While accepting mechanization is the way forward for a successful cocoa industry, it must be emphasised that world leading cocoa producer must have a say into trade they do better than anyone. The farmer must be compensated handsomely.

Over 36 million naira debt owned by local rice farmers are still yet to be recovered, they have been complaining to both the CBN and presidency for the Goverment to padlock Nigeria border so that, they can enjoy Nigeria market all to themselves. And that is what goverment implement .
Cartel behavior is just a different flavor of protectionism. If the short term plan is to be the opec of cocoa beans ok. The floor price isn't going to farmers much richer. From what I understand it just keeps them at livable wage. Farmers diversifying into other crops and chocolate industry growing around them will.

The world’s chocolate market is worth around $100 billion, of which only $6 billion go to cocoa producers.

I have other threads on industrialization in general. Africa in general needs focus producing secondary goods for export. Primary goods dont command premium since cocoa is cocoa. Ghana and Ivory coast should worry about producing chocolate instead of price fixing cocoa. Doing that takes both countries out of commodity price boom bust cycle. The chocolate market is sweeter than cocoa market anyway.

In recent times, Ghana has imported about US$8 million worth of chocolate a year, but exported US$2 billion in cocoa beans. It is a gap the government has long been keen to address, and one that go-getting Ghanaian businesses are determined to fill.
The Nigerian government understands the need for more mechanized farming but they simply haven't done enough. I noticed the article did mention a few initiatives. The border will eventually reopen and we'll be back to discussing these issues at the end of the day.

You're the one worrying about the symptoms instead of the sickness. The fuel subsidy incentives smuggling. If there's no subsidy there's no reason to smuggle fuel. It's that simple.

I dont think a 20km will stop smugglers from making profit. The move does hurt local economy in border towns. Anyway we'll see what happens in gdp report in a few weeks.

Machines are very expensive and require huge capital investments. My friend that into rice processing tells me he needs a rice sorter to separate the coloured rice from the white ones, as pure white rice has high value. He said the machine alone cost N8 million from Europe. Now if he borrows N8 million from bank at 25% from bank, how can he pay back principal and interest if he has to contend with cheap smuggled rice?

Accessing government loans is a herculean task and government only provide loans for small scale farmers. Rice processing machines are extremely expensive. The full rice processing machines like boiler, dehusking machine, dryer, destoning machine, polishing machine and sorting machine costs tens of millions each.

In manufacturing and productions, recouping of investment and repayment of loans in the short possible time is the goal. After that goal have been met, the manufacturer reduce price to only reflect running and maintenance costs.

If cheap foreign alternative is available, local industries can never take off. China itself banned imports for 40 years to allow local manufacturers to germinate and expand, even now China strictly regulates imports. (This is one of the beef Trump has with china).
Lol if you actually read the article you know farmers dont have to buy the machines. India increased it's Mechanization rate by getting private sector and government to lend out machines to farmers. The plan worked without them having to shut borders. Reasonable tarriffs on rice and enhanced border security work just as well.

80% of farming is done by small scale farmers anyway. Government should simply streamline the process and consider commercial farmers. It's probably not good a idea because that's going to lead to bigger crowding out effect.

In India, custom hiring was a key initiative
that accelerated the adoption of mechanisation among small-holders farmers. This approach facilitated the rental of appropriate machines for a specified period of time, usually accompanied with an operator. It enabled farmers access required machinery without purchasing it.

The National Initiative on Climate Resilient Agriculture (NICRA) set up custom hiring centres across 100 villages in India. With a focus to institutionalise mechanisation at the village level, these centres rented agricultural equipment to small scale farmers. The centres were managed by committees who determined the price and
operational model, considering socioeconomic factors and the crop intensity of each village.

No border closures wont increase crop yeilds per hectare. Mechanization does reduces labor cost, increases yeilds and profit. Nigerias rice production comes from more land being cultivated. People were investing in rice before the closure look at the charts. The farmers just couldn't keep up with demand hence all the imports.

The government already offers low rate loans through ABP. Have collateral also reduces risk for private sector investors meaning they wont need to charge as much interest. Only government is willing to lend below inflation rate as they've been doing.

Uprety (2010) identified that the introduction of mechanisation in rice farming reduced production costs by 27% and increased profits per hectare by 36% in Nepal . Also, the AfricaRice policy stated that the use of appropriate technologies could reduce a country's rice imports by 17%.
According to a study conducted by Sultana et al (2015), which analysed the drivers of increased rice production in 5 Sub-Saharan African countries, including Nigeria, farmers who ploughed with a tractor increased their production by 51% relative to those who utilised manual methods.

They're most likely not if they dont go through offical border entry points. I can confirm Nigeria doesn't subject herdsmen to ECOWAS protocols. Osinbajo said so himself.

Government refused to invest in small scale technology and machinery to help these farmers. There is no magic that the smallest rice transplanter would do in one hour what a man would do in 10 hours and you would pay less for the transplanter.
Nigeria has a productivity issue mainly. If Nigeria had more mechanized farming it would increase yeilds and lower labor cost. Border closures dont address lack of credit to get these items. According to Pwc Nigeria could double output with increased Mechanization.

Nigeria's rice yield is one of the lowest globally at 2 tonne per hectare, relative to 4 – 7 tonne per hectare in Asia.
Nigeria's mechanisation rate is low at 0.3 hp/hectare, relative to India 2.6 hp/hectare, Vietnam 2.2hp/hectare and China 8hp/hectare. The FAO identified mechanisation as a key input for developing the agriculture sector in Sub-
Saharan Africa, recommending a minimum
8 of 1.5 hp/hectare.

The Nigerian government on Monday gave a list of conditions that must be met for it to reopen its borders.

The Minister of Foreign Affairs, Geoffrey Onyeama, alongside members of the Inter-ministerial committee on the temporary partial closure of land borders, held a press briefing in Abuja to discuss the issues.

The nation’s borders have been closed for several weeks in a move the government said was to grow the local economy and reduce illegal importation.

The issue has generated controversy in the economy with many condemning the government for not providing palliatives to curb the expected rise in basic goods for families.  Some also argue that the border closure violates Nigeria’s agreements within ECOWAS and the African Continental Free Trade Agreement.

Other Nigerians have, however, commended the initiative saying it would help increase local production and use of made-in-Nigerian goods.

PREMIUM TIMES also reported officials of the federal government saying the closure has led to increased revenue for the Nigeria Customs Serviceand a reduction in the volume of petrol smuggled outside Nigeria. Mr Buhari has since extended the border closure to January next year.

Conditions

Some conditions were agreed upon by members of the Nigerian side of the tripartite committee set up to review the policy.

The conditions as stated by Mr Onyeama are as follows:

–          Any import coming from outside an ECOWAS region and imported into an ECOWAS member state must maintain its original packaging. They must be escorted from the port directly to the designated entry point in the Nigerian border, presented to the Nigerian customs with their original packaging. Compromises will not be tolerated.

–          Goods produced predominantly in ECOWAS member states must satisfy the ECOWAS rules of origin to avoid any possibility of downplay. Goods must be majorly produced in ECOWAS countries.

If the goods are coming from outside ECOWAS, the value addition must be over 30 per cent for it to be accepted within the framework of the Economic Trade Liberalisation Scheme that ECOWAS countries have to promote trade among them.


This is to avoid countries outside member states from exporting their goods into ECOWAS region repackaged, as though they are coming from an ECOWAS region.4

–          All warehouses along the shared borders of Nigeria must be dismantled.

–          Goods being transported must be put in proper recognized packaging. No longer will we have goods of all shapes and sizes going through the borders. To maintain the best practices of those goods, an accepted condition for packaging will be established.

–          In regards to free movements of persons, all persons moving through Nigerian borders must present themselves through recognized entry points and must have recognized travel documents (country passport).


Review

In two weeks Nigeria will be hosting a tripartite meeting (Niger, Benin, and Nigeria) to further review the policy.

Heads of ministries of foreign affairs, interior, finance, customs, immigration, NIA and other security segments will form the committees of each country represented.

You don't need to argue with the zealots. The NBS stats already proved Buhari's polices didnt work in 1st term. NBS wrote they will release unemployment stats in December we'll see any positive change accrues.

Nigeria's issue is productivity and policy. If you want to do tariff make them reasonable. Border security is good but you have to address the other factors.

The Public Relations Officer, NCS, Mr Joseph Attah confirmed the development in a telephone interview with our correspondent on Sunday.

Attah said January 31, 2020, is not a terminal date for the entire border closure exercise but just for this phase of the operation.

He said the borders will remain closed indefinitely until the day objectives of government for the operation is fully achieved.
