Minister of Power, Works and Housing, Babatunde Fashola Chineme Okafor in Abuja
The new Minister of Power, Works and Housing, Babatunde Fashola on Wednesday reported for duty at the federal secretariat, seeking to continue with reforms in the power sector.
The former governor of Lagos State was received at the ministry with jubilation from staff. He was subsequently received by the Director, Human Resources of the ministry, Mrs Grace Papka and immediately went into a meeting with the directors of the ministry.
Fashola however refused to address the press but a statement from the media head of the ministry, Timothy Oyedeji, said that he stated at the meeting his thoughts on how to bring together activities of all the ministries now under his supervision for effective service delivery.
He was quoted to have said: “We are here to work with you, in solving problems on ground as quickly as possible. We want to know if some of those problems are man-made or systemic.

While Benue groans under severe financial hardship, the state Governor, Samuel Ortom, has shelled out N558.7 million for luxury vehicles for his aides and local government chairmen.
Mr. Ortom came to power with what he called five-pillar agenda, including a promise to create enabling environment for citizens to engage in meaningful businesses.
The governor said in his inaugural address on May 29 that the policy would enhance the living condition of Benue people and in the process reduce over-dependence on government.
The five-point agenda promised good governance and revenue security; agricultural-driven industrialization, improvement in science technology, arts and mathematics, investment in critical infrastructure, and promotion of gender equality and empowerment of women, youth, sports and persons with disabilities.
But a few months into the administration and in what appears to be a departure from the development agenda, Mr. Ortom has bought 13 new Toyota Land Cruiser Prado SUVs for commissioners in the state.
The 13 Prado cars came at a whopping N240.5 million, with each costing the state N18.5million. The governor also bought 43 new Toyota Corolla cars at the cost of N318.2 million, with each delivered at the cost of N7.4 million.
The Toyota Corolla cars were distributed to the 20 special advisers appointed by Mr. Ortom while the remaining 23 went to local government chairmen in the state.
But PREMIUM TIMES checks showed that the costs at which the vehicles were supplied to the state government were outrageous when compared to the prices of similar vehicles on Carmudi, an online car sales portal.
At the online car depot, a company, Auto Ten Limited sold a Toyota Land Cruiser Prado Jeep, 2015 model (Black) for N11 million only, against the N18.5mllion for which a similar car was supplied to Mr. Ortom.
Another dealer, Lanre Shittu Motors, offered the same vehicle for N11 million. However, a new Toyota Corolla 2015 model sold for N5 million against the N7.4 million Mr. Ortom paid for each of the 43 vehicles he bought for his aides and council chairmen.
But apart from breaking his promise of fiscal discipline, PREMIUM TIMES found that the governor violated the provisions of the Revenue Mobilisation, Allocation and Fiscal Commission Act. The RMAFC Act prescribes the remuneration and other perks payable to public officials in Nigeria. Under the law, a state commissioner with an annual basic salary of N1.3 million is entitled to a vehicle loan of N5.3 million, representing 400 percent of the basic income, repayable before the expiration of his or her tenure.
On the other hand, a special adviser to a governor with an annual basic salary of N1.2 million is only entitled to an optional vehicle loan of N5 million, representing 400 percent of the basic salary, to be repaid before the end of tenure.
A local government chairman, under the same law, with an annual basic salary of N908, 312 is entitled to a vehicle loan of N3, 633, 248, representing 400 percent of the annual pay and repayable before the end of tenure.
An official of the state government, who requested not to be named because he was not authorised to speak on the matter, said although the purchases were approved by the State Executive Council, the award of the contract violated some provisions of the Public Procurement Act.
“I am not aware the tender for the purchase of the vehicles were ever advertised as required by the procurement law,” the source said.
When contacted by PREMIUM TIMES, the Chief Press Secretary to the Governor, Tahav Agerzua, confirmed the purchase of the vehicles. Mr. Agerzua said the decision to buy the vehicles was taken by the state executive council and accordingly made public.

The Peoples Democratic Party on Thursday challenged President Mohammadu Buhari to resign as the country’s President for admitting that the nation is broke, saying that his stand was a clear manifestation of inability to steer the ship of the country. Members of the opposition PDP also expressed deep concern over the poor governance posture by the ruling All Progressives Congress in handling key issues affecting the nation since assumption of office four months ago. The opposition party described as “annoying” the Mr. President’s lamentation that the country was broke during his statement last week. Public Secretary of the PDP in Edo state, Mr. Chris Nehikhare who stated this on Thursday during a press conference to review the seven years of Oshiomhole government in Edo state held in Benin the state capital said, it was evident that the Presidency and the APC led administration cannot fix the country and therefore “they should resign”. He challenged the President to show the citizens the account balances of all transactions by previous PDP led government under former President Goodluck Jonathan and the APC led government under him since assumption of office. The national President of Trade Union Congress, TUC, Comrade Bobboi Kaigama, has stated that Nigerians are still waiting for the change President Muhammadu Buhari promised them during the election campaign. Speaking while addressing construction workers at the 10th Triennial National Delegates Conference of the Construction and Civil Engineering Senior Staff Association, CCESSA, in Abuja, the labour leader said government should know that the change mantra of the ruling All Progressives Congress, APC, was not only about anti-corruption war. He said the change should also tackle unemployment, insecurity and among other things. Also speaking at the event, Managing Director of Julius Berger Nigeria limited, Engr. The Department of Petroleum Resources (DPR) on Thursday closed down the depots of Total Nigeria Plc, Dee Jones Limited and Eterna Oil Plc in Ibafon area of Lagos for hoarding over 46 million litres of Premium Motor Spirit (PMS), otherwise called petrol. The agency has also debunked the claims by marketers that there was scarcity of petrol and blamed the tight supply situation on depot owners, who hoard products, thus causing panic buying. While Total and Eterna Oil were hoarding 13.6 million litres each, when DPR’s surveillance monitoring team visited the depot of Dee Jones which was hoarding about 19.5 million litres. However, the General Manager of Dee Jones, Mr. Willy Ikeora, denied that the company was hoarding the product in its depot, stressing that they were loading but not as fast as expected by DPR. The regulatory authority also queried Ascon Oil and ordered the management of the company to appear at the agency’s head office by 3pm yesterday and explain why the company should not be sanctioned for its slow pace of loading tankers, despite the availability of eight million litres in its depot. Integrated Oil and Gas Limited was also directed to speed up the loading process as the company had up to 10.2 million litres of petrol when the agency’s surveillance monitoring team paid an unscheduled visit to the facility. An official of Integrated Oil, who spoke to THISDAY, however stated that they were loading the product slowly so as not to exhaust the available stock as the company was not given import allocation for the fourth quarter 2015 by the Petroleum Products Pricing Regulatory Agency (PPPRA). “In the third quarter 2015, we were given allocation to import 60,000 metric tonnes but we imported 62,000 metric tonnes. It means that our performance was very satisfactory. But can you imagine that despite our performance, a big company like us was not given any allocation in the fourth quarter? If we don’t import product, how will we remain in business and pay salaries? Do they want us to load out the remaining product quickly and close down our depot? That is the situation,” said the official. Addressing journalists during the inspection, the Director of DPR, Mr. Mordecai Danteni Baba Ladan, stated that the sealed depots would pay a fine of N2 million each, while the others should explain why they were loading at very slow pace. “This exercise was embarked upon because of the impression the general public has about product supply and distribution. We have been inundated with a lot of enquiries on the right situation and we have been telling the public that the people should not engage in panic buying because records at our disposal indicate that we have enough of this product. As at yesterday nationwide, we had in stock almost over 300 million litres. The All Progressives Congress has dismissed claims by the opposition Peoples Democratic Party that it was deceiving Nigerians. He was reacting to a statement credited to the PDP in which the opposition party was accusing the APC of deceiving Nigerians on its promise to pay N5,000 stipend to unemployed Nigerians. The People’s Democratic Party, PDP, in its attempt to dissuade money bags from funding the party has affirmed that there will be no mre automatic ticket for serving Senators, Governors and House of Representatives members. DAILY POST recalls that the party under the former chairman, Alhaji Adamu Mu’azu had in the March/April general elections granted automatic tickets to the immediate past President Goodluck Jonathan and its serving governors who were seeking re-election. The PDP’s acting chairman, Prince Uche Secondus while speaking with newsmen at the party’s national secretariat shortly after receiving the country’s director of International Republican Institute, IRI, in Abuja said there would be no automatic ticket under his watch as could be seen in Kogi and Bayelsa where the two serving governors seeking re-election; Governors Idris Wada and Seriake Dickson, went through the normal routine of party primaries. According to Secondus, there is no provision for automatic ticket in the constitution of the party and as such, it is implementing what he termed zero expenses primary elections which is part of the reformation which would eliminate the influence of “money bags who tend to manipulate the party activities with their resources.” Secondus observed that though the party had gone wrong in the past but under his watch, few individuals would not be allowed to fund and hijack it, adding that members should do their biometric registration and pay their dues as the funds generated will be used to run the activities of the party. He urged the new chairman of the Independent National Electoral Commission, INEC,Professor Yakubu to conduct transparent, free and fair elections in Kogi and Bayelsa governorship polls slated for November 21 and December 5. “There will be no automatic ticket for anybody under my watch. There will be no influence of money bags. Zero expenses primary election is key and we are doing that; we have conducted the best primary elections in Kogi, we have also done it in Bayelsa. “We are eliminating the issue of money bags funding the party; we are returning the party to the ordinary man on the street. South African power utility, Eskom, does not expect to implement electricity blackouts until April 2016, its chief executive told parliament on Wednesday. Embarking on a massive maintenance programme to keep its ageing coal-fired power plants running, Eskom was earlier this year forced to implement power cuts known locally as “load shedding”. However, the utility has only cut power to certain areas for only two hours and 20 minutes in the past 87 days. “We will continue to supply the country’s electricity and maintain our plant with minimal or no load shedding,” Brian Molefe said. The Governor of Sokoto State, Aminu Tambuwal yesterday assured that the All Progressive Congress, APC, would win the Bayelsa State governorship election despite the controversies which trailed the party’s primary election in the state. DAILY POST recalls that the governorship primaries was marred by allegation and counter-allegations which led to the cancellation of the first one necessitating the conduct of a second primary. Shortly before that one of the leading aspirants, Timi Alaibe, withdrew from the race in the interest of the party but his supporters in their hundreds are reported to have now now defected to the Peoples Democratic Party, PDP. But in an interaction with newsmen at the APC secretariat in Abuja, Tambuwal stressed that the party would ensure that every APC member in Bayelsa State worked towards its success at the polls. Tambuwal expressed confidence that the Governorship Campaign Council set up by the party would deliver the state to APC come December 5, adding that victory in a free and fair election in the state is sure. The Governor of Ekiti State, Mr. Ayodele Fayose has apologised to primary school teachers in the state over some “mix-ups” in the payment of their last month’s salary. This was contained in a statement signed by his Chief Press Secretary, Idowu Adelusi. Fayose was quoted as saying, “Even though the mix-up was from the State Accountant General’s office but as the state governor, I take responsibility. “I want to apologise for the inconsistency and problems encountered in crediting the accounts of some primary school teachers, it was after my broadcast few days back that I got a lot of text messages from some teachers that were affected. “I sincerely want to apologise, I have gotten to the root of the matter, I have found out that there were mix-ups here and there, the accounts were credited and later withdrawn for carelessness in the Accountant General’s office. For whatever it is, I take responsibility. Biogas from human waste has the potential to generate electricity for millions of homes while improving health and protecting the environment, a UN University institute said on Tuesday. The biogas potentially available from all the human waste in the world would be the equivalent of up to 9.5 billion dollars worth of natural gas a year. This volume of waste could produce electricity for as many as 138 million homes, the U.N. Institute for Water, Environment and Health (UNU-INWEH) said in a study. In low-income countries, the use of biogas – generated by bacteria breaking down the waste – could finance development, it said. “When it comes to creating misery and poverty, human waste mismanagement has few rivals,” Zafar Adeel, UNU-INWEH director, said in a statement. “If we can demonstrate a simple, cost-effective new approach in low-resource settings … we can advance development, protect the environment and help reduce sanitation problems,” he said. The residue from treated waste could, on a global scale, produce two million tonnes a year of ‘solid’ fuel that could substitute for coal and charcoal. This discovery will be saving trees and protecting the environment, the report said. “Challenges are many, but clearly there is a compelling, multi-dimensional financial case to be made for deriving energy from waste,” said Chris Metcalfe, a co-author of the report. Almost one billion people around the world defecate in the open, according to the UN. If their waste was collected and used to produce biogas, it could generate electricity for 10 million to 18 million households. Such waste would be worth 200 million to 376 million dollars per year, the UNU-INWEH report said. NDLEA arrests two women at Murtala Muhammed International Airport
The National Drug Law Enforcement Agency has arrested two women for attempting to smuggle cocaine and cannabis out of Nigeria.
The women were arrested at the Murtala Muhammed International Airport for attempting to smuggle 4.450kg of cocaine to India and 7kg of cannabis to China, respectively.
This was contained in a statement issued in Lagos on Monday by the Head, Public Affairs of NDLEA, Mr. Mitchell Ofoyeju.
The statement said both suspects, Modinat Alake and Chizoba Mbonu, were apprehended by officers of the agency at the Murtala Muhammed International Airport in Lagos.
In the statement, the NDLEA Airport Commander, Mr. Ahmadu Garba, said Alake was a trader while Mbonu was working as a clearing and forwarding agent.
The statement quoted Garba as saying that “Chizoba is a second offender as she was first apprehended in 2013 for attempting to export a luggage containing narcotics.”
The statement said the suspects were currently assisting narcotic investigators with facts relating to the hard drugs.
It stated that the suspects would soon be arraigned[/s]. |

Edo State Governor Adams Oshiomhole has said government will not use workers’ taxes to pay those who chose to stay at home for months on a strike that is ill-informed. Speaking at the 2015/2016 Legal Year of the state’s Judiciary, the governor said the law was clear that a worker who embarks on strike will forfeit his wage, in a veiled reference to his insistence not to pay workers of the state judiciary, who embarked on seven-month sympathy strike with the national union. It would be recalled that workers under the aegis of Judiciary Staff Union of Nigeria, JUSUN, in the state had embarked on a 7-month strike to press home their demand for financial autonomy for the judiciary. The governor, who said represent state was proud of her judicial arm, said “we in the executive in Edo State have utmost respect for the judicial arm on account of the courage and hard work you have displayed.” The governor said his administration would build more courtrooms before the end of his tenure so that more judges could be posted to the state to ensure speedy dispensation of justice. On taxation, Oshiomhole said the state would be firm in its collection of taxes as is the case the world over. According to him, “the rich must be ready to pay taxes and this government will ensure that the rich in this state pay taxes. We will collect them within the law, and if they don’t pay, we will push it to the highest level that we can.
