Politics › Nigerian Lower House Approves January Poll by Beaf(op): 8:48pm On Jul 27, 2010
Nigerian lower house approves January poll

ABUJA — Nigeria's lower house of parliament on Tuesday voted to move up general elections to January, confirming a decision taken by the senate a week earlier, a parliamentary source said.

"With the decision of the House of Representatives today, it means that both houses of the National Assembly have agreed to move next year's election to January. This decision will be gazetted to become law," the source told AFP.

The move, which concludes a process of constitutional amendment, is expected to pressure President Goodluck Jonathan's ruling party into deciding whether its candidate will be from the mainly Christian south or from the majority Muslim north.

The current constitutional rules state that polls must be held between 30 and 60 days before the new president's term begins. Presidents take office on May 29.

Jonathan, who took over following the death of president Umaru Yar'Adua in May, is widely expected to run, but he has not officially declared his candidacy.

There has been a dispute within the ruling Peoples Democratic Party (PDP) over whether it will back Jonathan.

Governors of Nigeria's oil-rich Niger Delta have pledged their backing for Jonathan if he decides to run.

The governors of the Delta's five states -- all from the PDP -- took the decision at a meeting in the southern oil city of Port Harcourt on Monday.

However, some politicians insist that the party should back another candidate from the Muslim north rather than Jonathan, a Christian, since Yar'Adua did not complete his term.

The five Delta governors also backed the president's plans for electoral reform ahead of the 2011 polls.

Nigeria has a long history of electoral fraud, and disputes over the last elections, in April 2007, are still pending in the courts. That election was judged deeply flawed by local and international observers.

The PDP, in power since 1999, has traditionally alternated its backing between candidates from the north and south as a way of smoothing over ethnic, religious and social divides in Africa's most populous nation.

The party's primaries are expected to be held by October.

On the other hand, it sounds the death knell for zoning, as they've washed their hands off the matter and skillfully rolled the ball into PDP's court.
We can now begin to say that zoning is no longer a Northern issue, but one for the PDP only.

There is no effective opposition in Nigeria, because all parties except PDP (warts, wrinkles and all) are self centred, micro-ethnic organisations.
If they are to be taken seriously, they need to band together to form a cross-cultural, representative party.

As things currently go, PDP will win 2011 by landslide. cool

--------------------------------------------------------------------------------
Kaduna — Governors of the 19 Northern states are likely to resolve today to pass the buck to the ruling People's Democratic Party (PDP) to decide on power rotation since the policy was initiated as an internal party affair, Daily Trust learnt in Kaduna yesterday.

The Northern Governors Forum is scheduled to meet in Kaduna to collate views of people in the region, following a resolution mandating the governors to embark on consultation across their respective states in preparation for the decision day earlier set at July 22. The meeting was shifted to today.

Reliable sources close to the forum told Daily Trust yesterday that the governors were in a fix over the potential political repercussions of taking a stand either way.

On the one hand, while many of the governors would want to ingratiate themselves to President Goodluck Jonathan by supporting his presidential ambition, they are also wary of the possible backlash at home where most people appear to be for zoning. On the other hand, governors who support zoning do not want to come out openly to canvass for it because this is likely to generate friction with the president.

Of the 19 northern states, only Kogi, Benue, Taraba, Adamawa and Kaduna states have so far declared their opposition to power rotation. Kano and Niger announced support for it, while most of the other states are silent.

Because of the rift among them and the political considerations, the governors are considering pushing the matter to the National Executive Committee of the Peoples Democratic Party (PDP) on the grounds that power rotation is an internal affair of the party, a source close to the governors told Daily Trust yesterday.

He added that since the governors belong to different political parties, this option would be the most practicable midway.

But another source said the forum could still decide to ditch zoning and support the president's 2011 presidential bid today. The source said in the event they arrive at this position, the governors may not announce it immediately for the fear of courting the wrath of protesters, who have braced up to besiege the venue of the meeting in Kaduna.

The source said though security would be water-tight to prevent the breakdown of law and order, the governors may not want to take chances because of the sensitive nature of the zoning issue in the North.

Today's meeting was postponed from last Thursday because of lack of consensus among the governors, though officials said the shift was because the event coincided with the National Honours awards ceremony in Abuja.

Meanwhile, the planned high profile pro-zoning procession, which was to be held by about 20,000 youths from four different groups from the North, has been scaled down after about seven hours of negotiation between the groups' leaders and the Kaduna police command.

The procession was to take off from 11 points in Kaduna metropolis and terminate at the Sir Kashim Ibrahim House, venue of the governors' meeting, where the youths would register their preference for zoning the presidency to the North in the 2011 election, Daily Trust learnt yesterday.

However, after a long-drawn negotiation with Police Commissioner Tambari Yabo Muhammad and leaders of the youth groups, both camps agreed that 25 people should be nominated in order to present the protest letter to the governors, the source said.

Instead of 11 different points, the protesters would now converge at Safaha Plaza along Sultan Road, where the four groups will meet and nominate the 25 representatives. After the meeting, three of the leaders met with Governor Patrick Yakowa.

The groups are the Arewa Citizens Action for Change (ACAC), Arewa Students Forum (ASF), Arewa Youth Development Foundation (AYDF) and Northern Youths Assembly. They had earlier applied for a police permit to hold the procession but instead of granting their request, the police commissioner invited the leaders for a chat.

Efforts to get the commissioner for comments proved abortive as he did not pick his calls when our reporter called around 7pm.

I thought I posted a link with the best teaching hospital in Nigeria. Anyway, ranking takes precedence over best. You have to be ranked before you are called the best. It's like saying that James Ibori is the richest man in Africa without any ranking to prove your point. Or The Fed Govt College in Ibuzor has produced the best UME candiate in Nigeria while the student has not taken the exam.
I recall you papabrowne telling you that your ranking was long out of date and irrelevant; especially as DELSUTH is brand new. Comprende?

Here is a list of the facilities you can find in those hospitals, maybe that is the comparison papabrwone was trying to make.

Jonathan is just clueless. I remember some years ago, we (ISPs and Telecoms) were invited by the NSA and the SSS to discuss Lawful Interception, vendors such as Siemens, Alcatel and Ericsson were also there with the IG (Ehindero) and other Service Chiefs. The SSS director spoke about how the system will effectively checkmate kidnapping ( Scary Fellow - Kayode Are) and how unsecure the networks of the GSM companies were. Siemens conceeded that Ericsson have expertise in the area, Ericsson made their representation saying that most of the facilities exist in the equipment being used by the Telcos and they just need to activate it (pay Kudi), the only bone of contention was who will pay for the transmission to the two controlling centers (Abuja and Lagos). ISPs were to intercept traffic as well based on certain criteria, the system was meant to be a pre-emptive one to nab criminals before they act. The legal framework was pursued and I believe (not certain) that the National Assembly passed a law on this. The man who was the arrow head for this initiative and who made sure that everybody was carried along was the National Security Adviser by the name of Gusau.
Jonathan has in his cabinet a man who can help solve this kidnapping problem; now is Gusau sabotaging Jonathan's effort (siddon look posture) or is Jonathan's default setting on his browser Facebook?
You need to check up on the legal framework before drawing your conclusions. Perhaps Dipo Daramola's solution side-steps the need for a legal framework, you need to consider that. If so, why beat a donkey that is going nowhere in some heavily laboured solution that requires legal changes?

What nonsense!

I keep hammering the point that, what Nigeria needs is true federalism. With that, we will get true representation at all levels and we will never hear this sort of crap from any politician or their party, cos the fat bellied fools will be booted out immediately.
Until we get the effective representation true federalism will deliver at all levels, we are only wasting time and valuable energy screaming at the puffs of wind that are mere symtoms of Nigeria's failed unitary structure. No matter how loud we scream about these things, they will not go away until the fundamentals have been fixed; cure the malaria and the headache will go away.

The steps (in order) to attain true federalism for me are;
[li]Credible elections[/li]
[li]Defeating the old order and their zoning[/li]
[li]Electing credible leadership[/li]
[li]Credible leadership leadership changes the structure of the country[/li]
