Firstly, Gowon released Awolowo in August 4, 1966. That is almost a year before the Biafra war started.
Lieut Col. Gowon was the head of state of Nigeria at that time and he superintended over all the lands and seas of Nigeria in 1966 including the eastern region.
If you had a normal IQ, you would have known that Awolowo was a federal prisoner. Had it been Ojukwu released him from prison, he would have been picked up by the federal troops the moment he set his foot in Lagos. To give you an example, If Ikpeazu releases Nnamdi Kanu from prison in Abia, won’t the FG police and DSS arrest Kanu the moment he sets his foot in Abuja?
Also, Biafra war started in July 1967, that is only the time when Ojukwu has maximum control of the defunct eastern region. If Awo was released during this time, then we would have said Ojukwu masterminded his release.

The problem was that Gowon insisted that it would be his military government that would conduct the distribution themselves and Ojukwu could not take that risk. It would have been suicide for Ojukwu to have allowed armed Nigerian Soldiers into Biafra under the guise of food distribution, those Soldiers could easily have launched an attack on Biafra its self
It was the government of Nigeria's duty to see that aid gets into Biafra as it is well known that aid organisations such as red cross and the United nation will not smuggle weapons for nobody.

Now, answer these questions;
1) Which Government said no? Was it the Government of Biafra or the Federal Government of Nigeria?
2) Why did Biafra allow Nigeria to determine Biafran access to the sea?
3) Did Biafra consider how she will feed her teeming population during the war without relying on the cooperation of Nigeria?
4) Did the FG have right to determine what come and go out of Nigeria?

Banjo was in jail throughout the 6 months of Ironsi's regime.
What some people may not know is that Ojukwu actually helped Banjo, and Banjo repaid Ojukwu with treachery. Ojukwu ordered Banjo's release after Ironsi's death, gave Banjo an apartment at Government House Enugu. When Ojukwu declared Biafra, he promoted Banjo to Brigadier in the Biafran Army and charged him with the task of capturing Lagos
Banjo, Ifeajuna, Alele and Abam all plotted to remove Ojukwu. What Banjo did not know was that one of the people he recruited into the plot, Major Bernard Odogwu, was loyal to Ojukwu. It was Odogwu who recorded Banjo and other plotters in a meeting where they were putting finishing touches to their plans and took the evidence to Ojukwu. All 4 men were arrested and faced a tribunal where the tape was played. All 4 men were found guilty of treason and executed
Bernard Odogwu survived the war and wrote a book called "No place to hide: Crises and conflicts inside Biafra"
In this book, Odogwu detailed not only Banjo's plot to overthrow Ojukwu, he also included the transcripts of Banjos trial
