a fibre optic cable that runs from Lagos to Europe, I think Portugal. The company have been expanding even beyond the shore of Nigeria to some west African countries and upto South Africa providing hardwired data solutions.
