It also implicated the late son of the ruler, Ibrahim Abacha; his second son, Mohammed Abacha; his associate, Abubakar Atiku Bagudu; former National Security Adviser (NSA), Ismaila Gwarzo; associate of the Abacha family, Alhaji Ahmadu Daura; then Minister of Finance, Chief Anthony Ani; lawyer and associate of the Abacha family, David Umaru, in the use of phony offshore companies to divert billions of dollars of Nigerian state funds into their private accounts in-country, and overseas. The document alleges that in one instance, Abacha, Mohammed, Bagudu, and others, systematically embezzled public funds worth billions of dollars from the Central Bank of Nigeria (CBN) on the false pretence that the funds were necessary for “ national security”. After the CBN dispersed the funds, Abacha and Bagudu moved them overseas. The document revealed that in all, more than $2bn was stolen from CBN alone. The documents further revealed that the standard practice the late General used was for his NSA, Gwarzo, acting on Abacha’s instruction, to send letters to the military president requesting millions of U.S. dollars, British pounds sterling, and Nigerian naira, in order to address unstated “emergencies” against Nigeria's national interests. Abacha then signed off on the letters, and forward them to the CBN, which was then forced to disburse the funds in cash, traveller's checks, or through wire transfers. (These actions contravened the due process requiring the approval of both the minister of finance, and the accountant-general of Nigeria). They then stashed the monies in accounts in Europe that were under their control, such as the Rayville and Standard Alliance accounts, at Banque SBA, the Eagle Alliance, and Mecosta accounts at ANZ (London), and the Mecosta account at Standard Bank. In all, Abacha endorsed well over 60 false security-vote letters, each of which resulted in the withdrawal of huge sums of money from the CBN. The monies were then deposited in accounts controlled by Abacha, or any member of the syndicate, or used to purchase assets for their benefit. At other times, Gwarzo — or men acting on his instructions — repackaged the monies in secure bags, and delivered it to Abacha, who (either personally or through proxies,) delivered over $700 million of such funds to his son, Mohammed, in bags or boxes full of cash. Mohammed, in turn, transferred the cash to Bagudu, who transferred them to foreign accounts controlled by Bagudu and Mohammed. In another instance, Abacha and Ani made the government purchase non-performing government debt from a company controlled by Bagudu and Mohammed Abacha at vastly inflated prices, thereby generating a windfall of over $282 million. They also extorted more than five million dollars from a French company and its Nigerian affiliate in connection with payment on government contracts. Abacha and company also stole huge amounts of money through the debt buy-back fraud, with which they defrauded Nigeria of more than $282 million by causing the government of Nigeria to repurchase its own debt from one of their companies for more than double what Nigeria would have paid to repurchase the debt on the open market.[/b] |

Coconut is an agricultural produce that has no waste product, it's demand consistent and is also less susceptible to attacks. A large investment in coconut for example will push the price down as well as the price of its bye products.
Actually, $500 million investment in any agricultural produce can force its market price down and securing such an investment with such heavy funds won't be any issue. Why will I as an investor pool together $500 million and then put it into an agricultural sector where the government cannot guarantee security ? What is the motivation ? If u are saying the investor will use part of the insecurity issue bedevilling the sector, then u don't know how serious and complicated Nigeria's security challenges are . Let's say the investor wants to invest $50 million of the $500 million into security .... The money will most likely be diverted or looted at the ministry of defence level , defence headquarters level , and even JTF commander level .... Roland17: It is a great post and I agree with his thoughts about agricultural industrialization. However, agricultural industrialization is virtually impossible at this time in Nigeria because of the spate of insecurity buttressed by activities of Fulani herdsmen, bandits, kidnapping, UGM and others. Our farmers are unable to return to their farmlands or safely till the soil without running into these guys. We have a lot of arable land scattered across the country but we can’t secure them. Also, our borders are extremely porous.
Benue State is the food basket of the nation but that state continue to suffer mass killings and nothing has been done to address it. The North produces a lot of our cash/ food crops but that has become difficult because you now have bandits imposing tax/ levies on these communities. There is massive food insecurity in the country that needs to be addressed. I just read on front page that Nigeria is now officially back to the importation of rice and by 2024, we will be ranked number 1 importer of rice. This situation is attributed to a decline in rice production which is invariably related to our inability to keep our farmlands safe.
We need to desperately address the insecurity before even discussing mechanized farming or loans/ financial support from banks. Banks and financial institutions in Nigeria are going to be hesitant in engaging anyone with industrial farming plans because of the risk involved. Our insecurity is a big reason why investors are staying away from agriculture, they would rather invest in building tertiary institutions. You and Gloriousgbola spoke my mind on this matter . The major factor is the insecurity issue which the government seem not to be able to sort like u rightly pointed out. I remember Olu Falae'a farm was razed by marauding Fulani herdsmen under Buhari . Instead of FG finding solution to the insecurity issue particularly the herdsmen wahala they were busy forcing print media from simply saying " suspected killer herdsmen " instead of calling a spade a spade. I also watched videos of farmers in Oke Ogun( Oyo State ) , Benue State and other parts of the country country lamenting the state of insecurity and the havoc these guys wreaked on their respective farms. Gloriousgbola was also spot on addressing the person asking why Wigwe is investing in schools and not in agriculture . It's simply because it's his money and he gets to decide on how to spend it. He most likely feel his money will be secured in the education sector why private individuals have thrived without much support from government . Unlike the agricultural sector where the government does little or nothing to address the major challenges that can threaten ur future earning ability . Personally I think the government will not pay much attention to agriculture and another sector if there's no possibility that our oil might dey up in the nearest future . Abi how do u explain NLC president declaring strike in Imo state 10 days to the governorship election? U claimed the initial November 1st strike in Imo was him fighting for the interest of Imo state workers who have not been paid salaries, but I did some diggings and discovered those workers were 11,000 of them whom Imo state government tagged "Ghost workers". Ajaero on the other hand believes they are hardworking individuals. My question is this: If the state government says those 11,000 workers are ghost workers and Ajaero's led NLC believes otherwise, where was Ajaero all through the 20 months (Almost 2 years) they've not been paid? Why didn't NLC declare the strike December 2022, January 2023, February 2023, etc ? Why wait till 10 days to a governorship election ? Isn't it obvious Ajaero was all out to move against the incumbent governor and have him replaced with his preferred candidate in the hope that his own candidate will defeat the incumbent courtesy of the dust that will be raised by the industrial action and total blackout he ordered in the state?
