BeautifulMind2: Nigeria is still perceived as a country deep in corruption without clear policies to address the menace, Transparency International said on Tuesday.The anti-corruption campaigner released its 2018 Corruptions Perceptions Index (CPI) Tuesday, finding Nigeria has “neither improved nor progressed in the perception of corruption in the public administration in 2018.” The Civil Society Legislative Advocacy Centre (CISLAC), Transparency International Chapter in Nigeria, said in a Tuesday morning statement to PREMIUM TIMES that “Nigeria scored 27 out of 100 points in the 2018 CPI, maintaining the same score as in the 2017 CPI.” In the country comparison, Nigeria ranks 144 out of 180 countries this year as opposed to 148 out of 180 countries in the 2017 CPI, the group added. Nigeria is thus still perceived as highly corrupt, and although the ranking shows that Nigeria moved up four (4) places, it only means that four other countries have scored worse while Nigeria stagnated. The Corruption Perceptions Index (CPI) aggregates data from a number of different sources that provide perceptions by the business community and country experts of the level of corruption in the public sector. The report may receive another knock from the Nigerian government, which often castigated past reports of the organisation. President Muhammadu Buhari dismissed the 2017 findings of Transparency International, suggesting that the group’s findings were politically-motivated to deface his administration. The president said his administration has done creditably well in stamping out corruption in the country, especially through its much publicised anti-corruption drive that has seen several politicians associated with the last administration of Goodluck Jonathan arrested. Vice President Yemi Osinbajo, however, took a different approach to the 2017 report, which was released in February 2018, saying the government had taken it in good faith and would work to improve on its corruption perception by adopting some of the recommendations.
Transparency International, however, rejected allegations of bias in compiling its report, saying it follows strict aggregation standards which had earned it tremendous credibility amongst countries across the world in its 25 years.
In the case of Nigeria, the composite score consists of sources which include:
1. African Development Bank Perception Survey, 2.Bertelsmann Foundation Transformation Index,
3. Economist Intelligence Unit Country Ratings,
4. PRS International Country Risk Guide,
5. World Bank Corruption Perception Assessment,
6. the World Economic Forum Executive Opinion Survey;
7. World Justice Project Rule of Law Index and
8. Varieties of Democracy Project.
“All are impartial, well-respected, statistically significant and evidence-based sources,” the group said. Transparency International in its 2017 report identified public procurement fraud as constituting a large chunk of corruption in public service and recommended immediate constitution of public procurement council as one of the ways to address the menace. Some top administration officials responded by promising to establish the council promptly as recommended by the Public Procurement Act 2007. Over a year on, however, the council has not been constituted, and procurement remained enmeshed in suspected fraud. In December 2017, shortly before Transparency International published its report, PREMIUM TIMES reported that Mr Buhari has followed his predecessors in violating the procurement law by failing to constitute the council and allowing non-transparent contracts to pass through. The presidency, in a statement by Garba Shehu, replied at the time, claiming the committee was being constituted and would kick off within weeks, a claim that turned out false. Transparency International’s Nigerian arm, CISLAC, strongly believed that eliminating corruption from public service would propel Nigeria’s economic standing amongst the rest of the world. In its latest statement, CISLAC repeated some of its past antidotes for corruption as follows: – Strengthening the institutions responsible for maintaining checks and balances over political power, and ensuring their ability to operate without intimidation. Closing the implementation gap between anti-corruption legislation, practice and enforcement.
– Supporting civil society organisations which enhance political engagement and public oversight over government spending, particularly at the state and local level.

The National Chairman of the Peoples Democratic Party, PDP, Prince Uche Secondus has said that President Muhammadu Buhari's desire is to head all the three arms of government and turn a full blown dictator.
Prince Secondus told jubilant party supporters at the Godswill Akpabio stadium, Uyo, Akwa Ibom state on Monday that President Buhari's ambition is to be Chief Judtice, Senate President and the Speaker of the House yet he claims to a converted democrat.
The National Chairman who led the PDP, Presidential Campaign Council and the party's Presidential candidate Atiku Abubakar and his team to Akwa Ibom state said that the country is distressed and going through most difficult time under Buhari's watch.
According to a statement from his media office signed by Ike Abonyi, Prince Secondus said that all actions of President Buhari so far have become a huge threat to democracy and national cohesion.
"The President wants to be everything, so that he can jail whoever he wants, if he fails to reverse the suspension of the Chief Justice of Nigeria, CJN, Justice Walter Onnoghen, something will happen, God will reverse it.
The National Chairman said that the situation in the country at the moment is precarious and the World is aware that All Progressives Congress, APC, and President Buhari want to destroy the country but we can no longer keep quiet.
He said that PDP is Akwa Ibom 100% warning that anybody trying to play God will be brought down by God. 'You rig election in Akwa Ibom, you rig your head'
The Presidential candidate Atiku Abubakar also told the colorful mammoth crowd that the in-coming PDP Presidency will restore and make this economy work again.
He said that his Presidency will creat job and combine with other good heads in the country in the area of economy like the Akwa Ibom State Governor Emmanuel Udom to put the country in the right path again.
The Vice Presidential candidate Peter Obi whose wife, Margaret is from the state told the people that time has come to put Nigeria in the hand of the person who can create job and remove hunger in the land.
The Akwa Ibom state, Governor Udom, assured the PDP and the Presidential candidate that come February 16, the state will give him overwhelming votes.
The Governor said that PDP is a religion in the state and will demonstrate it by February 16 and March, 2. 2019..

National Security: Atiku will take responsibility- Secondus, Obi

The National Chairman of the Peoples Democratic Party, PDP, Prince Uche Secondus has said that the government of President Muhammadu Buhari is collapsing because he is not in charge and takes no responsibility in the leadership of the country.
Prince Secondus said that the government is under performing in all sectors because the commander in Chief whom the bock ends on his table is not available to take vital decisions.
Speaking at a special conference on security organized in Kaduna by the PDP Presidential campaign Council as part of the on going national campaign, Prince Secondus said that Nigerians should not expect any surprise from a President who works only three hours in a day and sleeps out the rest.
"The reason why the APC administration is not performing because the President sleeps most of the man hour and leaves governance in the hands of cabals who do what ever they like.
The National Chairman said in statement from his media office signed by Ike Abonyi that ruling over 200m people requires a 247 leader not one who sleeps most of the time.
Prince Secondus noted that the security situation in the country got worse under President Buhari's watch because it's an area that requires that the Commander in Chief must be fully in charge to take responsiblilty.
The National Chairman told the conference that PDP administration under Atiku Abubakar is coming up with robust security policy that will respond to the changing dynamics.
He disclosed that the policy will ensure that there are adequate investment in technology to update nation's security structure to include having a war situation room at the seat of power for quick response to local and international security challenges.
Also speaking at the occasion while responding to questions from the audience, the Vice Presidential candidate of the PDP, Peter Obi said that Atiku Presidency will address the nation's security challenges from the root.
Obi said that Atiku's resolve to restructure Nigeria is derived from the fact that the current system cannot produce a just society and unjust society breeds anger and violence which leads to insecurity.
Another area that causes insecurity is unemployment which Atiku Presidency is taking as a Cardinal program if this country is to be rescued.
The Senate President and the Director General of the Presidential campaign council, Senator Bukola Saraki charged the people of Kaduna and and other North West states to vote for Atiku and the PDP to help rescue this country.
The security conference which attracted top PDP leaders and a cross section of the society including security experts reviewed the security situation in the country.

The National Chairman of the Peoples Democratic Party, PDP, Prince Uche Secondus has commended the United States and the United Kingdom for standing up for democracy through their strong cautionary statement that would encourage and enhance free and fair election in Nigeria.
Prince Secondus said that the position of the two nations is a huge boost for the sustenance of democracy in Nigeria given the rigging body language being displayed by the ruling All Progressives Congress, APC, ahead of the general election.
But the National Chairman in a statement from his media office signed by Ike Abonyi, said they should go further in their threat and order sanctions against this government because the rigging has already started with the brazen attempt to force out the Chief Justice of Nigeria CJN, Justice Walter Onnoghen and install a 'friendly and amenable' person that would help them manipulate the electoral process.
Prince Secondus said that the illegal action of the government under the watch of President Muhammadu Buhari and the Attorney General of the federation Mallam Abubakar Malami SAN, to intimidate, harass and throw away Justice Onnoghen is a foundation for election rigging.
"Because of their plot to manipulate the electoral process and being unable to face the legal consequences of such action from an independent judiciary, they have gone ahead brazenly to malign and discredit the Judiciary.
The National Chairman said that the global democratic watchers like the US and the U.K. should take a copious interest in a government that goes out to destroy other arms of government on their way to destroying all ingredients of democracy.
Prince Secondus recall the 2016 breaking in of the homes of Judges and Justice at the dead of the night and the August 8, 2018 attempt to hijack the legislature by using security operatives to block the gates of the National Assembly and says that all are signs to cage democratic process in the country.
The National Chairman said that the contributions of these two nations to the development of the democracy in our land is enormous and they should not just stay and watch it being destroyed by a government that is not disposed to democratic norms.
"The signs are apparent of the anti-Democratic posture of this government, none observance of the rule of law, disregard to court orders and the limiting of free speeches and arbitrary use of security agents to concoct and frame up perceived enemies.
Prince Secondus said that election rigging is not limited to Election Day activities only pointing out that the APC has already set the machinery in motion with all efforts to weaken and intimidate critical players.
The National Chairman said that in the coming days ahead of the election, special attention should be paid to the activities of some APC stakeholders in Abuja, Lagos, and Kaduna including two serving Ministers who are part of the nefarious APC rigging machine.
