According to Atiku, it is the right of all Nigerians to get the ID for free and not to pay any money adding that nobody should pay the money. An ID isnt a right. I dont get Nigerians childish (socialist) attitude about paying for stuff. If you dont pay directly the government has to tax you to provide it. Following a ban on all imports and exports by President Muhammadu Buhari, Ghana and Nigeria have agreed on the creation of a temporary corridor on Nigeria’s western border with Benin Republic where Ghanaian goods in transit can pass to avoid collateral damage arising from the closure of Nigeria’s borders with Benin.
Nigeria partially closed its borders with Benin in August 2019 to curb the spate of rice smuggling, which Africa’s most populous country said was threatening its attempt to boost local production.
The Ghanaian authorities are expected to provide further information on Ghanaian companies that do business in Nigeria, the goods and companies affected and those likely to be affected by the closure of the borders, Graphic Online reports.
The decisions were reached when the Minister of Foreign Affairs and Regional Integration, Ms Shirley Botchwey, and Minister of Trade and Industry, Mr Alan Kyerematen, held talks with their Nigerian counterparts on the border closure in Abuja.
While Botchwey met with Nigeria's Foreign Minister, Geoffrey Onyeama, Kyerematen held discussions with the Minister of Industry, Trade and Investment, Otunba Niyi Adebayo.
The Ministry of Foreign Affairs on Friday said the Abuja meetings were aimed at discussing further ways of providing a path towards resolving the challenges facing Ghanaian companies and traders following the closure of the border. The Nigerian government says it has committed N10 billion to remove 10.2 million out-of-school children from streets in the next five years.
The governments said it hopes to achieve the target by enrolling two million children yearly in the next five years.
The Minister of Education, Adamu Adamu, said this during the unveiling of "Education Sector Short and Medium Term Blueprint/Work Plan on the implementation of Education for Change: A Ministerial Strategic Plan (MSP)" document presented on Thursday in Abuja.
The two-day retreat was attended by states' commissioners of education, permanent secretaries, chairpersons of State Universal Basic Education Boards (SUBEBs), directors and heads of parastatals and agencies in the education sector.
According to the document, by the end of 2020, about N3 billion would have been committed by 19 states, "outside the intervention of the federal government to ensure the enrollment of over two million school-age children who are not in school."
The document also shows that states are expected to commit another N2.4 billion in 2021, N2 billion in 2022, N1.5 billion in 2023 and N1.1 billion in 2024 respectively towards addressing the problem.
Mr Adamu said the government would embark on sensitisation of traditional rulers and religious leaders on the need to inform their communities of the benefits of formal education.
The minister also said there will be 'crackdown' on substandard primary and secondary schools across the country.
Challenge
Currently, Nigeria has over 10 million out-of-school children and 60 per cent of that number are girls, many of whom enrol in school but drop out along the line.
The budgetary allocation to the education sector in Nigeria is lower than the 15 to 20 per cent recommended by the United Nations.
The global organisation recommended the budgetary benchmark to enable nations adequately cater to rising education demands.
However, Mr Adamu, in his last administration apologised for his inability to reduce the number of out-of-school children during his tenure.
Increased Funding
Mr Adamu appealed to lawmakers to increase allocation to the education sector. He asked state governors to invest more in basic education.
The minister also advised state governors to be prompt in providing matching grants to access the federal government's interventions through the Universal Basic Education Commission.
PREMIUM TIMES reported how President Muhammadu Buhari proposed a capital expenditure of N48 billion for the Ministry of Education in the 2020 appropriation bill he submitted to the National Assembly.
Mr Buhari also proposed N112 billion for the Universal Basic Education (UBEC).
However, the president did not mention the recurrent expenditure for the education sector in his budget speech.
The N48 billion proposed for capital expenditure for the education ministry for 2020 is lower than the N61.7 billion in 2018 and N56 billion for the sector in 2017.
However, it is slightly higher than the capital expenditure of N47.2 billion in 2019.
There is also an increase in UBEC allocation for 2020, compared to 2017 and 2018. N112 billion was budgeted in 2020. In 2018, the budget was N109.06 billion and N95 billion in 2017.
Messrs Buhari and Adamu had assured that the education sector would witness remarkable improvement in funding in 2019.
'States must be committed to the plan'
Also speaking, the Permanent Secretary, Federal Ministry of Education, Sonny Echono, urged all the state commissioners at the meeting to take the action plan contained in the document seriously.
He said the 2018 National Personnel Audit of Primary schools in Nigeria showed that 10.2 million children were out of school.
"Following the various federal government intervention programmes aimed at reducing the rate of out-of-school children in Nigeria by 2 million every year for the next five years, the estimated out-of-school children at the end of the five years would be 193,918," he said.
"The above followed the assumption that there would no new out-of-school children in these five years. All the children of school age will automatically enrol in school, following the compulsory years of schooling as enshrined in the UBEC Act," he said.
Meanwhile, the deputy chairman, House Committee on Education and Services, Ifeanyichukwu Ibezi, in his remarks, asked all participants at the retreat "to review and reflect on the content and quality of education the Nigerian child is currently receiving."
He said Nigeria "is in need of a functional educational system that would equip learners with requisite knowledge, attitude and skills to enable them relate and adapt successfully to the rapid socio-economic, cultural and political changes in the society." Efforts by the federal government to decongest Lagos ports is beginning to yield the much desired fruits as the government will in the next three months open the Jos and Funtua dry ports for operation.
The Executive Secretary of the Nigerian Shippers Council (NSC), Mr Hassan Bello, who disclosed this to newsmen in Lagos, said the two dry ports would be ready between December this year and January 2020.
According to him, “We have up till December to bring on board Funtua and Jos. Two weeks ago, we had meetings with Funtua and Jos and we gave them the timeline for us to work so we see things are done.”
Bello also said that a lot of progress was being made by Kaduna dry port, but added that the issue remained the slow movement of containers from the seaports to the dry ports through rail.
“Am worried about the capacity of the Nigerian Railway Corporation (NRC), they now take containers from Lagos to Kaduna where they are examined. Because they are using narrow gauge, we are worried about the speed which is 60KPH – that is the average.
“We need frequency and certainty so that we can schedule that in every two days, it will take about 40 containers. They are overwhelmed in Kaduna. Many shippers have companies like Nokako in Kaduna, Orland Farms. They want to use Kaduna, but the capacity of the rail is another issue,” he said.
He, however, said that every agency of government has shown commitment to the success of the dry port.
Bello, noted that the NRC was making efforts to increase the number of containers being moved to Kaduna by rail on weekly basis.
He said: “We have upped the number of containers. NRC has been very committed and the containers are taken there, they are examined there. The Customs Service has upgraded their Command. Central Bank of Nigeria has recognised Kaduna in electronic Form M – Kaduna as a port. Many banks are moving because of the transaction. NDLEA, SON, SSS, Police are in Kaduna.”
Bello, also disclosed that Kaduna was witnessing a lot of export growth because of the dry port.
“Export has grown in Kaduna. Cow horn, Ginger, Hibiscus are being exported through Kaduna. So what NSC is trying to do is to acquire the land adjacent Kaduna dry port so that we have it for processing. We don’t want these raw materials to be exported. We want ginger to be processed and packaged so that there will be value addition. This will mean employment for people. We want Zobo to be processed and packaged.
“We have been working with the Ministry of Finance to have a pre – inspection agency so that what we do, immediately this is done, the ship is waiting because of schedules and train will take these things. Kaduna will be a success story especially with rail coming on. And then we are looking at Kano which unfortunately has not been able to do anything. But we are into it. The moment we do that we will decongest the seaports and we bring shipping closer to the people and we grow the economies where these dry ports are sited.
“Am happy with what is happening in Kaduna, I am happy with the regulators, CBN, Nigeria Customs and many others who recognized Kaduna and they are doing business there,”he said
On the council’s effort to assist some of the concessionaires to secure investors for their projects, Bello said a tremendous result had been recorded.

He equally added that people should not forget that trucks also go to Kaduna with containers.
He said: “It is low because of the capacity of the rail. But he has forgotten that trucks also come with the containers.”
He, however, added that the rail system was the best so that containers can be tracked to avoid diversion.
He said: “What we want is that with rail, we can tract the containers, so that there will not be any diversion, so that Customs will not lose that revenue. That is very important”
He disclosed that very soon, the people of Niger would be coming to inspect Kaduna so that their cargo can come through dry port.
“We had meetings with Niger three weeks ago. They want their cargo to come, but they are looking at Kaduna. Already the Kaduna State government has led a trade delegation to Niger – so that they will consolidate that,” he said.
He commended the Kaduna State government for their efforts in ensuring the success of the dry port through infrastructure development.
“Whatever happens to Kaduna, we should not forget, has the support of the Kaduna State government which has been solidly behind the Kaduna dry port. They provided so many things, the roads. They have done the in and out of the roads, they have provided security, light, water and any other infrastructure. So, what we are trying now to do is to make Kaduna security compliant, ISPS Code. It is very important, that is what is remaining. The peace deal between the Niger State government and bandits has collapsed following the sacking of over 1,580 villagers from their ancestral homes late Wednesday night.
The government had under the peace deal released 13 bandits, while 35 others had laid down their arms. Government also promised to resettle the repentant bandits.
However, it was gathered that operating under the cover of darkness, the bandits invaded Jaramaya village near Allawa in Shiroro Local Government sacking the villagers from their homes.
Though it was gathered that no life was lost in the invasion, the villagers were reported to have fled to Allawa, the headquarters of the district for their safety.
“Other communities in the district like Batorun jatau and Bataron Waziri were also attacked and sacked,” an eyewitness told THISDAY in Minna Thursday.
The bandits were said to have dispossessed of the villagers valuable items including harvested crops, it was further gathered.
The District Head of Allawa, Alhaji Ibrahim Salihu, confirmed the incident in a telephone interview, saying that those displaced are now in Allawa town.
Salihu pleaded with the state government and security agencies to come to the aid of his people by sending armed security men to the area.
The police however said they are yet to be informed of the incident.

I'm guessing most didn't read the full pdf but here's some stuff I found interesting. Nigeria's rice yield is one of the lowest globally at 2 tonne per hectare, relative to 4 – 7 tonne per hectare in Asia. Nigeria's mechanisation rate is low at 0.3 hp/hectare, relative to India 2.6 hp/hectare, Vietnam 2.2hp/hectare and China 8hp/hectare. The FAO identified mechanisation as a key input for developing the agriculture sector in Sub- Saharan Africa, recommending a minimum of 1.5 hp/hectare. Empirical evidence suggests that mechanisation promotes rice production. According to a study conducted by Sultana et al (2015), which analysed the drivers of increased rice production in 5 Sub-Saharan African countries, including Nigeria, farmers who ploughed with a tractor increased their production by 51% relative to those who utilised manual methods. In India, custom hiring was a key initiative that accelerated the adoption of mechanisation among small-holders farmers. This approach facilitated the rental of appropriate machines for a specified period of time, usually accompanied with an operator. It enabled farmers access required machinery without purchasing it. Also, where mechanisation has been successful, the role of government has in most cases been that of creating and supporting an enabling environment for private sector players to provide mechanisation services. |

mrvitalis: Forget about mechanization for now ...like jonathan did let's focus on our yield per hectare and development of new breeds that can give us 8 tons to 12 tons a hectare .... Nigeria can only avoid the inevitable for so long when it comes to mechanized farming. As I've read the biggest factors to rice productivity is how intensive the fsrming is. There average yeild for rice crope 3-6 tons per hecter. You get those higher yeilds your talking about with skill. |
