Power Supply: Allied Energy to double power generation capacity Business Jul 26, 2010 Nigeria Agip and Natural Resources (NAER) and Allied Energy Plc have concluded plans to make additional investment of $1billion (about N150 billion) in the power sector to double the electricity generation capacity of Okpai, first Independent Power Plant (IPP) located in Delta State. The investment considered as the highest by a private sector in electricity sector in Nigeria is an equivalent of three years budget approval by the Federal Government. A source close to the Presidency said at the weekend in Lagos that Allied Energy and NAER are partnering in the electricity sector to raise the power generation capacity of Okpai IPP from 480 mega watts (MW) to 930MW to support of the Federal Government’s aspiration of electric power sufficiency in the country. The partners, according to him are financing the project to consolidate success recorded by NAER as the most reliable supplier of electricity to the national grid five years after the commissioning of Okpai IPP on April1, 2005. He said: “The commitment of NAER to power generation and development of infrastructures in Nigeria among all the International Oil Companies (IOCs) operating in the upstream sub-sector is a welcome development and receiving the support of President Goodluck Jonathan and the Minister of Petroleum Resources, Mrs Diezani Alison-Madueke. We believe that the partners will replicate the achievement recorded in fast-tracking the construction of the plant between 2003 and 2005, so that another 450 MW can conveniently be added to the national grid within a short period”. The Okpai IPP Phase 1 was started in 2003 and commissioned on April, 1 2005 while commercial operation began seven months later. The start up of the plant increased electric power production in Nigeria by 15 per cent. The Project consists of an Integrated Combined Circle electric power generation plant for the production of 480 MW made up of two gas turbines and one steam turbine. It also boasts of an overhead 130kv transmission line 54km in length that crosses the River Niger to connect the plant to the national grid at Obosi/Onitsha in Anambra State. Equally, a 14km pipeline was constructed to ensure that fuel gas is transported from the NAOC JV system to the power plant. It would also be recalled that NAER was also the only IOC that responded to invitations made by the former Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr Jackson Gaius-Obaseki in the development of the offshore Oil Prospecting License (OPL) 91 now Oil Mining Lease (OML) 119 of Nigerian Petroleum Development Company (NPDC) . This response made as a service contractor resulted in the growth of production of the Okono/Okpoho field from 15,000 barrels per day (bpd) to 60,000bpd before it was returned to NPDC. In collaboration with NAER, the company also won the deep water block OPL 244. The Presidency official added that the execution of the additional power generation will be funded 100 per cent by Agip/Allied Energy so as to fast-track the construction process. He explained that this again will enable the NNPC to have equity in power plant which in turn will boost revenue generation of the corporation. He called for the support of the host community and stakeholders to give necessary support to the proposed power project and plans to acquire 60 per cent equity in Okono/Okpoho fields. “We are glad that the partners are also willing to make huge investment in Okono/Okpoho fields to double the production capacity of crude oil from 60,000 bpd to 120,000bpd to boost the production capacity of the Nigerian Petroleum Development Company (NPDC), taxes and royalty to the Federal Government”, the official noted. He added: “Nigeria is fortunate to have Agip committed to power projects in Nigeria and we are ready to encourage any other company that is willing to make investment in the power sector. Failure of the Federal Government to create level playing field for NAER/Allied Energy in the acquisition of 40 per cent and 20 per cent respectively in Okono/Okpoho fields will amount to denial of foreign direct investment (FDI) in the power sector.” “What is the need for holding meetings with foreign investors by President Jonathan outside Nigeria, if after they have expressed interest to invest in power sector, some Nigerians will like to truncate the arrangement to satisfy their own parochial interest?”, he asked. An official of NAER disclosed that the company is investing in power sector to reduce cost of producing electricity through alternative sources by industrial, commercial and residential consumers in Nigeria in demonstration of full support for the administration of President Jonathan. “We are also in support of the Petroleum Industry Bill (PIB) so that it will be possible for us to raise fund to finance various Joint Venture (JV) projects easily and boost production capacity Nigeria’s production capacity under Incorporated Joint Venture (IJV) Arrangement in the oil and gas industry. Our investigation confirmed that Camac Group, the parent company of Allied Energy Plc has been in the power sector for the past decades supplying electricity to large urban cities in the United States (US) such as Dallas, Houston in Texas and other cities in California where electricity deregulation is being implemented. The findings also revealed that NRG, a leading power company and the largest solar power company in the US in partnership with Camac is developing the largest solar power park in South Africa. It then implies that Camac that invested over $2 billion in exploration and production to boost Nigeria’s crude oil production is again willing to boost electricity generation. in Nigeria by partnering NAER in Okpai. Recently, the company in partnership with NAER commenced the production of crude oil on deep offshore Oyo field located 75 kilometres off the Nigerian coast to raise oil output with the return of peace to the Niger Delta. http://www.vanguardngr.com/2010/07/26/power-supply-allied-energy-to-double-power-generation-capacity/ |

What you both have said is true, but I believe that any sacrifice for credible elections is a very worthy sacrifice. Lets support Jega now and only hang him if he fails. |

Zoning - As the North Takes Stand Tomorrow 26 July 2010 analysis On July 1, the anti zoning group of Chief Solomon Daushep Lar addressed the Northern Governors' Forum and the governors advised on the need to consult widely. Two weeks later on July 15, the group organised the Northern Political Summit in Kaduna amid protests. Tomorrow, the governors will meet in Kaduna to take a stand on the zoning debate. Ibraheem Musa reviews the issues at stake from Kaduna. Ordinarily, northern governors, traditional rulers and pan northern groups as well as politicians meet regularly in Kaduna, but, this rendezvous was an extraordinary one. Politicians, public officers and elder statesmen of northern stock held a summit on Thursday, July 15. Specifically, Chief Solomon Lar, Alhaji Shehu Malami and Ambassador Hassan Adamu convened the Northern Political Summit and delegates converged to seek a way out. Long, omnibus and superfluous, the summit dwelt on the "Road map to 2011: Imperatives of Justice, Unity and Northern Integration." In addition, free, fair and credible elections; prospects and challenges of democracy in the north, including power sharing and rotation were the other sub-themes of the summit. However, beyond the rigmarole, power sharing and whether or not President Goodluck Jonathan should contest, were the main reasons for the summit. Divisive, contentious and engaging, zoning is the hottest political button in the country and a lot of hot air is generating more heat than light on the issue. The summit added to the general mood in, and the resolutions, in spite everything, fell below the organisers' expectations. Categorically, no zone supported or denounced zoning but from inference, extrapolation and the organisers' body language, anti zoning can be deduced. Earlier, Lar, Professor Jerry Gana and Chief Barnabas Gemade, the summit's arrow heads, addressed the Northern Governors' Forum on July 1 on zoning but Their Excellencies couldn't resolve one way or the other. The governors, after their meeting, called for more consultations and in this s pirit, Lar and co hosted the summit and yet again, the north couldn't speak with one voice. Pro and anti zoning groups, holding banners and placards, besieged the International Trade Fair complex declaring their preferences. Primarily, the summit was aimed to dump zoning and from the outset, Mr. Patrick Yakowa, Kaduna state governor, set the tone in his welcome address. The summit, according to him, should look beyond previous agreements and discuss power rotation in the country. The search, Yakowa advised, should not be limited to one parameter and the constitution should guide the discourse. Globally, according to Yakowa, countries are reviewing past positions, especially with a view of being first class players in the globalisation arrangements. So, the north should "be mindful of that and go for justice, unity and national integration on the roadmap to 2011." Thereafter, Gana set the ball rolling, outlining the mission of the summit. The event, he reminded, will deliberate on the weighty matters of power sharing, a PDP special purpose vehicle, designed by politicians and executed by the military, to exorcise the ghost of the annulled June 12 presidential election. In 1998, Gana and 17 others, known as G-18, banded together, wrote General Sani Abacha, the then Head of State, advising against transmutation. The group, in no time, swelled in rank and from a northern affair, G-18 became a pan Nigerian G-34. Significantly, from that nucleus, PDP was born and the party, to assuage the south, shifted power across the Niger and Chief Olusegun Obasanjo, just freed from prison, was conscripted into PDP and railroaded unto the presidency. Specifically, that gentleman's agreement, a purely PDP affair, is now subject of denials, volte face and various interpretations. Lar, in this regard, led the pack and his address showed his stand on the issue. Zoning or power rotation, he revealed, was an interim measure and not a permanent feature of our democracy and someday, when the polity matures, it will cease to exist, and the time has arrived. Significantly, as PDP's first chairman, Lar's account should carry some weight but on zoning, Walin Langtang is involved and conveniently, he misappropriated facts, told half truths and suffered from selective amnesia. Categorically, the PDP constitution is clear on zoning and without qualification, the document is specific about the power arrangement in Article 7.2(c). In addition, Chief Tony Anenih, as chairman, Board of Trustees, wrote Chief Audu Ogbeh, PDP chairman in 2002, reiterating the power rotation. However, Anenih and co, following Yarádua's death, are singing a new tune and Lar, at the northern summit, has now joined the denying chorus. After Lar, Ambassador Hassan Adamu, Wakilin Adamawa, took the stage and the diplomat, businessman and traditional title holder restated some home truths but denounced power rotating obliquely. Population, superior arguments and a game plan carry the day in a democracy but no Nigerian can become president without northern support and so the north, for this reason, should lead "the debate for unity, fairness, peace and brotherhood." The area, in all aspects, is deficient in every sphere of human endeavour. So, the summit, he pointed out, should evolve a development agenda for the north and not discuss individual ambitions. Thereafter, the north will present it, according to Adamu, to whoever becomes president and insist on its implementation, especially for a peace and prosperity. Significantly, in his contribution, Wakilin Adamawa dumped zoning but cleverly, the diplomat leaned on a precedent. In 1998, Adamu recalled, in spite of its population, the north went the presidency for peace to reign and the region, this time around, should also lead the way out. Adamu, by extrapolation, wants the north to dump zoning, but the reticent, revered and soft-spoken elder statesman didn't say this in black and white. Similarly, like Lar and Adamu, Malami was also a co-convener but the Sarkin Sudan digressed from zoning. Nigerians from all walks of life kept asking whether or not he was connected to the summit, seeing that he is neither a politician nor a PDP member. As a responsible citizen, Malami replied, he will always take part in issues of unity, northern development and how to move the nation forward. The summit, he pointed out, will discuss northern development, a peaceful and prosperous Nigeria. Significantly, from Gana to Lar, including Adamu as well as Malami, the summit's raison d'être was somewhat camouflaged and the delegates took their cue from the conveners. Zone by zone, in a circuitous manner, the north took a position on zoning but the resolutions were on shaky ground. Chief Barnabas Gemade, speaking for the north-central, spoke first and the burly Tiv man, in his mellifluous voice, went round in circles, repeated common knowledge and presented an amorphous position on zoning. Power sharing, according to him, was a PDP affair but the "debate on its definition and future application has already assumed a wide and open dimension involving many Nigerians of all political persuasions and geo-political zones in the country". The north-central, for this reason, "believes that the zoning that produced the presidency of Umaru Yarádua and Goodluck Jonathan in 2007 was an inseparable ticket and therefore the demise of one does not invalidate the privileges of the remaining beneficiary of that zoning." Similarly, the 2007 zoning arrangement, he reminded the summit, subsists till 2015 and "anyone that benefitted from that zoning arrangement should not be stopped from contesting elections in 2011. PDP should also be advised to deal with this issue internally as a party, for elections beyond 2011." The north-east, led by Alhaji Kaulaha Aliyu, in the same manner, skirted around the issue, stuttered and stammered along, before declaring the zone's resolution on zoning. Jonathan, he restated, is a child of necessity and his election is an act of God. The north, according to Kaulaha, should look beyond sentiments and free itself from primordial politics in resolving the zoning debacle. Collectively, Kaulaha said, Nigerians should dialogue, negotiate and agree on the way forward and PDP, as a political party, has the capacity to do that. What Nigerians want, he further said, is development and dividends of democracy, irrespective of who is in power. Zoning, for this reason, should continue beyond 2011 and PDP should find a way out of the political cul-de-sac. For the north-west, the lot fell on Senator Ibrahim Ida and in a witty, eloquent and brilliant manner, he spoke without saying anything. Power, he pointed out, belongs to God and He gives it to whomever He wants without being asked. Nigerians, he counselled, should not dissipate energy, debating and caucusing about power rotation as northern governors, in a few days, will meet and take a position. Last Thursday, at the H-hour, the Northern Governors' meeting was postponed as intrigues, gerrymandering and all sorts of permutations were yet to conclude. However, Kogi, Benue and Adamawa states have publicly denounced zoning while, as yet only Niger, Kano and Katsina states support power rotation. Meanwhile, youth organisations, political pressure groups and development associations across the north, forcefully support zoning. Northern governors, according to Dr. Mu'azu Babangida Aliyu, the Niger State governor, will crack the hard nut of zoning at tomorrow's meeting. http://allafrica.com/stories/201007261377.html |
Nigeria may get fresh voters' register ahead of 2011 polls 2011 polls Nigeria - Indications emerged Monday that Nigeria may carry out a fresh voter registration as a prelude to next year's general elections, expected to hold in January. The private Nation newspaper quoted unnamed presidency sources as saying Preside nt Goodluck Jonathan has authorised the release of 72 billion naira (about US$500 million) to the Independent Nation al Electoral Commission (INEC) for the fresh voters' register. The report could not be independently confirmed. INEC chairman Attahiru Jega said last week that the commission would require the amount urgently if it is to compile a fresh register within the stipulated time. Following the announcement, the opposition and civil society organisations mount ed pressure on the government to provide the needed funds, saying next year's elections would fail if it is based on the 2006 register, which is widely defective. The existing register contained multiple registration, under-aged voters as well as many foreign names, and was blamed for the failure of the 2007 polls. By the provision of the 2006 Electoral Act (as amended), INEC has between now an d 9 November to produce a credible register for the 2011 polls. Calling for the release of the required funds on Sunday, the opposition Action C ongress (AC) party said 'for a country that has US$37 billion in Foreign Reserves and US$3 billion in its Excess Crude Account, 72 billion naira - which is less than US$500 million - is but a very little price to pay for a successful polls and the consolidation of democracy' Lagos - Pana 26/07/2010 http://www.afriquejet.com/news/africa-news/nigeria-may-get-fresh-voters'-register-ahead-of-2011-polls-2010072653464.html |
