He gives them time to repent as He seeks their salvation and not their destruction, some do repent of their wicked ways and are spared God's wrath. However some continue in opposing, and thus God has no other choice than to destroy them in order to secure the life of His child. Our job is to pray about the actions of our enemies, as we pray God moves and deals with them accordingly. It is our duty, and not a matter of right or wrong.
