This happened to a friend.

He attempted to transfer a sum of money #70000 to someone yesterday, but somehow, by mistake, the money was transferred into a strange account.

He was at the bank this morning to lodge a complaint, but he was advised at the bank to use a friendly approach in retrieving the money back from the owner of the account that the money was transferred to, since he was the one that sent the money by himself

He has been calling the guy ever since, but the guy has been elusive in his response, saying something like; I will only resend it when it pleases me, let me think about it and all sort of vague response.

Pls, is there any thing that can be done to recover this money?

What you call "scantily dressed" in your region is a mode of dressing in another location and the men there don't go around raping women. Men go around putting on only boxers during the day and women admire them but let them be. We should all learn to exercise such self control as well.
