Goal-Line Technology (GLT) is to be tested live on June 2 when England hosts Belgium in a friendly match at the Wembley stadium. A camera based system known as the Hawk-eye system will be installed at the national stadium for the match, and will be monitored by independent testers. However, the technology will not have an impact contentious goal decision during the match. This will be the second live test following the test done earlier this month at Southampton’s St Mary’s Stadium during the Hampshire Senior Cup final. The technology is expected to be approved by July 2 if the tests are successful. There has been increased calls for goal-line technology with many controversial decisions marring a number of high profile games last season. Chelsea player, Juan Mata was awarded a goal that did not cross the line when the Blues trashed Tottenham 5-1 in the FA Cup semi-final on 15 April. QPR defender Clint Hill’s header crossed the line before Bolton goalkeeper Adam Bogdan pushed the ball back into play when Bolton defeated QPR 2-1 at the Reebok Stadium on 10 March. Andy Carroll also believed he has equalised for Liverpool against Chelsea, when his header crossed the line in the FA Cup final. FIFA said in a statement: "Such tests could lead to the International Football Association Board (IFAB) approving the introduction of GLT at its special meeting at the beginning of July. "Only the EMPA observers, IFAB and FIFA representatives at Wembley will have access to the GLT system readings. "Therefore, should a goal-line incident occur at this or any of the 'test' matches, the system will not be utilised by the match officials. It means the GLT system will have no influence on the outcome of the matches in which the system is being tested. United States has said that despite the fact that the nation’s law provides criminal penalties for official corruption, government does not implement it effectively, “and officials frequently engaged in corrupt practices with impunity”. The US also said though the constitution provides for an independent judiciary, the Nigerian judiciary "remained susceptible to pressure from the executive and the legislative branches, and the business sector". These verdicts were contained in a new report titled: "Department of State’s Country Reports on Human Rights Practices for 2011", which was submitted to the Congress Thursday by the Secretary of State, Mrs Hillary Clinton. The report lamented that, "Official corruption and lack of will to implement court decisions also interfered with due process. The law provides for access to the courts for redress of grievances, and courts can award damages and issue injunctions to stop or prevent a human rights violation. However, the decisions of civil courts were difficult to enforce." In the report, US also noted last year's suspension of the President of the Court of Appeal (PCA), Justice Ayo Isa Salami, by the National Judicial Council (NJC) over his refusal to apologise to the NJC and the then Chief Justice of Nigeria (NJC), Justice Aloysius Katsina-Alu, and his compulsory retirement by President Goodluck Jonathan, who acted under his constitutional authority. The report however noted that, "The case raised questions regarding the partisan nature and level of independence within the judiciary." Giving details of the case, the report said: "Salami had accused Katsina-Alu of interfering in the proceedings of the 2007 Sokoto State gubernatorial court case. In an attempt to settle the dispute, the NJC set up three panels to investigate the disagreement. "The panels declared neither justice was at fault, declared the issue resolved, and requested that Salami apologise to the NJC and Katsina-Alu. The Nigerian Bar Association reached contrary findings, and Salami refused to apologise." It specifically noted that, "Massive, widespread and pervasive corruption affected all levels of government and the security forces." While noting that the government brought few persons to justice for abuses and corruption, it said despite the arrest of several high-ranking officials by the EFCC, allegations continued that the agency's investigations targeted individuals who had fallen out of favour with the government, while those who were in favour continued their activities with impunity. On the anti-corruption crusade of government, the report said that since 2005, the EFCC prosecuted 26 nationally prominent public officials and recovered N1.7 trillion ($10.5 billion). It however noted that "only four of these officials - former Inspector General of Police Tafa Balogun, former Bayelsa State Governor Diepreye Alamieyeseigha, former Edo State Governor Lucky Igbinedion, and PDP chieftain and former Nigerian Ports Authority chairman Olabode George - were convicted", while the courts granted bail to all the others. The report also identified the harsh and life threatening conditions in Nigeria's prison and detention centres as one of the human rights problems in the reporting year, adding, "Most of the country’s 234 prisons, built 70 to 80 years earlier, lacked basic facilities." It said the prison system included 11 maximum security prisons, 80 satellite prisons, 10 farm centres, eight zonal offices, and six directorates - all of which held prisoners and detainees. Quoting statistics released by the Nigerian Prison Service last year, it said the country’s prisons held 48,124 inmates, with individual prisons holding as much as 500 per cent of their designed capacity. Citing examples, it said Owerri Federal Prison had a capacity of 548 prisoners but held more than 1,635, Ogwuashi-Uku prison in Delta State, with a capacity of 64 prisoners, held 358 inmates, while Port Harcourt Prison, with a capacity of 804 prisoners, held 2,594. The report said other serious human rights problems identified included arbitrary arrest and detention; prolonged pre-trial detention; sporadic abridgement of citizens’ right to change their government due to some election fraud and other irregularities; infringements on citizens’ privacy rights; restrictions on freedom of speech, press, assembly, religion, and movement; official corruption; violence and discrimination against women; child abuse; and female genital mutilation. It said other serious human rights problems included killing of children suspected of witchcraft; child sexual exploitation; ethnic, regional, and religious discrimination; trafficking in persons for the purpose of prostitution and forced labour; discrimination against persons with disabilities; discrimination based on sexual orientation and gender identity; vigilante killings; forced and bonded labour; and child labour. It however identified the abuses committed by Boko Haram, which was responsible for killings, bombings, and other attacks throughout the country; abuses committed by security services with impunity, which included killings, beatings, arbitrary detention, and destruction of property; and societal violence - including ethnic, regional, and religious violence, as the most serious human rights problems during the reporting year. On the importance of the report, Clinton noted that Congress mandated these country reports more than three decades ago to help guide lawmakers’ decisions on foreign military and economic aid. She said: "Today, governments, intergovernmental organisations, scholars, journalists, activists, and others around the world rely on these reports as an essential update on human rights conditions around the world." It was also noted in the report that, while political leaders influenced the judiciary, particularly at the state and local levels, also identified understaffing, underfunding, inefficiency, and corruption as problems which continued to prevent the judiciary from functioning adequately. It further gave a harsh verdict on operators in the judicial arm as it said: "Judges frequently failed to appear for trials, often because they were pursuing other sources of income and sometimes because of threats against them." Apart from that, it noted that, "court officials often lacked the proper equipment, training, and motivation to perform their duties, with lack of motivation primarily due to inadequate compensation." The report also said: "There was a widespread perception that judges were easily bribed and that litigants could not rely on the courts to render impartial judgments. Citizens encountered long delays and alleged requests from judicial officials for bribes to expedite cases or obtain favourable rulings." The Sultan of Sokoto and President in council of the Jama'atu Nasril Islam (JNI), Alhaji Mohammad Sa'ad Abubakar III, yesterday lamented the security challenges facing the north, declaring that enough of the bloodshed. The call by Abubakar however came on a day the chairman of the South-east Governors’ Forum and Anambra State Governor, Mr. Peter Obi, reviewed the state of affairs in Nigeria and came up with a damning verdict that the present crop of leaders have failed the people. But Abubakar, while addressing the Central Council meeting of the JNI in Kaduna, said the north could not continue on this destructive path and called for efforts aimed at ensuring peace and stability. He said the increasing level of insecurity was slowly tearing apart the fabric of religious, social and economic life in the region. “Each and every one of us must come to appreciate that we cannot continue on this destructive path. We must open active, meaningful and sincere channels of dialogue and communication to ensure that we listen to those who have real grievances and to take genuine efforts to address them. “We must not relent in our efforts for the search of peace and security within our society. The current level of insecurity in the Northern states is not only a source of worry and concern to all of us but is also slowly but surely tearing apart the fabric of our religious, social and economic life,” he said. Besides, the Sultan said the north must come back to its senses and declare firmly that enough is enough of the bloodshed. The Sultan declared that the muslim Ummah must be resolute and stand against those who take advantage of this unfortunate situation to wreak havoc in the society in pursuit of their narrow interests. According to him, “Allah (SWT) is never indifferent to the plight of his servants and will definitely put to shame those who seek to violate the honor and sanctity of Muslims. “The prosperity of the state must translate into the prosperity of the entire populace, it shall not be the exclusive preserve of the few who happen to have access to state resources. The current level of poverty, especially in the Northern states cannot be acceptable in any decent society. “We must all work together to build viable community organisations to ensure that no man, woman or child is left to go to bed hungry regardless of his or her status and no individual is deprived of a decent education or access to a functional health facility regardless of his or her economic circumstances,” he said. Meanwhile, Obi while delivering the keynote address at the NGF Governance Share Fair in Enugu, noted that things had gone “completely” wrong in the country. Obi, who is also the Vice-Chairman of the Nigeria Governors’ Forum (NGF), said the only way to make a change remains to do things differently, adding that for Nigeria to achieve meaningful development and good governance, Nigerians must avail themselves of scrutiny. He said: “We in Anambra State want to learn. That is why the process of Peer Review Mechanism came and we embraced it. This one came and we embraced it. We have failed as a people. That is why what Governors Forum is doing is commendable.” While commending the organisers, NGF and United Kingdom Department for International Development, for trying to build a good Nigeria, Obi appealed to the state governments to avail themselves of processes of learning like the Peer Review Mechanism and Governance Share Fair. The NGF Director General, Asishana Okauru, described the Fair as a collaborative effort of NGF and the UK DFID/SPARC, and envisaged to create a friendly market place for states to showcase their achievements and learn from each other. Okauru said the Forum has become more focused on policy priorities calculated to reduce poverty, enhance development and generally create better connection between government and the citizenry. The NGF boss advocated that government officials at the sub-national level must be encouraged to imbibe this new approach to enable states to achieve their development objectives. He said: “It is precisely for this reason the NGF secretariat is involved in a number of initiatives aimed at improving governance through sharing of knowledge.” Okauru recalled that the Forum recently launched a robust Knowledge Management System, which is envisaged to strengthen the capacity of NGF secretariat as a knowledge-disseminating organisation. “Also, a machinery for states to peer review themselves has also been set up, which Anambra is clearly in the lead, has shown leadership, a lot of promise and very fascinating results,” Okauru added. http://www.thisdaylive.com/articles/violence-enough-s-enough-says-sultan/116558/ |
There are no more pharaohs any more. One by one, the men who would rule over Egypt's 80 million people arrived at their polling stations, posed for the cameras, and with self-consciously modest smiles walked to the back of the queue. It never used to be like this. The moment Egyptians finally lost their respect for President Hosni Mubarak, whose joyless grin dominated their lives for three decades, came when a state newspaper carried a photograph of Middle East leaders at the White House grotesquely photoshopped to show him standing not behind but in front of President Obama. Now men like Amr Moussa, used to receiving sheikhs and monarchs with due pomp and ceremony as head of the Arab League, and Mohammed Morsi, whose Muslim Brotherhood have waited decades for their chance at power, had to wait behind their fellow citizens, like everybody else. There were few overt signs of celebration on this, the first of two days of voting in Egypt's presidential elections, at how everything had changed. There was enthusiasm that voters would get to choose their leader for the first time in 5,000 years of glorious history, but no whoops or fireworks. Some of the excitement of the Tahrir Square revolution last year has undoubtedly worn off, and voters are nervous too about what lies in store. It has not been a clean transition of power, and there is not even as yet a constitution laying out what powers the new leader will have. Many voters are disappointed with the choice of candidates, even though there are 13 of them - none would be said even by their supporters to have both the hoped-for charisma and a detailed plan to rescue Egypt from poverty and chaos. But many also seemed to realise this was not such a bad thing - that having a choice at all was as important as how to exercise it; and that, barring some new dictatorship, they would have second chances, to vote out the man they now vote in should he disappoint them. Some of the young liberals who brought this day about by fighting the police, their rifles and their tear gas, chose to boycott the vote, complaining it had become a contest between "felloul" - remnants of the old regime - and Islamists who did not share their modern values. They also feel that, whoever wins, the military will not give up its power lightly. Though there were no official figures, turn-out was reported to be significantly lower than at the parliamentary elections in December and January. The performance of parliament, which often appears to television viewers to be little more than an argumentative rabble, has been held to damage the chances of the Brotherhood, which is the largest party. It may have dented democratic confidence altogether, and certainly far more voters than last year's revolutionary fervour would suggest said they were voting for Ahmed Shafiq, the "felloul" candidate, a former air force general and Mr Mubarak's last prime minister. But most who did turn out thought a boycott a wasted opportunity. "If you boycott the elections now, when will you participate?" asked Bassem Mohammed Sayed, 38, an accountant. "This is something we have never seen before - the first time we have had an election and we don't know the winner in advance." Mohammed Abdul Aziz, a teacher, said it was a celebration. His main concern was that whoever won, the choice would be respected. "I think the election will be fair," said Omar al-Sioufi, 25, at a polling station in the middle class Cairo district of Mohandessin. "I don't trust the army, but the Egyptian people know how to protest." No-one thought the vote would be perfect. There have been several reports of vote-buying, particularly by the campaigns of Mr Shafiq and Mr Morsi. There were breaches of an election law banning active campaigning in the two days of voting, with Mr Shafiq giving press conferences and interviews in his own cause. Farouk Sultan, the head of the presidential election commission, said these two campaigns and that of the "moderate Islamist" Abdulmoneim Aboul Fotouh would be referred to the prosecutor's office, though he also stressed the alleged breaches were not serious. People often did not know what to do. One complainant to Mr Sultan was an elderly man whose hand was shaking so much he asked the polling station's presiding judge to mark his ballot for him - and then claimed the man had ticked the wrong box. Oliga Yusef, 80, coming out of a polling station in Cairo, said: "I cannot read or write. I asked the man inside what to do, and he said I should mark whoever I liked - so I ticked a box, but I have no idea who I voted for." By no means perfect, then. But even those who did not know how to vote, knew why it was important. National Chairman of the Peoples Democratic Party, Alhaji Bamanga Tukur, has said members of the Islamic sect, Boko Haram, are fighting for justice. According to him, many Nigerians feel aggrieved and seek various means of airing their grievances. Tukur, who spoke in Abuja on Tuesday when he received members of the party from Gombe State, said there must be justice in the country for peace to reign. He however regretted that the activities of the sect were preventing some northerners from travelling to their home states. Tukur said there was no way angry people would control their anger when there was nothing on their stomachs. He said, “Let there be peace in the North so that we can have security. “We can’t even travel again because of the insecurity in the region. Boko Haram is fighting for justice. Boko Haram is another name for justice. “People feel aggrieved. They are angry because they are hungry. Unless we remove the hunger, we too may not be able to rest. “We should remember that a child who says his mother would not sleep will also not sleep.” The former governor of old Gongola State said he accepted to be honoured by the members of the party from the North-East on Saturday in his village because he wanted people know that things were not working well with the people in rural areas. He said, “People would be wondering why I took the reception to my village in Jada. And they would be asking why not a place like Abuja, where we have good roads and all that. “I did so, so that people would know what is happening in rural areas. Those that were there must have seen the bad roads. We must help people who cannot help themselves. “That is why we are in government. You cannot do anything unless you are committed to it. Google's autonomous cars have passed their first driving test in Nevada, which included a trip along the famous Las Vegas Strip. The desert state is the first to grant the vehicles a licence to use public roads. They are controlled by computers processing a combination of mapping data, radar, laser sensors and video feeds. Officials from the Nevada Department of Motor Vehicles rode in the cars "along freeways, state highways and neighborhoods both in Carson City and the busy Las Vegas Strip", they said in a statement. It comes after Nevada passed laws to create a new type of licence for autonomous vehicles last year, which came into effect on 1 March. NO fewer than 30 people who were travelling from the southern part of the country to the North yesterday lost their lives in Okene, Kogi State after a fully loaded trailer nose-dived into a deep gully. It was gathered that many of the travellers also sustained serious injuries in the accident that was said to have occurred when the fully loaded trailer suffered break failure and the driver lost control of it. An eyewitness said the accident occurred at about 9 am at a sharpe bend around Obangede junction, close to a police station at Ogaminana in Adavi Local Government Area. The source added that the vehicle’s brakes failed as soon as it got to the junction and it flung its passengers into the gully. Some policemen and members of the Federal Roads Safety Commission (FRSC) were on were on hand to take the injured passengers to the hospital in Okene while the dead ones were evacuated to the mortuary of the specialist hospital in Obangede.
