yes the EPL teams didnt do will this UCL season, that doesn't just mean all of a sudden they are so so bad.
If u have watched soccer long enough, which i doubt u have based on ur naive comment above, u would understand that every league has its cycle of dominance in the UCL, when i started watching soccer, it was Italian teams (i.e juve and ac milan would play in the finals), then later Spanish teams (when barca,valencia real madrid and even deportivo, yes some of u dont even know that team), then came the EPL (united, liverpool, chelsea and even arsenal) all getting to the last 4.
So pls dont rush to say the EPL are poor, cos they are not, city united and spurs are very good teams. liverpool have the players to be a great team they just need time and chemistry. Arsenal, well, we know their problem and chelsea is a dying generation of stars.
u can be a great team and still not winning anything to show for it, thats why we all love game (ask valencia of old with carew and the rest)

honestly i dont know if he should be sacked, but he's had a torrid time and the only reason its not looking worse off for arsenal, is simply because they are presently in default 4th position in the EPL not due to their hard work, but because chelsea and liverpool cant get there house in order.
sorry to say, but arsenal can't even finish 4th this season, and that is when u guys will know "shit just hit the fan."
