There's mixed feelings about state police and Decentralization in general. Some fear tyranny by the governor and others predict more effective policing. Do you believe prisoners will be treated better or worse under states?

It does not make sense to have a state courts, prosecutors and laws then send someone to federal prison when the federal government had no case with the person in question. States are increasingly passing laws that are not federal crimes like banning alcohol and open grazing for example. Governors are demanding a police force but not their own prisons oddly enough. The responsibility and cost of enforcing all these regulations should be on jurisdictions prosecuting the case. Doing this will free up federal funds for priority criminals.

The premiere Chairman of Eket sent words to the governor of Akwa Ibom State to return 13% Oil derivative to Oil Producing towns, as it is not money for the state, but the oil producing towns.

Since the constitution recognizes LG, then the problem is easy.

Set up separate allocation accounts for LG.
Make a law abolishing caretaker chairman and transfer of LG allocation to the state.
Set up an anti-corruption agency to monitor LG fund usage within the LG.

With this, the LG will be as free as the state governor.
You'll need a constitutional amendment to eliminate joint accounts. The issue is the the state assemblies havs refuse pass it. Who knows if yours isn't among them. NFIU actually tracks local government fund as Buhari ordered.

1999 constitution: section 162

6. Each State shall maintain a special account to be called “State Joint Local Government Account” into which shall be paid all allocations to the local government councils of the State from the Federation Account and from the Government of the State.

7. Each State shall pay to local government councils in its area of jurisdiction such proportion of its total revenue on such terms and in such manner as may be prescribed by the National Assembly.

8. The amount standing to the credit of local government councils of a State shall be distributed among the local government councils of that State on such terms and in such manner as may be prescribed by the House of Assembly of the State.

Ok the political north vs geographic north make no difference to the arguments I made. Second population is counted in states and states zoned via political boundaries thats the reality. Cuting the country in half and counting that way would get different results but thats not how its done.

If rainfall, being a desert , geographical variables etc is relevant to population then we must compare like with like with like

The common denominator is access to food and water

Geopolitical means political defined by geography. Northern Nigeria is defined by it being historically part of the northern protectorate. You're rambling like and like are being compared you see it on the map showing the yearly rainfall showing its not a desert. You see the river network showing the access to water.

Nigeria also has extensive river system that can easily support its large population. Note none of this tells which population is larger at any given time that’s why the census is conducted.

Most of northern Nigeria is Tropical wet and dry climate type with semi-arid climate in the northern most parts of the northwestern and northeastern Nigeria. Only a sliver of Borno is desert at the border of Niger Republic. (Map below)

It's weird how people support death penalty but don't ask does the state actually carry out these sentences. Recently Jigawa passed death penalty for rapist but im wondering why the celebration when they dont execute murderers. The state currently has 34 people on death row they haven't dealt.

I will point out the law does incentive the rapist to kill the child. The only evidence of rape is the kid so get rid the evidence. You're already facing death without the option of life so it really wouldn't matter.
