Though it has appeared before, it think this is a new development. I know for sure that the Biafran livre/lira/pound is still legal tender in some francophones and for the exchange rate to be variable means its very much in use.
The last article about it said the exchange was about NGN800 to a livre..now its about NGN368 to a livre.
In Afrika excluding the northern parts of it,majority of Nigerians living in other parts of Afrika are Igbos.
