First: buhari is not on vacation, he only went for a private visit. Hence he can rule the country from any where
Second: even if buhari is going for holidays he have the right to hand over or not to hand over as far as the vacation is not up to 21days.

PMB always handed over to Osinbajo AS HE SHOULD, regardless of 21 days. Last time he was gone for a total of 16 days and handed over to Osinbajo as usual. As acting president Osinbajo sacked Lawal Daura, a member of the cabal.
Since that Daura’s sacking over a year ago, the President has not transferred power to Osinbajo again.
