Ok the policy is good but the problem is implementation. First what do you understand to be the purpose of the policy, then suggest a way forward for implementation based on your submissions (poor infrastructure and shortage of cash) taking cognisance of the purpose of the policy.

The purpose is to moph
up excess cash in circulation, prevent terrorism financing/cross-border crime, money laundering and voters buying.
Before you implement this sort of policy there should be inter-agencies collaboration to ensure sensitization, readiness, distribution and effective monitoring, compliance, and prevent panic from spreading. All this were not done before and this is what lead to the mass hysteria we are having today.

Perhaps it is the North that made Zik to fight against secession clause, it was the North that made Ironsi to adopt Unity govt that made the center too power which culminated into years of political instability and misrule, it was the North that produced Ikpeazu and co and made some Governors in the south squander resources meant for development and one of such ex-Governors had to dress like a woman to escape to Nigeria.
The North has its problems which the leaders are trying their best to solve likewise the South, what I wont accept is to lay the blame squarely at the feet of the North.

Some people are comparing 2 dissimilar events on the altar of partisan affiliations, it was the scarcity of bread that ignited the events that overthrown Omar el-Bashir of Sudan; people will bare the hardship of decrepit infrastructures but not their inability to feed their mouths. Limiting people access to cash without providing safe and secured alternatives is an invitation to anarchy that will not only consume the guilty but the innocent as well.
