Politics / Zainab Ahmed: Nigeria’s Debt May Jump By ₦6 Trillion To Hit ₦38 Trillion by boman2014: 6:16am On Nov 04, 2020
Zainab Ahmed, the minister of finance, budget and national planning, has projected that Nigeria’s debt profile would hit N38.68 trillion by December 2021.

Speaking when she appeared before the senate committee on local and foreign debts on Tuesday, Ahmed estimated that both external and domestic debt would rise to N32.51 trillion by December 2020.

According to the Debt Management Office, the total public debt stock, which comprises the debt stock of the three tiers of government, stood at N31.009 trillion at the end of June 2020.

“The total public debt stock comprising the External and Homes debts of the Federal and state governments and the federal capital territory stood at N31.01 trillion (USD85.90 billion) as at June 30, 2020,” she said.

“It is projected, based on existing approval, to rise to N32.51 trillion by December 31, 2020, and N38.68 trillion by December 31, 2021.”

The International Monetary Fund estimated that Nigeria’s debt to gross domestic product (GDP) ratio stood at 29 percent in 2019; including Asset Management Corporation of Nigeria (AMCON) debt and power sector financing.

The federal government spent 97.5 percent of its January to May 2020 revenue on debt servicing.

During the five-month period, N1.58 trillion was spent on debt servicing; representing 97.5 percent of the N1.62 trillion revenue generated.

The minister attributed the various abandoned road projects in the country to poor funds releases caused by dwindling revenue.

“I am one person that feels that we should just take one major road in one geopolitical zone and finish it.

“We were not able to do that because of the processes in which appropriation is made both at the executive as well as the legislative arms of government.

“Truly, if we are able to just take one or two projects at a time and complete it before going to the next one, it will be better.

“You will see a road that costs, maybe N5 billion, and you will see a provision for N100 million, N200 million or 300 million.

“Of course the project will never finish. After two years, the contractor comes back and asks for variation, and the amount keeps growing.

“I wish that we get to a point when we sit down as government and agree that let us select a few projects, finish them in 2020, and then in 2021, we select the next.

“So that on a geopolitical basis, those selections are done as a collective process.”

Ahmed assured that legacy projects like the Lagos-Ibadan highway, 2nd Niger Bridge, East-West road, and Abuja-Kaduna-Kano road, are ongoing due to availability of funds.

The federal government has denied putting names of #EndSARS protesters on a no-fly list.

A no-fly list is a register of people banned from boarding commercial aircraft for travel within, into, or out of a country.

An online news outlet had reported that a no-fly list of “hundreds of Nigerians” the government suspects of energising the #EndSARS protest is being compiled.

The news outlet alleged that Rauf Aregbesola, minister interior, was responsible for the list.

But in a tweet on Tuesday, the ministry of interior dismissed the claim, saying it is fake news.

“The Ministry of Interior did not, has not and will not generate any no-fly list. Ignore fake news please!” the ministry tweeted.

The report was published after the Nigerian Immigration Service (NIS) reportedly stopped Modupe Odele, a member of the Feminist Coalition, from travelling out of the country.

Odele, a lawyer was actively involved in the #EndSARS campaign, offering legal aid to persons arrested during the demonstrations.

The lawyer said she was detained and her passport seized at Murtala Mohammed International airport, Lagos.

Members of the Islamic Movement in Nigeria on Tuesday took to the streets of Abuja, Nigeria's capital, to protest against French President, Emmanuel Macron, over an offensive publication on Prophet Muhammad by a citizen of the European country.

Members of the sect in large numbers marched
from Nitel Junction to Wuse Market and set the
French flag ablaze, leading to pandemonium in
the city.

Secretary of the Academic Forum of the movement, Abdullahi Musa, said the rally was
aimed at condemning the action of French
President over the derogatory publication.

He said, "We set the French flag on fire in
reaction to the attack on Islam and Muslims by
the President of France, Emmanuel Macron,
since the heinous crime of publishing cartoons of the Prophet by the magazine Charlie Hebdo."

The protest terminated at Wuse Market and
forced vehicle owners to use alternative routes.

As at the time of this report, there were no security agents on the ground.

Recall that the Federal Capital Territory Administration had last Friday deployed anti-
riot policemen and water canons to the National
Mosque in anticipation of a protest by members
of IMN.

At a meeting in Kaduna on Monday, the
governors said the effect of uncontrolled social
media is devastating.

They also condemned the “subversive” actions of
some #EndSARS protesters, saying some people
took advantage of peaceful protest to push their
“separative agenda”.

“In furtherance to its resolution to further
engage with the critical stakeholders of the
North, the Northern States Governors Forum
held a meeting today Monday 2nd November,
2020 at the Council Chamber, Sir Kashim Ibrahim
House, Kaduna,” the governors said in a
statement.

“After extensive deliberations the following
resolutions were arrived at: appreciates the
roles of Traditional rulers in containing the
menace of Endsars protests in the north.
Collectively agreed that traditional rulers be
given formal roles in the governance
architecture of the Country.

“The meeting rejects and condemns the
subversive actions of the Endsars protest. The
superlative agitations and other change regime
actions outside the ballot Box soon take
advantage of the peaceful protests to push for
their seperative agenda. The meeting endorse
the indivisibility, indissolubility and oneness of
the Nation.

“The meeting took note of the devastating
effect of the uncontrolled social media in
spreading fake news. Therefore, calls for major
control mechanism and censorship of the social
media practice in Nigeria.”

The governors also asked security agencies to
keep “strict watch” on the federal capital
territory (FCT) to guide against “unwarranted
and destructives protests” and to safeguard
critical assets of the nation.

The meeting was attended by traditional rulers,
ministers and leaders of the national assembly.

One week ago, Lai Mohammed, minister of
information, had said social media will destroy
Nigeria if it is not regulated.
Earlier on Monday, Sunday Dare, minister of
youth and sport, said it is important to regulate
social media.

The minister said though the federal government
had the option of shutting down social media
during the #EndSARS protests, it chose not to
do because it is “committed to the rights of
every citizen”.

Many Nigerians have kicked against the planned
regulation of social media. Already, a bill on the
regulation is before the national assembly and
has scaled second reading at the senate.

A Twitter user has alleged that cartons of
noodles which are COVID-19 palliatives from
Nigeria have been spotted for sale in London.

The palliatives, contributed under the Coalition
Against COVID-19 (CACOVID) scheme during the
peak of the pandemic was meant to be
distributed to Nigerians to cushion the effect of
the virus on the life of citizens.

Chisom @_PLICE shared a screenshot of the
message he received from a UK resident who
took a snapshot of the branded palliative noodles
he came across at an African market in East
ham, London.

According to the message, it was learnt that the
food items were allegedly imported into London
by a Chinese UK company.

He also revealed that the company has been
reported to the British Trading Standards to be
investigated and prosecuted.

Politics / Revealed: How NNPC's Staff Receive N357bn As Salary In One Year by boman2014: 12:10am On Nov 02, 2020
Staff of the Nigerian National Petroleum
Corporation, NNPC, received N357.098
billion as salaries, wages and other
benefits in 2019, according to the
corporation’s recently released audited
financial statement.

The NNPC Group had disclosed that its
staff strength, as at April 20, 2020, stood
at 6,621, both at its headquarters and
across all its subsidiaries, division and
offices nationwide. The NNPC has 13
divisions and Strategic Business Units,
SBU, nationwide.

Though the NNPC recruited 1,050 new
employees, February 2020, a number of
senior management staff of the NNPC were
also disengaged earlier in the year.

According to the NNPC, in its 2019 audited
financial statement, the emoluments of
the staff in 2019 was an increase of
N14.74 billion or an appreciation of 4.3 per
cent from N342.36 billion paid to the staff
in 2018.

The N357.098 billion, if divided among the
6,621 staff of the NNPC, translates to an
average salary of N53.93 million per
employee in 2019.

Putting it in context, the N357.098 billion
salary of NNPC staff is more than the 2020
budgets of three south-east states –
Enugu, Anambra and Imo states —
combined, which is N350.3 billion.

Specifically, the 2020 budget of Enugu,
Anambra and Imo states is N146.4 billion,
N114.9 billion and N89 billion respectively.
In addition, the salary of NNPC’s staff is
higher than Delta State’s 2020 budget of
N282 billion; Kano, Kaduna, Borno and
Sokoto’s budgets of N206.27 billion,
N259.25 billion, N108.8 billion and N153
billion respectively; while the 2020 budget
of Edo, Rivers and Abia states were N128.8
billion, N300.37 billion and N102.6 billion
respectively.

The salary is also higher than the N127.36
billion, N131.74 billion and N152.77 billion
earmarked for capital expenditure in the
proposed 2021 budget for the Federal
Ministry of Education, Federal Ministry of
Health and Federal Ministry of Water
Resources, respectively.

It is also higher than the N256.89 billion,
N198.28 billion, N89.97 billion N64.84 billion
and N10.19 billion budgeted for capital
expenditure in the proposed 2021 budget
for the ministries of Transport, Power,
Aviation, Science and Technology, and
Mines and Steel Development, respectively.
Furthermore, in the 2019 financials, the
NNPC said it paid N91.336 billion to the
government as income tax in 2019; and
N74.177 billion as interest on loans in the
same year.

However, staff of the NNPC alone — not
including employees of other subsidiaries —
received N103.7 billion as salaries, wages
and other benefits in 2019, an increase of
13.26 per cent compared with N91.56 billion
recorded in 2018.

The NNPC Group had also stated that 27.2
per cent of its total workforce, comprising
1,801 staff is currently employed in the
Corporate Headquarters.

To this end, from the N103.7 billion, an
average staff of the NNPC’s corporate
headquarters received N57.58 million as
salary, wages and other benefits in 2019.

In addition, the NNPC had stated that 13
per cent of the group’s total workforce
were employed in the Nigerian Pipelines and
Storage Company (NPSC); while 758
individuals are currently employed in the
moribund Kaduna Refining and
Petrochemical Company, KRPC, representing
11.4 per cent of the NNPC Group’s total
workforce.

The Port Harcourt Refining Company,
PHRC, which is currently shut down and
awaiting revamp, has 655 staff; Nigerian
Petroleum Development Company, NPDC, 550
staff; the moribund Warri Refining and
Petrochemical Company, WRPC, has 485
staff; NNPC’s commercial and investment
subsidiary, National Petroleum Investment
Management Services, NAPIMS, has 426
staff; while the corporation’s downstream
subsidiary, the Petroleum Products
Marketing Company, PPMC, has 255 staff.

In addition, the document noted that
Nigerian Gas Company, NGC, has 254 staff;
Integrated Data Services Limited, 175
staff; Crude Oil Marketing Division of the
NNPC and Nigerian Gas Marketing Company,
NGMC, 152 staff each; while National
Engineering and Technical Company Limited
(NETCO) has 64 staff in its employ.

The NNPC had in its report of compliance to
the Extractive Industries Transparency
Initiative’s (EITI) Open Data
requirements, revealed that 81.7 per cent
of its workforce, comprising 5,410
individuals, were male, while 1,211 were
women, representing 18.3 per cent of its
total staff strength.

Speaking at a public lecture to commemorate the 50th anniversary of Arewa House, held in Kaduna on Saturday, the governor maintained that restructuring the country is in the best interest of ensuring sustainable development.

El-Rufai, who cited the 2018 recommendations of the APC committee on restructuring, noted that there was a need to reorganise the country’s constitutional framework in order to give states more control over certain resources.

The focus of the APC committee, which was set up in 2017 and chaired by el-Rufai, was to establish the party’s position on restructuring in line with ensuring that all Nigerians benefit from true federalism.

Under the proposed restructured framework, el-Rufai explained that states would have more control over the police, oil and gas resources, minerals, correctional facilities, stamp duties, registration of business names, among others.

“I am not aware of any significant constituency that is against the idea that states should exercise consequential powers, assume more responsibilities and control resources to enable them deliver better outcomes for those they govern. This will empower state governments to cease passing the buck to the president and the federal government when most of the problems our citizens face daily as a nation are, and can be solved by improved and focused governance at the states’ levels,” he said.

“It is time to make this sort of well-defined restructuring work, for the benefit of the peoples of this country.

“The report of our APC true federalism committee puts in one place the recommendations, and the legislative amendments to give life to a restructured polity. I therefore call on our federal legislators and the national assembly ad hoc committee on constitutional review to take advantage of our report and initiate the constitutional and legislative amendments in either a piece-meal or comprehensive manner without further delay.

“We, therefore, have no excuse not to seize this moment and do the heavy lifting for our country and our people. It is in our hands to make the structures, laws and constitutional arrangements in our country conducive to modern governance that will ensure our nation thrives in the 21st century.”

EndSARS protest across the country. Nobody
knows how the youth were able to organise
themselves without a leader.

“Up until now, intelligence can’t even know how
they did it and who’s behind them. Without good
intelligence, how can Nigeria even defeat Boko
Haram?”

A former minister’s son is now in Police
custody following his arrest for an alleged
robbery attempt at an Abuja Bureau De
Change.

The suspect allegedly attacked the BDC last
week.

He is in detention pending the conclusion of
investigation.

The Nation gathered that the suspect’s father
is a former Minister from Benue State.

A top source, who spoke in confidence, said:

“The former Minister’s son allegedly stormed a
Bureau De Change in Abuja last week with a
locally made rifle in order to haul some cash.
He came to perpetrate the act in one of his
father’s cars.

“But while allegedly robbing the BDC, he was
caught by vigilant forex marketers and beaten
to a pulp before being handed over to the
police. The angry mob also smashed his
father’s car which he used for the ‘operation’.

”Preliminary findings have confirmed that the
suspect, who is an officer with a Federal
agency in Abuja, is used to free money. He is
noted for an extravagant lifestyle.

“The family has been running helter-skelter to
wield influence on the police to release the
suspect and allow an amicable settlement with
the concerned Bureau De Change Operator.

“There is desperation to cover up the case by
asking the victim to apply to the police to
resolve the case mutually.”

Although the Nigeria Police (FCT Command)
was yet to officially release a statement on
the alleged robbery at press time, a reliable
police source gave an insight into the
investigation.

Said the source: “It is true that he was
arrested for attempted robbery at a BDC and
he is in custody.

“Our men have been grilling him on how he
plotted the robbery. From the interaction with
him so far, he knew what he did; there was no
sign of being under the influence of drugs or
alcohol.

“Police detectives have also been probing how
he came about the rifle. One of the clues being
explored is the suspicion that it might be some
of the rifles given to political thugs during the
campaign.

“It is also being suspected that he might have
bought it for personal use as he was said to
have had a lot of cash at his disposal when his
father was in the Federal Executive Council
(FEC).”

Responding to a question, the source said:

“Detectives are trying to get to the root of
some crimes he has perpetrated with the rifle.
”There are many top shots who are interested
in this case. The police investigators have been
under intense pressure. But we will see the
investigation through and charge the suspect
to court.

“There is intense lobbying to grant bail to the
suspect but only a High Court can do so by
virtue of Section 161 of the Administration of
Criminal Justice.

”The section says: “(1) A suspect arrested,
detained or charged with an offence punishable
with death shall only be admitted to bail by a
Judge of the High Court, under exceptional
circumstances.

“(2) For the purpose of exercise of discretion
in subsection (1) of this section, exceptional
circumstance” include: (a) ill health of the
applicant which shall be confirmed and certified
by a qualified medical practitioner employed in
a government hospital, provided that the
suspect is able to prove that there are no
medical facilities to take care of his illness by
the authority detaining him. (b) Extraordinary
delay in the investigation, arraignment and
prosecution for a period exceeding one year, or
(c) any other circumstances that the Judge
may, in the particular facts of the case,
consider exceptional.”

The Nation sought to hear from the suspect’s
father but he could not be reached.

Another source in the know confirmed the
incident.

The source said: “The ex-Minister has always
detested his son’s prodigal outlook. His
attitude is a major challenge which the family
has been grappling with.

“It got to a point recently that the ex-
Minister asked the son to move out of his
residence and live on his own. His father has
been telling friends and associates to prevail
on the suspect not to tarnish his hard-earned
name.”

Asked if the ex-Minister reported his son’s
misbehaviour to security agencies and the
police, the source simply said: “I am not
aware.”

The suspect risks a 21-year imprisonment if
convicted in line with Section 1(2)(a)&(b) of
the Robbery and Firearms (Special Provisions)
Act.

But attempted robbery under the same law
attracts 14 years in jail.

Catherine Ugorji of the Nigeria Police Force serving with the UN Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA), has been selected by the United Nations as one of two runners-up for the prestigious UN Woman Police Officer of the Year award for 2020.

Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, in a statement by Oluseyi Soremekun, the National Information Officer of the UN System in Nigeria, said Ugorji exemplifies the best of UN policing.

Of the 1,300 UN policewomen deployed in UN peacekeeping operations, 21 were nominated for the award.

Ugorji joined the Nigeria Police Force in 2003 and served as a criminal investigator from the local to regional level, Child Protection Officer, Divisional Crime Officer up to Acting Deputy Commander of the Ogudu Police Division in Lagos.

UN Police Advisor, Luis Carrilho, congratulated Ugorji for being chosen as a runner-up and described her leadership of “three Formed Police Units (FPU) in Gao” as remarkable.

The year’s winner, Chief Inspector Doreen Malambo of Zambia, who serves with the UN Mission in South Sudan (UNMISS), will receive the award during a virtual ceremony presided over by Mr Lacroix on Tuesday, 3 November.

Superintendent Rebecca Nnanga of Cameroon, serving with the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), is the other runner-up.

Politics / Nigeria Records All-time High Electricity Transmission Of 5,459MW by boman2014: 10:07am On Oct 30, 2020
The Transmission Company of Nigeria (TCN) says
the power sector has recorded an all-time
national peak of 5,459.50 megawatts (MW).

In a statement on Thursday, Ndidi Mbah, TCN
general manager of public affairs, said the new
record was achieved on October 28.

She said the power generated was efficiently
transmitted through the nation’s transmission
grid at a frequency of 50.26Hz by 8.15pm on
Wednesday.

Nbah said the new peak surpassed the
5,420.30MW achieved on August 18 by 39.20MW.

Speaking on the development, Sule Abdulaziz,
acting managing director of TCN, commended all
the players in the power sector value chain for
the feat.

Abdulaziz attributed the gradual but steady
improvement in the quantum of power delivery
to collaboration by the sector players.

He noted that the TCN was committed to
working with the generation and distribution
companies to ensure sustained improvement in
the sector for the benefit of the nation.

Saleh Mamman, minister of power, on

evacuate 5500MW of power, having grown from
4500MW in 2015. The private sector
ran distribution system have the least capacity
in the power value chain,” the minister said.

“During the period between 2015 to date, the
sector has recorded successes and has faced
challenges. In order to deliver this
administration’s promise of providing stable and
affordable power to Nigerians, a way forward
was defined and supported by Mr President’s
political will.”

General Sani Usman on Thursday claimed that
Military personnel who shot protesters at Lekki
toll gate used ‘blank ammunition.

Usman in an interview with Arise News said the
blank ammunition used to disperse protesters
has little or no effect on its target.
Recall that the Army had earlier denied that its
officers were present at the scene of the
shooting.

But on Wednesday, the 81 Division of the
Nigerian Army (NA) revealed that the Lagos
State Government invited the military to
intervene during the End SARS protests.

Speaking on Thursday Usman said, “If you look
at the canisters, they were blank ammo and
blank ammo don’t even kill. At a close range,
maybe 100metres – maybe it will have some
pigmentation on your skin.

“Remember the military are armed and by the
nature of their training, they are trained to
kill and I think the military in its wisdom
instead of using live ammunition decided to use
blank armour which is meant for training.

“I think they should be commended for that
otherwise there would have been serious
collateral damage, but they were professional
enough to have done that.”

One of the 1,993 inmates who escaped during the jailbreaks at Oko and Benin prisons in Edo state has been arrested for murder.

TheCable had reported how the inmates fled the prisons during the crisis that trailed the #EndSARS crisis.

While parading 126 suspected criminals on Wednesday, Babatunde Kokumo, Edo commissioner of police, said 10 of the suspects were the inmates who escaped earlier.

He said the inmates immediately returned to crime and were re-arrested by the police.

“We have commenced actions against the criminal elements. It will interest you to know that 10 of the criminal elements who escaped from Oko Correctional Centre on Airport Road, Benin and the Correctional Centre on Sapele Road, Benin were also arrested,” he said.

“One of them, after having escaped from Oko correctional centre, ran back to his village on the same day, to kill the person who stood as a prosecution witness in the case that took him to the correctional centre. He has been arrested and he is among the suspects.

“Another group of three escapees from the correctional centre in Benin also went ahead to snatch a Lexus Sport Utility Vehicle (SUV). Three of them met at the correctional centre and they were caught by the police.


“A set of two escapees equally stole a Toyota Camry car. They also met at the correctional centre. They were arrested by Okada Division of Edo State Police Command. We have a total of ten escapees.

“The guns were also recovered from the criminal elements.”

He assured the people of the state that the police “have the capacity to provide adequate security for their lives and property”

” We are leaving no stone unturned to ensure that there is total safety. Edo residents should go about their lawful businesses without fear of being molested and without fear of criminals coming to wreck violent attacks,” he said.

The commissioner also said five AK-47 rifles; two locally-made exhibit guns; one locally-made gun; one Lexus 330 SUV with registration number KWL 205 AZ; one Toyota Camry saloon car with registration number LSD 231 GD; two bags of 50kg and one bag of 25kg rice and 24 crates of assorted drinks were recovered.

The Pope stated this on Sunday during a
devotion held at St Peter’s Square in Vatican
City, Rome.

The #EndSARS protests, which started as
peaceful demonstrations with the aim of
bringing an end to police brutality, was later
hijacked by hoodlums who wreaked violence
across the country.

Attacks escalated on Wednesday following the
shooting of unarmed protesters at Lekki toll
gate in Lagos on October 20.

Across Lagos and other states across the
country, vehicles, government buildings and
private properties were razed and looted.

Pope Francis, who noted that he had been
following the protests, prayed that the country
would experience peace.

“I follow with particular concern the news
coming from Nigeria about the recent violent
clashes between law enforcement agencies and
some young protesters,” he said.

“Let us pray to the Lord so that any form of
violence might be avoided, in the constant
search for social harmony in the promotion of
justice and the common good.”

President Muhammadu Buhari, on Friday, during
a virtual meeting with former leaders and
security chiefs, said 69 people had been killed
since the #EndSARS protests began.

The president gave the breakdown as 51
civilians, 11 police officers, and seven soldiers.

According to HumAngle, a report published by the
Digital Forensic Research Lab on Thursday noted
that open-source evidence contradicted the
denials of the Nigerian army.



Despite denials by the matter, the videos
showing the killings at Lekki toll gate are real,
it has been reported.

Forensic analysis of videos showing the killing of
protesters at the Lekki Toll Gate area of Lagos
by soldiers on Tuesday as authentic in spite the
Nigerian Army’s classification of the reports as
fake and the Defence Headquarters’ claim that
the footages were doctored.

According to HumAngle, a report published by the
Digital Forensic Research Lab on Thursday noted
that open-source evidence contradicted these
denials.

“Several videos corroborate the location and
presence of Nigerian soldiers at the Lekki Toll
Plaza, a major toll highway toll concession in the
South of Lagos,” said Jean Le Roux, the lab’s
Research Associate for Southern Africa.



“Video footage posted on Twitter place Nigerian
soldiers at the plaza where they are seen
approaching peaceful demonstrators and opening
fire. Subsequent footage shows injured civilians
being carried away from the same location.”
Using four videos, the DFRLab geolocated the
shooting at the toll-gate “despite denials by the
Nigerian military”.

The Nigerian army dismissed local and
international publications reporting on
the #LekkiMassacre as "fake news".

“A different video shows what appears to be
soldiers of the Nigerian Army approaching
protesters where they were stationed behind
plastic barriers. Soldiers approached the group
and opened fire. No warning is heard in the
video. Muzzle flashes indicate that several of
the shots seen and heard here were fired into
the air,” it stated.

It confirmed using features close to the toll
gate and across the channel that the video was
taken “looking into a Northern direction on the
Eastern part of the toll gate, suggesting that
protesters were approached from both the east
and west by law enforcement, as suggested by
some witnesses”.

“Video footage also identified injured protestors
at the same scene. The author of a video
uploaded to Twitter on October 20 shows injured
and bloodied protestors with the author claiming
they were shot by soldiers. As the video pans, a
parking garage to the south of the toll gate can
be seen,” DFRLab continued.



“Another video taken in front of the toll gate
showed several injured protestors being carried
off in the presence of camouflaged soldiers,
presumably the same soldiers seen in the second
video above. At least two protestors are carried
away, while a third is seen on the ground during
the video,” it added.

Geolocation of the last video placed soldiers at
the Southern section of the toll gate’s Eastern
part.

“Despite denials by the Nigerian Army, open-
source evidence links the presence of Nigerian
soldiers at the Lekki Toll Gate at the same time
as the first reports of shooting came in,” the
organisation emphasised.

“Video footage also showed Lekki Toll Gate
protestors, who had been peaceful in the
preceding 11 days, bloodied and injured in the
presence of these soldiers.”

According to Amnesty International, an on-the-
ground investigation revealed that at least 10
people were killed when armed officials of the
Nigerian Army opened fire on the protesters.
“These shootings clearly amount to extrajudicial
executions. There must be an immediate
investigation and suspected perpetrators must
be held accountable through fair trials.

Authorities must ensure access to justice and
effective remedies for the victims and their
families,” it said.

The Federal Government has condemned
Monday’s invasion of the Nigerian
Correctional Service NCoS Custodial
Centres in Benin City and Oko in Edo state,
saying it has begun a manhunt for about 1,
993 inmates who were freed from both
facilities.

Minister of Interior, Ogbeni Rauf
Aregbesola disclosed this in a statement
issued Tuesday in Abuja and signed by the
Director, Press and Public Relations in the
ministry, Mohammed Manga.

According to him, many of the fleeing
inmates are convicted criminals serving
terms for various criminal offences,
awaiting execution or standing trial for
violent crimes.

He said their release is, therefore, a
breach of national security and
constitutes a clear and present danger for
the society.

The statement reads; “Two Nigerian
Correctional Service (NCoS) Custodial
Centres in Benin City and Oko in Edo State
were attacked yesterday by protesters
purportedly under the #ENDSARS aegis,
freeing (at the last count) 1,993 inmates
in legal custody and looting the centres,
including the weapons in their armoury.

“They came in large number, bearing
dangerous weapons and attacked the
officers on guard duty. They were
unmistakable on their mission, which was
to force the cells open, free the inmates
and carry out other nefarious activities.

“The situation has been brought under
control while security in and around the
custodial centres nationwide has been
beefed up. An investigation has commenced
determining the full impact of the attack.

“Peaceful protest is legitimate and
guaranteed as a fundamental right of
citizens, operating as individuals and
groups. However, attacking a custodial
centre is a criminal act which detracts
from the advertised objectives of the
movement and capable of imputing impure
motives to its drivers.

“It must be reiterated that the custodial
centres are high-security zones. The
primary duty of the institution is to keep
custody of convicted criminals and awaiting
trial suspects; this comes before their
reformation. It is integral to the justice
administration system.

“The integrity of the custodial centres is
therefore fundamental to justice. Inmates
of the centres are expected to pay their
dues to society, undergo reformation and
be reintegrated into society as changed-
for-better persons. When this process is
disrupted in any way, the integrity of
justice and societal renewal is subverted,
with dire and unimaginable consequences.

“Most of the inmates held at the centres
are convicted criminals serving terms for
various criminal offences, awaiting
execution or standing trial for violent
crimes. Their being let loose gravely
imperils lives and property. It is an
unacceptable and intolerable threat to
national and communal security.

Government’s primary duty is to protect
lives and property and keep the people
safe. We shall not be shirking in our
responsibility and we shall not disappoint
the people.

“We urge the #ENDSARS protesters to
remain peaceful, embrace dialogue, screen
their rank and file and flush out those
with criminal intents and, more
importantly, steer clear of the custodial
centres.
“This is to assure Nigerians, especially Edo
State residents, that in conjunction with
other security agencies, we have
commenced the tracking and apprehension
of all the escaped inmates before they do
any harm. Anyone who notices any person
or persons that might have escaped from
the custodial centres should, as a patriotic
duty, inform the nearest security agency”.

The Inspector-General of Police, IGP
Mohammed Adamu has ordered immediate
nationwide deployment of anti-riot policemen
to protect lives and property of all Nigerians
and secure critical national infrastructure
across the country.

The anti-riot policemen are the Police Mobile
Force (PMF).

The IGP has also ordered massive deployment of
police operatives to strengthen security around
Correctional facilities nationwide.

A statement issued by Frank Mba, Force Public
Relations Officer, said the orders were coming
on the heels of increasing attacks, including
acts of arson and malicious damage to public
and private facilities as recorded in some
States of the Federation including the Federal
Capital Territory (FCT).

“Consequently, the Commissioners of Police in
the thirty-six (36) States of the Federation
and the FCT are to identify and isolate law-
breakers from peaceful protesters; immediately
arrest and diligently prosecute such
perpetrators of violence in their respective
Commands.

“The IGP notes that twelve (12) suspects have
been arrested in connection with the attacks
and arson on Police Stations in Benin, Edo
State. Five (5) AK-47 rifles earlier stolen from
vandalized Police Stations have also been
recovered,” the statement added.

According to the statement, the IGP called on
members of the public to avail the police with
useful information that could lead to the re-
arrest of the fleeing inmates, unlawfully
released from Correctional facilities.

Meanwhile, the IGP has advised parents/
guardians to prevail on their children/wards to
steer-clear of acts of violence and criminality
as the Force would henceforth exercise the full
powers of the law to prevent any further
attempt on lives and property of citizens.

Obasanjo spoke when he visited Adeyeye Ogunwusi, Ooni of Ife, at his palace in Ile-Ife, Osun state, on Monday.

He described the #EndSARS protest as the product of an extensive agitation by the Nigerian youth.

He said the youths are clamouring for a better life and there are several ways the government can show it understands their plights by making things easier for them.

“More than 65 percent of our population is under within the ages of 18 and 30; they are not only struggling to acquire education, they are also aspiring for the best that life can offer them,” Obasanjo said.

“Some of them didn’t even get educated, while those who are educated are getting frustrated because of lack of opportunities. We must realize that the lid on the boiling steam would have to be removed.

“But, I believe that there are windows of opportunity which the government can explore to show that it cares about the people’s welfare, especially the youth, as the father of the country and particularly, as the father of the youth.

“Fortunately, the president has children and he knows how youths behave. I believe that the opportunities can still be taken to let the youth know that he, as a father, understands their plight and that his government understands their plight and he is ready to make life better for them.”

On his part, Ogunwusi described the protests as a clear message by the Nigerian youths to the government, particularly on the coordinated manner in which the protests were being organised.

He urged the youths to suspend the protests and give the government the chance to fully attend to their demands.

“If you look at the #EndSARS protest, you will see that our youths have what it takes to rule the country,” he said

“Since day one, they have shown leadership, accountability, and a huge sense of responsibility which have sent a clear message to the government.

“Every day at 11:50 pm, they displayed their financial update, and to me, I’m highly amazed by their sense of accountability.

“As a youth leader myself, I am proud that we all have communicated our ideas and it is heartwarming that we have been heard.

“Dear youths, it is time to retreat so as to prevent those with ulterior motives from hijacking the peaceful message of peace.

“The whole world is aware of our peaceful conduct and we must not let some bad elements tarnish this enviable integrity.

“Once again, I wish to urge our youths to stop the protest, for now, and give peace a chance. This will prevent the government from using force.”

Commission.

His sack, which was with immediate effect, was
conveyed in a letter signed by the Solicitor-

Apata (SAN).

The letter reads, “I have been directed to notify
you of your removal as chairman, Governing
Board of the Nigerian Copyright Commission, by
the President of the Federal Republic of Nigeria,

“Your removal is with immediate effect and you
