The governor of Nasarawa State, Mr. Abdullahi Sule, yesterday alleged that the sole motive the former Minister of Information, Mr. Labaran Maku, is seeking to govern the state is to be collecting security vote and nothing more. Maku, a 2019 APGA governorship candidate in the state, had accused Governor Sule of collecting N300 million as monthly security votes, which is about N3.6 billion a year, still people are being killed and farmers can’t go to their farms in Nasarawa State. Sule, who spoke through his Senior Special Assistant (SSA) on Project Monitoring and Evaluation, Dr. Kassim Muhammad Kassim, expressed disappointment over the comment made by Maku that he (Sule) has been receiving over N300 million monthly as security votes without any justification for it. He said: “Maku’s allegations has exposed his emptiness before the public and people of the state that his only reasons for seeking to govern the state is to collect security votes and nothing more. “People like Maku are still living in the era when security votes were the property of a governor. It is unfortunate that he is still ignorant. “In Nasarawa State, security vote doesn’t even get to the governor in bulk. The SSG’s office collects and shares the money to all the security agencies. It is disappointing that Maku wants to be a governor because of security votes, but he will be shocked if he will ever be a governor because the system has been sanitised,” the governor maintained. He, however, described Maku as a serial governorship aspirant who is seeking blind attention and has never seen anything good in any administration in the state except the one that he had served as a commissioner and deputy governor respectively. “It is on records that prior to the coming into office of this administration, there have been security challenges between herders/farmers mostly in the southern zone. The Egbira/Bassa communal crisis in the western zone, which has claimed several lives and destroy properties. “But this administration has brought permanent peace in these areas and the warring groups have since embraced the peace initiative of our administration. “Banditry and other criminal activities, which used to be the order of the day in the state is now a thing of the past and massive investments have been attracted into the state, which have taken a lot of youths off the street,” Sule maintained. Urges Wabara, Abaribe, others to withdraw support The South East Democratic Civil Society Coalition (SEDSOC), yesterday, rejected the purported endorsement of former Secretary to the Government of the Federation (SGF), Anyim Pius Anyim, for the presidency in 2023. Former President of the Senate, Adolphus Wabara and Senate Minority Leader, Enyinnaya Abaribe, both of the Peoples Democratic Party (PDP) in Abia State, are among those said to be canvassing for Anyim to contest the presidency. But in a statement issued by National Convener of SEDSOC, Chief Willy Ezugwu, the coalition, which described Anyim’s endorsement as “hasty and self-serving,” demanded immediate withdrawal of the endorsement. “The South East has eminently qualified persons capable of transforming Nigeria if given the chance by the electorate to serve as President in 2023. “To this end, we view Anyim’s endorsement as too hasty and self-serving. Those clamouring for him to run for the presidency chose to jump the gun in what can only be interpreted as self-serving and an attempt to stampede the South East bloc into their own private agenda. “How Abaribe, who is one of our own, joined the bandwagon of some selfish South East politicians to engage in the controversial outing, is shocking and disappointing,” the statement reads. House of Representatives Speaker Femi Gbajabiamila yesterday spoke of how the National National Assembly plans to resolve the logjam over the Electoral Act Amendment Bill.
He hinted that lawmakers may drop the controversial clause from the Bill before passing it into law when they reconvene next month.
According to him, legislators could resort to the option, if they failed to muster the two-thirds majority votes needed to override President Muhammadu Buhari’s veto on the Bill.
Gbajabiamila listed the two options while fielding questions from reporters after commissioning some projects in his Surulere I Constituency in Lagos. On December 20, President Muhammadu Buhari returned the Bill to the National Assembly, citing concerns about the inclusion of direct primary for political parties as reasons for declining assent.
The President’s decision led to crisis between the Presidency and the National Assembly which threatened to override the President. Some critics have asked the lawmakers to override the Presidents.
Acknowledging the calls from concerned stakeholders, Gbajabiamila said: “If you followed the history of the amendment of the direct and indirect primary bill, I initiated that amendment bill for a good reason and it is for people to participate in elections. These are the people you see around when you campaign every four years come rain, come shine.

“For me, it does not make sense that these people do not have a voice in who represents them. It is part of being used and I didn’t like that.
“Most of us are reformers and one of the ways to reform the system is to make more accountable and to make the people have a voice in who represents them as opposed to a few people sitting in the four corners of a wall and writing results.
“That is what the amendment was all about. Again, there is a process.
“The President has in his wisdom – and I believe he did it with all good intention based on advice that he got, he weighed everything carefully. You know the President has always been a man who, because of his popularity, enjoyed direct primaries, he liked it.
“But, I guess maybe times are different; he listened to people that he has employed to advise him and it appears that they advised him against the amendment.
“So, there is a process, we’ll return to the house and determine if those reasons sit well with the National Assembly, in which case we will at that point consider removing that clause and passing the bill so that we do not throw away the baby with the bath water.
“But then, it is not a decision for me to make; it is a decision for the entire National Assembly. If they determine that the reasons are not good enough, then there is a process as prescribed by the Constitution. Which way the pendulum is going to swing? I have no idea until that time.
“I cannot read the minds of members. We need two-thirds to be able to override the veto. There is a reason why the Constitution prescribes two-thirds. Veto is not something you easily override. If they can muster enough, if they believe that it is in the best interest of Nigeria, then that is what we will do, otherwise, we will take out the clause and pass the bill as it is, so that we have a law and what Nigerians deserve is a credible electoral law and process and they must get it.”
Backing the 20 per cent police pay rise recently announced by the Presidency, the Speaker noted there was no provision for its implementation in the 2022 budget passed and transmitted by the lawmakers to the President for assent.
Gbajabiamila called for an extra-budgetary provision since the new salary structure will take effect from next month.
The legislators transmitted the 2022 budget to President Buhari for assent alongside a letter dated December 24.
Gbajabiamila said: “I believe at the time when the increase was done – and I give kudos to the President for that, it’s been a long time coming and well deserved for the police; They are out there doing everything they can to keep us safe. No amount of money will be too much for policemen.
“At the time that decision was made, I believe we had gone way into the budget. We were almost at the tail end of the budget. So, I believe that a supplementary budget will be brought that will accommodate that increase.
“It will be brought and it will be accommodated. There is no point in announcing an increase without any money to pay for it. I believe that the president will do that.” The projects inaugurated are: the Obele Mini Stadium on Dosunmu Road; Adedoyin Road, Ojikutu; Ishola Road by Randle; Rasaq Balogun Mini Stadium; Razaq Balogun Road and Adeniran Ogunsanya, Surulere, Lagos.
Gbajabiamila said of the projects: “What is my job as a legislator? It is to represent the people; both those who voted me in and those that did not. That’s what we’ve been striving to do over the years, even before I became speaker, from my first year in office. That’s all I’ve been doing.
“You said 137 roads, but if you count from when I was first elected to the House of Representatives, it goes way beyond that. We give God all the glory for what we have been able to do. …FG to pay N129b subsidy as DisCos remits N130bThe Service Based Tariff (SBT) introduced by the Nigerian Electricity Regulatory Commission (NERC) has in the second quarter of the year, pushed electricity consumption in the country to N259.7 billion although improvement in service remains dismal.
While the tariff was increased last year on the promise that electricity supply was going to improve, the level of supply to consumers hovers around 4000 megawatts. This is the same level the supply has been for over seven years.
Although NERC had issued a minimum remittance threshold to the Distribution Companies, the eleven DisCos settled only about N130.11 billion.
The payment, which represented remittance performance of 50.11 per cent, meant that the Federal Government might have to pay about N129 billion as electricity subsidy. In September last year, President Muhammadu Buhari vigorously defended an increase in electricity tariff tagged Service Based Tariff (SBT), stressing that it was the only gateway to improving power supply to the masses.
But the actual electricity wheeled to end-users remained dismal, standing between 4,000MW and 2,000MW post and pre-introduction of the new tariff.
In the second quarter report released by NERC, the current remittances by the DisCos represent a 1.78 per cent point decrease from the final settlement rate recorded in the first quarter of 2021.
On the minimum remittance order of the regulator, NERC noted that none of the utility companies lived to expectations apart from Eko Disco.
NERC’s report indicated that the remittance to the Nigeria Electricity Bulk Trading averaged 76 per cent.
NERC said: “Discos’ remittance performance level ranged from 10.51 per cent (Yola) to 63.69 per cent (Eko) for NBET and 28.76 per cent (Yola) to 99.88 per cent (Eko) for market operator (MO).
“Ikeja recorded zero remittance to MO in the months of May and June 2021 as they waited to resolve the Service Level Agreement dispute.”
On commercial performance, the report stated that the total billing to and collection from electricity consumers by all the 11 Discos stood at N268.97bn and N185.29bn respectively during the quarter under review, implying a collection efficiency of 68.89 per cent.
According to the report, collection efficiency remained dismal. At least N3.11 out of every N10 worth of energy sold during the second quarter of 2021 was not collected. “Thus, only a marginal improvement in the collection efficiency is noticeable over the 68.55 per cent recorded in the first quarter 2021,” NERC said.
Although some GenCos had told The Guardian that a willing seller, willing buyer policy was being adopted regarding international customers, NERC said the Republic of Benin, Niger Republic and Togo made no payment for the electricity supplied to them in the second quarter of 2021.
“During the quarter under review, NBET and MO issued a total of N0.77bn in respect of energy sold by NBET and services rendered by MO to the special (Ajaokuta Steel Co. Ltd and other bilateral customers) and international customers (Societe Nigerienne d’electricite – NIGELEC, Societe Beninoise d’Energie Electrique – SBEE and Compagnie Energie Electrique du Togo– CEET).
“No payment was made by these customers during the quarter under review.
