Yes but since he's married he has to state it and I don't think he can switch back to spouse accompanying after getting ITA. Even if he can his score will be recalculated.
Saying he's single when he's married is misrepresentation.

But the points he will get as married with non-accompanying spouse will be same as single applicant. Declaring that the spouse will accompany post ITA will reduce his points too as CRS will be recalculated. No?

Yes, but if you add her post ITA, your score will be recalculated and if the point is lower than the cutoff CRS with which you got ITA, your application will be denied.

You can evaluate only your Masters to avoid sending SSCE.
