^^^You're partly right, in that some sections of the Nigerian elite (read- Hausa/Fulani elite, ably assisted by their Yoruba colleagues) that have been in control of decision making at the centre and also controlled the allocation of resources since the early 70's till 2009, have (either consciously or inadvertently) criminally neglected the south east (and south south) in the scheme of things, but have consciously made their regions to be hosts to most federal gov't nation building institutions, industries and kept the centres of commerce and federal governance solely in their neck of the woods; Lagos, for the most part of our life as an independent nation has been propped up by the centre as the nations sole centre for commerce and industry (and for a long time was the only city in the south with int'l airport access).....this in turn has made it a magnet for all Nigerians, foreign investors and multinational companies seeking the market for their goods/services and int'l exposure as well; some deluded fools now reckon it's their individual ethnic effort that has built Lagos up to what it is today and they brag with it to the amusement others.....go figure!

Having said the above, we should shoulder part of the blame for not electing competent and experienced leaders in some of our states.....but allowed thugs and chalartans to take control of the reins of governance; a lot could be done with the little we get from the federal allocation, and from organizing and tapping into the Igbo industrious spirit and private wealth.
