For your information, a Phd holder in Political Economics is miles ahead in terms of expert knowledge in economics than an upstart with a Bsc in Economics.

I won't say Religion per say but the expectation that God would solve your problems is what's holding Africans by.   Read the politics section in the forum and you'd see people praying for God to enact "judgment" on their leaders.  This same God seems to have let the likes of IBB to go unharmed for decades. simple thing, re-arrange the police to make it more effective. admit educated people into the police. put money and prestige into the force. arrange daily patrols. everyday, policemen in every street. even part time community policing(like in the UK) this crime will slow down a bit.

I don't see the direct correlation between gun licenses and crime. Most criminals don't have licenses for their guns.

the last time i checked, the nigerian government can enact laws without the vote of the majority.   The Supreme Court has the power to strike down laws voted in by the majority if they are deemed unconstitutional.

This happened during the civil rights era in the United States.   The majority have no right to oppress a minority.
