NaijaEfcc: Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has called on Federal Government, National Assembly (NASS) and international community to intervene in the Anti-Open Grazing Law operating in Benue.
The Chairman of the association, Danladi Ciroma, made the call on Sunday at a news conference in Lafia.
He said the law was implemented without due consultation with herdsmen in the state.
He added that “our people were not educated on modern method of rearing cattle so that when provision for ranching was being made, government would take into consideration the total number of cattle in the state.
“Due to lack of consultation, our people lack the technical know-how to conduct cattle ranching because even if we accept to practice it, we lack the needed expertise.
“We do not know the grass we need to grow and how it is grown, where to get it and how to preserve it for the cattle.”
He explained that countries like Kenya that successfully implemented ranching system spent more than five years educating herdsmen and provided the much-needed facilities before it was implemented.
Ciroma said apart from those who were the direct beneficiaries of ranches, animal health experts needed to be trained, while clinics and abattoirs, among other things, were supposed to be provided.
He added that the state did not take any step before enacting the law .
The zonal chairman, therefore, appealed to Federal Government, NASS and the international community to urgently prevail on the state government to reconsider the law for peace and unity in the area.
Meanwhile, the Chairman of the association in Nasarawa State, Malam Mohammed Hussaini, said the implementation of the law in Benue led to influx of herdsmen and their cattle to Nasarawa, noting that the situation should be checked to avert conflicts between herdsmen and farmers.
Hussaini explained that the influx of cattle to Nasarawa had led to destruction of many farm produce and appealed to relevant authorities to intervene to check any crisis in border towns.
The Police Public Relations Officer (PPRO) in Nasarawa, Idrisu Kennedy, however, gave the assurance that measures were being taken to avert any incident.
The PPRO explained that the efforts of the police and other security agencies, as well as that of the state government and traditional rulers were geared toward averting breakdown of law and order in the state.
Newsmen report that the chairman of association in Benue and other herdsmen from North Central states attended the news conference.
The Benue Government had enacted an anti-open grazing law and fixed Nov. 1, 2017 as date to commence its implementation.
The state government stated that the law was in line with Section 4(7)(a) of the Constitution, Section 1 of the Land Use Act Chapter 202 Laws of the Federation of Nigeria 1990.
The Section states that all land comprised in the territory of each state in the federation are vested in the governor of that state and such land shall be held in trust and administered for the use and common benefit of all Nigerians in accordance with the provisions of the Act.
To this end, Gov. Samuel Ortom of Benue said it was in the spirit and letters of those enabling laws of the land that the Open Grazing (Prohibition) and Establishment of Ranches Law, 2017 was proposed and was judiciously enacted by Benue State House of Assembly.

jimfarayola: The Executive Secretary of the Nigerian Christian Pilgrims Commission (NCPC), John-Kennedy Opara, has been removed from office. A statement by the office of the Secretary to the Government of the Federation, Babachir Lawal, said the disengagement of Mr. Opara from office as head of the commission became effective, Thursday. The statement added that President Muhammadu Buhari thanked Mr. Opara for spearheading the affairs of the commission in the last eight years, and wished him success in his future endeavours. Mr. Opara was appointed in 2008 by the Shehu Musa Yar’dua-led administration, for an initial tenure of five years. He was reappointed in June 2013, after his first tenure ended, by former President Goodluck Jonathan for a second and final tenure. He was removed from office two years before the expiration of his tenure in June 2018. According to the law setting up the pilgrims agency, “The Chairman or any members of the Commission may be removed from office by the president, if the president is satisfied that it is not in the interest of the Commission or the public that the member should continue in office.”

Ohammadike: The Senate Thursday opened investigation into alleged military invasion of Ogoni land, River State.
Senate Committee on Ethics, Privileges and Public Petitions charged with the investigation following petitions on the matter took testimonies from some interested parties.
Four Ogoni villages were alleged to have been invaded by the military.
The Civil Liberties Organisation and the traditional ruler of Mene Bua-Yeghe community in Ogoniland, Chief Barinaada Gbaranee, defended their separate petitions against the Nigerian Army before the committee.
Gbaranee, claimed that the unlawful occupation of his territory and three other communities by soldiers, started on February 22, 2016.
The Monarch noted that the armed military personnel who allegedly invaded his community also invaded the house of a former Niger Delta militant, Mr . Solomon Ndigbara.
The armed military men, he claimed, vandalized his cars and buildings without just cause.
He told the lawmakers that prior to the attack, the soldiers had allegedly arrested Ndigara’s wife and his siblings.
He said;”The military occupation of Ogoniland, escalated on 23 February to the extent that the army engaged themselves in the brutal killing of men, women and children numbering about 12.
“The sporadic shootings against the harmless and defenseless peace loving people of Ogoniland, led to the displacement of natives of even neighbouring towns as Zaakpon and Wiiyakara communities, in fact even extending up to Babbe Kingdom.
“Consequent upon this, all economic activities in Ogoniland especially Bori town and other adjoining villages have been grounded to a halt.
“Men, Women and children have deserted their homes and are taking refuge in the bush and forest due to heavy presence of the military personnel, patrolling in armoured cars with sophisticated weapons.”
He noted that Ogoniland had remained peaceful prior to the military invasion.
The Monarch asked the senators to use their legislative powers to stop the killings and tension. He said, “The continued exposure of vulnerable men, women and children, certainly is beginning to cause hunger, sicknesses and diseases, the resultant effect Is sudden death.” He noted that members of his community were still scattered in the bush due to fear and apprehension.
The South-South Zonal Chairman of the CLO, Mr.Chinedu Uchegbu, in defence of his petition, claimed that the military invasion affected four communities in two local governments in Ogoniland.
Uchegbu noted the people of Yeghe, Zaakpo, Bori, and Babbe in the Gokhana and Khana council areas were violated by the military invaders.
He listed those allegedly killed by the soldiers to include, Nwibari Mbu; Bariture Ziibo; Lesi Ledee (a pregnant mother); Saturday Gbarazia; Kelechi Nwafor and his brother Linus Nwafor, among others.
The CLO leader also listed those arrested and still being detained to include Messrs Gambo Festus; Dennis Macaulay Nbinna: Ndikwa Tekpe; Nwii Peter and two others from Tai local government area of the state.
He claimed that Messrs Gabriel Ndigbara Piabari; Richard Ndigbara; Mrs. Kate Ndigbara; Bob Nkue; and Smart Deedom, among others are still being held by the soldiers.
He also claimed that Messrs Chikwodo Nwankwo; and Azubuike Iga among others, sustained various degrees of injury and currently on admission in the various hospitals in the local government.
Ukaegbu described as worrisome, a situation whereby a federal government agency which ought to guarantee security for everybody in the society and which ought to maintain law and order, is being associated with plots to cause insecurity”
Chairman of the Senate Committee on Ethics, Privileges and Public Petitions, Senator Samuel Anyanwu, assured that his panel would ensure a thorough investigation into the allegation.
Anyanwu however said that for a thorough investigation to be seen to have been conducted, the committee needed to hear from the military that is being accused of invading the communities.

According to a press statement signed by the Governor’s Chief Press Secretary, CPS, Mr. Sam Onwuemeodo, the government said it was worrisome that members of IPOB that have always given the impression that they are fighting for the course of Igbo, would decide to storm the Chatham House to cause trouble at an event the Governor honoured to deliver a speech on the way forward for our society. “Indeed, if IPOB apostles would embarrass an Igbo leader of Governor Okorocha’s status in London, then, their claim that they are fighting or agitating in the interest of Ndigbo should be taken with a pinch of salt by those who had hitherto, believed them”, Onwuemeodo reasoned. He further argued that all over the world, groups fighting for one reason or the other presumably for their people, do not loose sight of what certain leaders in the areas represent and accord them the needed respect, no matter what they hold against such leaders. “The IPOB action at Chatham House was not only embarrassing to Governor Okorocha as an Igbo leader, but also to Ndigbo in general both at home and in diaspora and indeed to all men and women of goodwill”, Onwuemeodo said.

This revelation was part of the Senate’s resolutions that accompanied a motion moved by Emmanuel Bwacha (PDP-Taraba State) on “the need to urgently flush out Boko Haram insurgents reassembling in Taraba State.” “The Senate is aware that that Nigerian Army has recorded tremendous success in the war against insurgents in the States of Borno, Yobe, and Adamawa. “There is a change of tactics by insurgents who now parade as herdsmen to make it difficult for the public to identify them,” Bwacha said. The lawmaker asserted that several communities in his Taraba South constituency had fled because of consistent attacks by Boko Haram insurgents “masquerading as Fulani herdsmen.” Before this motion, Fulani herdsmen have been on the spot light as they are always accused of mass murder as well as destruction of farms in parts of the country. The latest of such accusation was the mindless killings that took place in Agatu communities. Contributing to the motion, Barnabas Gemade (APC-Benue State) said Boko Haram insurgents were “mixing with herdsmen to cause trouble.” The lawmaker, who had visited other states where such attacks had taken place, lamented the situation in Benue state. Gemade revealed that there was a community in Zamfara state during his visit that had lost over 250 residents to Boko Haram insurgents parading themselves as herdsmen. The lawmaker who disclosed that Agatu is under siege, asked the government to make sure herdsmen have grazing space for cattle in order to mitigate the hazard of destruction of farms. Abubakar Kyari (APC-Borno State), in his contribution to the debate, posited that Fulani herdsmen should not be described as “unfriendly.” “When Fulani herdsmen or Kanuri are being tagged as unfriendly, it portends danger for the country and freedom to live and work anywhere,” Kyari said. The red chamber unanimously decided to condemn the killings, kidnappings, destruction of property and farms by “Boko Haram insurgents” in communities across Benue, Taraba, Plateau and other states. The Senate revelation might be coming in as a shock against the backdrop of the earlier disclosure made by Ado Boderi. The Nation reports that Boderi, who spoke on behalf of the Fulani community on March 3, accused the farmers of killing 10,000 cattle belonging to its members. He made the accusation at a meeting between Agatu community, Fulani community and Inspector General of Police, Solomon Arase. Boderi acknowledged that it was criminal minded people from both sides that intensified the crisis despite the swift intervention of the state governor. No fewer than 300 people were killed in Agatu community by suspected Fulani herdsmen.
