Your HND will not be seen as overqualified. What you need to do is to strictly follow TRA's guidelines for assessment and you will be good to go.

I don't think you have anything to worry if VEVO already confirmed it and the passport details are the same.

After the first application was submitted, before i payment i noticed from thorough research that my qualification was not highly relevant to my selected occupation, so i started a new application with a new selected occupation which i feel should get me a positive assessment

The application aren't same skills but closely related

Same back up, just different letter for statement of service.

VETASSES will only reckon with an application you made payment for. If you have not paid for the other one, you have nothing to worry about.

I think you should put it separately with an explanation that you used it to get RPL into the second year in the university.

489 visa nomination application requires you to certify both skills assessment LOD and PTE result copy but I only access them online.

I don't think you need to certify any of them. Just upload it as it was sent to you.

Yes, you can always apply for your spouse down the line. However, it may be little difficult now as the financial requirements will be higher to proof you can cater for her and still afford school fees.

I think you alone can answer this question yourself using the indicators you want from a society.

Any response anyone of us give you will be biased towards where we live.

Get on to the internet, research about the two countries based on your expectations. The results you get from your research should help you to make informed decision.

However, you should read the skill migration thread to be sure that your occupation is on the Australia's skilled occupation list.

In the assessment letter, VITASSESS also recognized and assessed positively his masters degree in project management acquired from UK. Given that he will get 15 points from his bachelors degree, will he also get additional 10 points from his Masters degree?? Note that his nominated occupation is valuer.

Adding your MSc will give you the positive advantage to a successful assessment. Is the MSc before your experience?

Why not try Canada in between because it takes at least 7 months for NT to assess application going by previous record.

Is there anyway your experience can be related to a valuer? Your estate management degree will give you a positive assessment as a valuer if you can relate your experience to it.

Facilities manager is on special conditions on South Australia occupation list (check migration south Australia to understand) and sponsored by only Northern Territory. NT application takes at least 7months to be considered.
