Good that he has bagged 5 years jail term but he should be deported immediately for him to serve his jail term in Nigeria, especially in Gashua, as all those prisons overseas are too comfortable and more like home to many of these criminals.

I read with disappointment an article credited tothe Former Secretary to the Government of the Federation (SGF) in the late General Sani Abacha administration, Alhaji Aminu Saleh claiming that the solution to nigeria's problems is to actively include Nigeria's past leaders sorry dictators in government.

However I do not blame him, many people are extremely myopic and cannot see beyond their noses, even wth the glaring monumental failures and headbreaking incompetence from these folks.
The basic reason I can see is that most of us nigerian youths have evolved into commentators not participants, talking from afar and not participating in much.
A simple survey will prove my point , how many nairalanders belong to a poltical party/group?

Former Secretary to the Government of the Federation (SGF) in the late General Sani Abacha administration, Alhaji Aminu Saleh, has called for the active participation of past leaders of the country in the administration of President Umaru Musa Yar’Adua as a deliberate step to fast-track the implementation of policies of the administration.
Speaking to THISDAY at his Azare, Bauchi State base, Saleh said there was the need for Yar’Adua to co-opt former President Shehu Shagari and his deputy, Dr. Alex Ekwueme; and former military leaders: Generals Yakubu Gowon, Ibrahim Babangida and Muhammadu Buhari as well as the former Head of the Interim National Government, Chief Ernest Shonekan, to take charge of key ministries in the administration under a special assignment framework.
He also advocated that the special assignments should be coordinated by a Board of Trustees under the joint chairmanship of General Yakubu Gowon and President Umaru Musa Yar’Adua. Saleh, however said that the immediate past president, Chief Olusegun Obasanjo, should be excluded from the arrangement, because: “It is too soon to call him back.”
Saleh, an economist and one-time minister of finance, also advocated for the participation in government of those he called “prime movers in our economy” to work with the former leaders and apply the defunct Petroleum Task Fund (PTF) model in addressing problems of the economy.
He argued that: “In each economy, there are prime movers, which when touched, (would) move the country forward. We picked them when we decided to improve on the living conditions of our people,” he said, “and we made them the core projects of the PTF. We taxed the people and gave the money to former Head of State, Maj-Gen Muhammadu Buhari, (rtd), and made him to take charge”.
“We gave him enough authority. It is not good you give someone responsibility without authority. So, when we gave him these responsibilities, we also gave him the authority to approve contracts of up to N100 million without our reference,” he said.
Saleh advocated the appointment of former leaders as prime ministers supervising the prime movers. “In a political set up,” he said, “if you give somebody an assignment, you have to give him a title. Since a former president is too senior to be made special assistant or a minister,” Saleh suggested that the President and the Senate may agree to give such a person the position of Prime Minister, (energy), with all the powers as was done in the PTF.
In the case of any overlapping of functions, the former SGF suggested that the senior officer should take charge. “If you give to a former president a job and it overlaps into a ministry’s job, he should be allowed to take decision whether he will continue with it or he will cede it to the ministry,” he said.
He said the adjective “prime” should not worry Nigerians. “If they want to change it they can say ‘senior’ minister instead.” He added that “the current Constitution provides that the Federal Government could declare some economic activities as prime movers. So, use the Constitution and create one for education and health, another for power and water resources, then create one for commerce and industries, and another for agriculture and solid minerals.”
In suggesting portfolios for the former leaders, Saleh said, “For example if you create one for commerce and industry, you can now call Shonekan who spent all his life in United African Company (UAC) and say ‘Chief Shonekan, most of the Nigerian industries have closed, take N30 billion and make sure that they are all re-activated, make sure we reach full capacity utilisation, make sure new lines of activity are created.’ Then call someone like the managing director of First Bank, a successful banker, and say you are his (Shonekan’s) secretary; the two of you should work together and let’s see what you can do on industry and commerce.
“If you call Shagari, an educationist, and say take this N30 billion and charge him to re-activate all educational activities, raise the standard, all these poor performances in West African Examination Council (WAEC), in the Joint Admissions and Matriculation Board (JAMB) and ask him to make sure that something is done about it. Make sure the money collected by JAMB is utilised.
“I will give you an example. Last two years or so, 1.3 million candidates paid about N5,000 each to JAMB for their admission forms. So JAMB made over N5 billion from the applicants. But the available spaces in the universities in Nigeria , till today, is about 140,000. That means only a paltry 10 percent of the candidates that applied were admitted, but they collected application fees from all the applicants. So what is JAMB doing with the money? People are being taxed through their desire to get their children to upper colleges but there are no spaces, no capacity to accommodate everybody. So what do we do with the money now in the hands of JAMB for each year they are collecting money from parents and students?
“We can give roads and housing to Ekwueme being an architect. If Buhari will accept, we can give him agriculture and solid minerals. We can call Babangida and give him N30 billion, and tell him here is the MD of UAC; work with him as your secretary; take power and water resources and let’s see what you can do with them in the next three years,” he said.
Saleh further explained that identifying the prime movers and tackling them the PTF way, was not an indictment of the civil service.
“We started this in 1964 when the then Prime Minister, late Sir Abubakar Tafawa Balewa wanted to build the Kainji Dam. He set up a body called Niger Dams Authority and brought it under his supervision. He put the executive directors and everybody under him and was giving them direct instructions. That was how we built the Kainji Dam and it was completed on time. So it is just a copy of what we did for the Kainji Dam that we transformed into the PTF. What I am suggesting now is transforming the PTF into this system,” he said.
Saleh advised that experience should not be dispensed with. “Experience,” he said, “means learning from good and bad decisions. If you bring somebody who has never taken a decision, he has no experience. But here are people who had taken decisions and with hindsight of what they had done, they now know their good sides and their bad sides.”

I'm assumiing the oil u r refering to is oil n gas indsurty,
they don't put so much emphasis on certificaations but if you do have a masters degree from a foreign univ that will give u some advantage. But on a personal note my advice is that even in ur current establishment/organisation learn as much as you can and become good at what u do, then you can call d shots and write your own check at whatever level you chose and any industry you desire.

I completely agree with you davidylan,
Just because an organization is a govt company doesn't mean it shouldn't have standards, and that doesn't mean it doesn't deserve to employ the best.

Yes I believe that the recruitment programmes for most organizations in Nigeria are crappy, and that the measurement of your capability to deliver on a job should be based on more than what your certificate says you got. But we cannot develop quality products from sub-standard raw materials.

To be the best you must have the best resources in all areas, the best of manpower, the best of processes and the best technology. I think NNPC, LNG even NEPA sorry aka PHCN deserve to have the best.

Sure I understand it's just that I believe u shld have given Silver a chance to express himself,  same as u just did for ur school.

UI may be the first but the best thats a hard call,  Countries like SA, Botswana, Zimababwe and even Ghana have universities with higher rating internationally.

As a matter of fact I think we shld all come together to find a solution to the wasting away of our institutions of higher learning all over the country rather than haggling over which is the best.
