The Federal Executive Council (FEC) on Wednesday approved the award of contract for the development of the proposed Kano-Katsina-Jibia to Maradi rail line in Niger Republic and to Dutse, the capital of Jigawa, for a total cost of $1,959,744,723.71, inclusive of 7.5% VAT.
The rail project is expected to serve as a major booster for the transportation of petroleum product from the Refinery and Petrochemical company in Maradi in Niger Republic which is already sending some refined petroleum product to Nigeria.
The Ministry of Transportation also got approvals for rather award of contract for the design, manufacture, supply, testing and commissioning of one railway crane of 150 ton capacity for emergency and recovery of rolling stocks.
This is to sort out the situations of accident on rail track at the total cost of N3,049,544,000.
The Council also approved the N12.088b for the Section two of the Ohafia to Arochukwu road.
The Minister of Works and Housing, Babatunde Fashola while briefing after the virtual FEC meeting presided over by President Muhammadu Buhari, disclosed that the section comprises Umuahia/Bende/Ohafia road in Abia State
The contract was approved for construction at N12.088 billion comprising a distance of 45 kilometers to complement Section One which was previously awarded in 2018.
“ That section is the section from Bende/Arochukwu to Ohafia which was 19.27 kilometers. So with this award now, the entire length of the road is now under contract with the same contractor and we hope for expeditious execution.”
Minister of Information and Culture, Lai Mohammed, said FEC also approved the procurement of 1,800 units of laptop computers for training school and computer-based test examinations at three Nigeria Customs Service training schools in Gwagwalada, Lagos and Kano for a sum of N351,540,000, with a completion period of six weeks.
Mohammed who briefed on behalf of the Minister of Finance, Budget and National Planning, Zainab Ahmed said the Ministry also got another approval for N197,843,100 for the expansion of the Nigeria Customs Service’s cash management’s software in compliance with International Public Sector Accounting Standards (IPSAS). This is also going to enhance the efficiency of the Department of Customs.
Finally, on behalf of the Minister of State for Petroleum Resources, a memo was presented today asking for approval for the augmentation of the contract for the construction of Petroleum Technology Development Fund corporate headquarters office in Abuja, for the sum of N3,773,784,399.48, therefore raising the initial approval for the contract to about N14 billion.
The Ministry of Niger Delta Affairs also got additional approval of N745.2 million, as part of the procurement of Field Forensic Auditors for the forensic audit of the Niger Delta Development Commission
This brings to the total number of field forensic auditors to 16 in addition to the earlier approved Lead Forensic Auditors, messrs Olumiluwa Bashir and Co.
“These people are now going to be charge of the nine states of the Niger Delta which has been divided into 16 lots. As I stated earlier, lots one is Ernst and Young for the headquarters. They will be undertaking the 19 years of audit and also bring out the organigram for restructuring of the NDDC for better performance in future.
Council also considered and approved the need to attach investigative security agencies, the relevant ones to each of the team to ensure transparency and also to be sure that whatever comes out is acceptable to not just in Nigeria but to the international community.
On his part, the Minister of Interior, Rauf Aregbesola said, the Ministry got approval for the award of contract for the procurement of 52 number operational Green Maria vehicle to facilitate effective operation in the Correctional Service as well as ease of movement of awaiting trial inmate from the Custodial centres 247 of them in all to about 5022 courts in Nigeria.
“This is to compliment what we have already acquired between 2016 and 2019 of about 451 Operational Green Maria vehicles. The Kano State Public Complaints and Anti-Corruption Commission has given the former Emir of Kano, Muhammad Sanusi II, two days to respond to allegations of land racketeering against him.
The commission in March, asked Sanusi to appear before it for allegedly ordering the illegal sale of several hectares of land in the state.
The Cable quoted the agency as saying that the "proceeds of the sales remitted to the emirate council bank account can be traced to the companies of interest to His Highness".
It is gathered that charges would be filed against the former monarch soon, and that the legal processes are in the works.
In a letter dated September 8, the anti-graft agency said it was investigating "the management of pieces of land that were reserved as 'Gandun Sarki' spread in many parts of the state" under the stewardship of the former emir.
It said the allegations against Sanusi border on sections 22, 23 and 26 of the state law.
"Investigation revealed that all transactions for the sale of the landed properties belonging to the Emirate were done corruptly by the trio of Shehu Muhammad Dankadai (Sarkin Shanu), Sarki Abdullahi Ibrahim (Makaman Kano) and Mustapha Kawu Yahaya (Dan Isan Lapai) purportedly on behalf of Ado Bayero Royal City Trust Fund and allegedly on your instructions," the letter read.
"Another issue that needs clarification from you is that at its 4th sitting dated the 8th June 2016, the Kano Emirate Council refused to approve the request to pay a foreign consultant (Messer Apple One Integrated Resources) the sum of N175,000,990.90 but you allegedly instructed the above mentioned trio and members of Ado Bayero Royal City Trust Fund to directly without even channeling the proceed from the site and services programme of Darmanawa Phase II to the Emirate Council account and the sum was given to Dan Isan Lapai by the company handling the project of City Scape Properties Ltd. based on your alleged instruction for the settlement of the said consultant and another N220 Million for an undisclosed entity.
"Moreover, the proceeds of the sales were N225 million from Countrywide House Ltd. in respect of Darmanawa Phase II 20 hectres, out of which N266 million was moved on 1st August, 2018 to Kano Emirate Council account upon which an instruction for the transfer of N185,163,996.02 to a private entity Harara Turnkey Project Limited on 6th August, 2018 was issued and the transfer was effected on 7th August, 2018. That, out of the same fund the sum of N147,590, 000 was moved to a personal account belonging to one Sani Hamisu Umar between 8-10 August, 2018 in four tranches of N32 million, N46 million, N32 million, N48 million and N3.590 million, respectively.
"Similarly, on 16th December, 2016 the sum of N70, 0000,000 was deposited to the account of Harara Turnkey Project Ltd. which was subsequently transferred to Majeeda Farms Ltd. on the same day. The said company allegedly belonged to you and that it is being managed by your younger brother and Principal Private Secretary (PPS) in the person of Mujitaba Abba.
"Investigation further revealed that such entities afterward channeled the proceed back into your personal account No. 2666482899 at First Bank an act which contravened Sections 22 and 23 of the Kano State Public Complaints and Anti-Corruption Commission Law 2668 (as amended). For example, Sani Hamisu Umar transferred N91,303,000 to your account on 25th October, 2018 on 10 trenches. Also, on the November 9, 2018 transferred the sum of N2 1,500, 000 on three trenches to your account.
"This commission has been waiting for your response to our invitation after the ruling vacating the Interim Order of the Federal High Court directing it to maintain status quo in relation to the invitation extended to you for clarification of these issues.
"The commission therefore deemed it appropriate in the spirit of fair hearing to invite your attention to respond to the allegations raised on this letter and the surrounding circumstances, especially the relationship with the corporate and individuals entities involved.

More startling revelations have come out of the ongoing screening of all categories of civil servants in Niger State as 80 per cent of staff of the state Ministry of Education have been uncovered to be in the service for several years with forged certificates.
Already, the principal actor of a syndicate behind printing of the fake certificates of the state College of Education, COE, Minna has been arrested by the state police command.
Chairman of the screening committee and state Commissioner for Works, Mr Ibrahim Panti, who made this known while answering questions from journalists in Minna, also said five members of staff of the institution(COE), Minna, have also been arrested by the state Police and had made useful statements as investigations continue.
The commissioner said the suspected printer had admitted during interrogation that he had printed and sold out unspecified number of such fake certificates to many students, which they have used and were still using to secure employment within and outside the state.
The commissioner revealed that most of those uncovered to be having the fake certificates could not even write their names correctly neither could they communicate in simple English language.
He said: "The screening had been so revealing as 80 per cent staff of the state Ministry of Education are not genuinely certificated. During the exercise, many of them could not even write their names and could not also speak correct English.
"Most of them are teachers and one would wonder the type of knowledge they would have been imparting on the students."
Panti, however, declared that all those involved had been sacked and would be replaced soonest with those having genuine certificates.
He said: "All the vacancies are going to be filled with people with genuine certificates. The essence of the screening is to determine the actual staff strength and block all wastages through over bloated salaries.
"Certainly, the final outcome of the screening will be beneficial to our graduates because many of them genuinely certificated will be employed."
Panti disclosed that though he and members of the screening committee had been threatened severally by some faceless people suspected to be part of the culprits, the members would not be deterred in concluding the assignment given to them by the government. The President, Major General Muhammadu Buhari (retd.), and his Ghanaian counterpart, Nana Akufo-Addo, met on Sunday in Aso Rock.
Buhari Sallau, Personal Assistant to the Nigerian president on Broadcast Media, made this known.
The PUNCH gathered that Akufo-Addo earlier addressed his countrymen in a nationwide broadcast on Sunday.
“President @MBuhari receives in audience Ghanian President H.E. @NAkufoAddo in State House on 20th Sep 2020,” the presidential aide tweeted attaching images of both presidents.
Details of the meeting are unknown as of the time of filing this report.
However, many shops belonging to Nigerian traders were recently shut in Ghana following a $1m levy imposed on them by the government of the West African country.
Nigeria and Ghana had also in the last few months engaged in a diplomatic row, following a number of issues, including the seizure and demolition of a building in the Nigerian Embassy in Accra.
The Speaker of the House of Representatives, Femi Gbajabiamila, had last month met with the Speaker of Ghana’s parliament on the fate of Nigerians while on what he called “legislative diplomacy” trip to the country.
Also, issues arising from the $1m levy imposed by the Ghanian authorities on traders from Nigeria was part of the agenda when Vice-President Yemi Osinbajo held a meeting with representatives of the Nigerian community in the West African country on September 15.
The Nigerian government, through the Minister of Information and Culture, Alhaji Lai Mohammed, on August 28, listed several atrocities committed by the Ghanaian authorities, warning that the government would no longer tolerate such aggression.
Mohammed talked about the seizure of the “Nigerian Mission’s property located at No. 10, Barnes Road, Accra, which has been used as diplomatic premises by the Nigerian Government for almost 50 years; the demolition of the Nigerian Mission’s property located at No. 19/21 Julius Nyerere Street, East Ridge, Accra, which constitutes another serious breach of the Vienna Convention.”
The Nigerian government also said “shops belonging to Nigerians; over 300 Nigerian shops were locked for four months in Kumasi in 2018; over 600 Nigerian shops were locked in 2019 and currently, over 250 Nigerians’ shops have been locked”.
Another major area of friction is the residency permit requirement, for which “Ghana Immigration Service has placed huge fees far higher than the fees charged by the Nigerian Immigration Service.”
In an expected game of trading blame, the Ghanaian government on August 30, 2020, responded to the allegations, while accusing the Nigerian government of being the aggressor.
