Fashola, who disclosed this while speaking at the Nextier Power Dialogue on Wednesday night in Abuja, told his listeners that there were problems in the power sector, but reminded them that it was not the Federal Government’s problem if citizens in the country do not have electricity, especially since the sector was privatised. He said, “There are problems without a doubt and we must deal with them. But let me remind you, all of the assets that the Ministry of Power used to control for power have been sold by the last administration before I came. And so if you don’t have power, it is not the government’s problem. Let us be honest. “The people who are operating the power sector, generation and distribution are now privately owned companies. I am here because I am concerned. If your telephone is not working, it is not the minister of communication that you go to. Let us be very clear.” The minister added, “So for those of you who want to weaponise electricity, face the businessmen who have taken it up. Let us be honest. If your bank over-charges you interest, is it the minister of finance you go to? So let’s be clear. This is now a private business by Act of parliament 2005. “My role is regulatory, oversight and policy, but I have a problem which is the fact that I can’t see a problem and turn my back, so I’m getting involved. So the people you should be talking to about transformers is not me, the ministry doesn’t supply transformers anymore.” Fashola further defended his position after another participant at the dialogue insisted that the minister supervises the ministry and that the Gencos and Discos were players under the FMPWH. Taking a cue from the analogy given by the participant while answering the question asked, the minister said, “I think that NERC (Nigerian Electricity Regulatory Commission) is the referee of the game. I am FIFA (Federation of International Football Association). And it is not right as you said that FIFA gets involved, because whether the referee makes a mistake or not the goal stands. “So the FIFA man does not enter the field to say go and change the result, but it’s an interesting analogy that I’ve also contemplated in my head and that’s why you didn’t catch me by too much surprise. However, it is important to allow the referee to continue to decide the game because investors like to know who decides.”

The All Progressives Congress members in the House of Representatives and their counterparts in the Peoples Democratic Party on Wednesday traded words over the decision of President Muhammadu Buhari to withhold assent to the Electoral Act (Amendment) Bill.
While the APC Caucus of the House of Representatives emerged from a closed-door meeting on Wednesday to back Buhari’s decision with a vow to ensure that the National Assembly’s planned move to override the President’s veto failed, their PDP counterparts said the President’s action was against the interest of the country and they would challenge iThe APC caucus described the bill, which was the fourth version the National Assembly would pass and transmit to the President, as an “imperfect document.
Leader of the caucus and Majority Leader of the House, Mr Femi Gbajabiamila, who addressed journalists in company with other members, argued that the National Assembly could not override Buhari’s veto, especially as the President also pointed out clerical errors in the bill.

Asked about the agenda of the meeting, Gbajabiamila said, “It was a one or two-point agenda. What is in the front and centre right now is the electoral amendment law, which the President has not signed and there are calls for us to veto same. But let me say very quickly: perhaps, a lot of people don’t understand the import and the implication of signing an imperfect document.
“If the document is imperfect and you can read it or interpret it anyhow, or if a clause was removed when it should have been there, then you can’t even override an imperfect document. You have to first of all amend that document and start the process all over again, and send it back to Mr President.”
The lawmaker further argued that even though the President cited the reason for vetoing the bill, the constitution does not compel him to explain his decision.
“Mr President has done well. If you study the constitution very well and if you look at Section 57, it does not oblige him to give any reason for veto. All he has to do is return it and say, ‘I am withholding my assent.’ He doesn’t have to give you any reason. But every time he has done that, he has brought forward cogent and verifiable reasons why he is not signing it.
“On this particular one, I believe the thrust, spirit and the reason why Mr President has refused to sign it, which we identify with, is that every vote must count in Nigeria. We have been mouthing this thing and singing this thing for ages.”
Gbajabiamila recalled that the APC lawmakers had while debating the bill, warned against making electronic accreditation of voters in an election compulsory as the bill intended.
He said, “It forecloses manual registration. When you do that; we were all witnesses to what happened in the last election; even the sitting president could not be accredited. So, what Mr President has done is to protect everybody in Nigeria.
“Yes, do your electronic accreditation but make room for the possibility – and a very strong possibility too – where such will not work. It is something that happens every day in the banks. Jammers can even be brought in to jam it. Millions will be disenfranchised and you and I don’t want that.”
Gbajabiamila also cited the Economic Community of West African States protocol “that everybody has been talking” about as worthy of consideration.
He said, “I think the National Assembly should perfect the document and send it back, Mr. President will sign it. There is no question about it. That is our position. Punctuation, a dot or a line can change the meaning of a provision in a law. Just a single ‘coma’ can change the meaning and make it ambiguous. We don’t want that.”

This was contained in a statement by Laolu Akande, Senior Special Assistant to the President, Media and Publicity, Office of the Vice President, on Monday in Abuja.
Fielding questions from a cross-section of Nigerians in Germany on Sunday night, Mr Osinbajo said that those who made away with the nation’s resources should be made to account for it.
He said that to move forward, such massive corruption should not be allowed again.
“The greatest problem Nigeria has is one of grand corruption; that is the biggest problem we have; not the problem of planning or plans; and grand corruption is the reason why we are not moving as fast as we should in our country.
“There is no country in the world that can survive if its resources are stolen the way Nigeria’s resources are stolen.’’
The vice president said that most of the issues raised by the Nigerians in Diaspora at the meeting over lack of energy, infrastructure, quality and extensive health care services, education and security were traceable to the management of resources.
He called on Nigerians to hold leaders accountable for the nation’s wealth.
The vice president responded to over 30 questions at the town hall meeting in Berlin, described by many of the attendees as the first of its kind since 1999, when civil rule was restored in Nigeria.
Mr Osinbajo stated that one of the key issues the President Muhammadu Buhari’s administration was dealing with in partnership with European leaders was the repatriation of the country’s stolen assets stashed abroad.

Nigeria's minister for Information, Alhaji Lai Mohammed has said that President Muhammadu Buhari will roundly defeat the Presidential candidate of the Peoples Democratic party, PDP, Atiku Abubakar in the 2019 general Elections.
PoliticsNGR learned that the minister made this comment on Monday while briefing newsmen on current developments in the nation. He also reacted to the recent rejection of the Electoral Amendment bill by President Buhari, advising Nigerians to accept the reasons the President gave for his decision.
He further stated that despite the support of Ex-President, Olusegun Obasanjo, Atiku would be 'roundly and comprehensively' defeated. He said;
“With due respect to Obasanjo, it is his fundamental right to support any candidate of his choice and we hereby encourage and urge him to go all out and campaign vigorously for Atiku Abubakar and we wish him the best of luck in his choice and political pursuit. But we assure him that his candidate will be roundly and comprehensively defeated by Buhari.

President of the Senate, Bukola Saraki, read the President’s letter at the Tuesday Plenary.
President Buhari’s letter to the senators reads: “Pursuant to Section 58 (4) of the Constitution of the Federal Republic of Nigeria 1999 (as amended), I hereby convey to the Senate, my decision on 6th December 2018 to decline Presidential Assent to the Electoral (Amendment) Bill, 2018 recently passed by the National Assembly.
“I am declining assent to the Bill principally because I am concerned that passing a new electoral bill this far into the electoral process for the 2019 general elections, which commenced under the 2015 Electoral Act, could create some uncertainty about the applicable legislation to govern the process.
“Any real or apparent change to the rules this close to the election may provide an opportunity for disruption and confusion in respect of which law governs the electoral process.
“This leads me to believe that it is in the best interest of the country and our democracy for the National Assembly to specifically state in the Bill that the Electoral Act will come into effect and be applicable to elections commencing after the 2019 General Elections.”
Continuing, Buhari explains, “It is also important for the following drafting amendments to be made to the Bill:
”A. Section 5 of the Bill, amending section 18 of the Principal Act should indicate the subsection to which the substitution of the figure ’30” for the figure “60” is to be effected.”
“B. Section 11 of the Bill, amending Section 36 should indicate the subsection in which the provision is to be introduced.
“C. Section 24 of the Bill which amends Section 85(1) should be redrafted in full as the introduction of the “electing” to the sentence may be interpreted to mean that the political parties may give 21 days’ notice of the .. intention to merge, as opposed to the 90 days provided in Section 84(2) of the Electoral Act which provides the provision for merger of political parties.”
“D. The definition of the term “Ward Collection Officer” should be revised to reflect a more descriptive definition than the capitalized and undefined term “Registration Area Collation Officer.”
The President concluded his letter with greeting to the lawmakers: “Please accept, Distinguished Senate President, the assurances of my highest consideration.”
After Saraki finished reading the President’s letter, Senate Leader moved that all items on the Order Paper be stood down to another legislative day.
Minority Leader seconded the motion and the Plenary adjourned to Wednesday, 12th December, 2018.

According to Osinbajo, Buhari belongs to those who want to use the country’s money for the common good.

Meanwhile, the International Criminal Court (ICC) has commenced investigation into deadly clashes between Fulani herdsmen and farmers in North-central Nigeria to determine if war crimes have been committed. In the report released Wednesday night, Nigeria is ranked only below Iraq and Afghanistan, which also retained their first and second positions respectively. The deadly activities of Boko Haram and Fulani herdsmen were said to have caused the death of thousands of Nigerians, saying the state that were worst hit in the attacks are Plateau, Benue, Zamfara, and Taraba, among others. The report, however, noted that when compared to the peak of “terrorist deaths” in 2014, “the largest falls in the number of deaths occurred in Iraq, Nigeria, and Pakistan, with falls of 6,466; 5,950, and 912 deaths respectively.’’ According to the report, ‘’Boko Haram, once the world’s deadliest terror group, has experienced a significant decline since its peak in 2014. However, the group remains the most active terrorist organisation in Nigeria and until 2017, was the deadliest terror group in sub-Saharan Africa. ‘’Nigeria’s counterterrorism response in combating Boko Haram has been interrupted by the emergence of other extremist groups, most notably the Fulani herder extremists. ‘’The Fulani herder extremists have attacked civilians and military forces in the country. However, the sizeable drop in deaths and terror incidents since 2014 indicate the success of Nigeria’s Civilian Join Task Force and international coalitions. ‘’Alongside its counter-insurgency plan, the Nigerian government also struggles with negotiations and reintegration efforts regarding its long-term strategy to deal with Boko Haram and its associates.” The recent deadly activities of Boko Haram and armed men led to the killing of over 100 troops in Metele, Borno State and dozens of policemen in Zamfara State. ICC Investigates Herdsmen-Farmers Clashes In another development, the International Criminal Court (ICC) has commenced investigation into deadly clashes between Fulani herdsmen and farmers in north central Nigeria to determine if war crimes have been committed. In its 2018 Report on Preliminary Examination Activities released yesterday, the Office of the Prosecutor, ICC stated that between 2017 and 2018, new crimes were alleged in the context of the armed conflict between Boko Haram and the Nigerian Security Force (NSF) and with respect to communal violence in Nigeria’s North-central and North-east geographical zones. The report summarised the preliminary examination activities conducted by the Office between December 1, 2017 and November 30, 2018. In a report it released last year, the court found that both Boko Haram and Nigerian security forces had committed war crimes. The new report obtained by our correspondent states: “Furthermore, the Office received communications on attacks allegedly carried out by Fulani herders and Christian settlers in the context of the violence in Nigeria’s North-central and North-east geographical zones. “This violence, which has been observed by the Office since 2016, is often referred to as a conflict between Fulani herders and Christian farmers, stemming from limited access to water, land and other resources. “The escalation of violence in late 2017 and 2018 is reportedly the result of the rise of ethnic militias and community vigilantes and the passage of grazing laws in some of the affected states that reportedly imposed restrictions on herders, among others. Militias are also reported to have clashed with NSF deployed in the affected area to address the deteriorating security situation. “Some of the attacks on civilians were allegedly committed by criminal gangs involved in cattle-rustling that were subsequently blamed on Fulani herders. “The Office has reviewed these communications and continues to gather additional information to determine whether there is a reasonable basis to believe that the crimes allegedly committed in this context fall under ICC jurisdiction.” ICC also noted that Boko Haram continued to engage in conduct that fell within the potential cases identified by the Office in 2015, relating to the commission of crimes against humanity and war crimes under the Rome Statute. This, it said, included “attacks against women and girls and attacks against education (including schools, teachers and schoolchildren). UNICEF estimates that in the last nine years, at least 2,295 teachers have been killed and more than 1,400 schools have been destroyed in northeastern Nigeria. On February 19, 2018, 113 girls from the Government Girls’ Science Technical College in Dapchi, Yobe State, were allegedly abducted by Boko Haram. The group later released 107 of them, while five reportedly died during the abduction and one remains captive. Boko Haram also reportedly continued to intentionally target buildings dedicated to religion. “For example, on November 21, 2017, an alleged Boko Haram suicide attack on a mosque in Mubi, Adamawa State, reportedly conducted by a young boy, caused the death of at least 50 persons.” The report also said that there were further allegations on new crimes by Boko Haram, such as attacks against personnel involved in humanitarian assistance and taking protected persons as hostages. It stated that on March 1, 2018, Boko Haram members allegedly attacked the town of Rann, Borno State, killed, among other victims, three humanitarian workers and abducted three female health workers, two working for the International Committee of the Red Cross (“ICRC”) and one for UNICEF. Reportedly, the ICRC health workers were then murdered in September and October 2018.” ICC said it was also analysing information related to new allegations implicating the NSF. In particular, different sources reported on alleged sexual violence against women and girls in camps of internally displaced persons in the north-east Nigeria which are under the control of the NSF and the Civilian Joint Task Force. The crimes allegedly committed in this context fall under ICC jurisdiction. ICC noted that armed conflict in Nigeria continued during the reporting period. It stated that at least three factions of what is jointly referred to as Boko Haram currently operate in Nigeria and the Lake Chad region bordering Niger, Chad, and Cameroon. These include the Boko Haram faction led by Abubakar Shekau, the Ansaru splinter group and the ISIS-supported Islamic State West Africa province led by Abu Musab Al-Barnawi. It said: “Whereas the intensity of the hostilities between the NSF and the different Boko Haram factions was lower than in previous years, military operations against Boko Haram in the North-east of Nigeria continued under Operation Lafiya Dole. “Boko Haram also continued to engage the NSF and to launch further attacks against the civilian population. It is estimated that the armed conflict resulted in over 2,000 deaths during the reporting period, including combatants and civilians. “In addition, from January to June 2018, over 1,300 people were reportedly killed as a result of violence between herders and settlers in Plateau, Benue, Nasarawa, Adamawa and Taraba States and about 300,000 persons were displaced.” ICC also estimated that the armed conflict resulted in over 2,000 deaths during the reporting period, including combatants and civilians. It said that despite some co-operation by Nigeria, it observed that the country had not demonstrated a will to hold security forces to account because “the Nigerian authorities tend to deny any allegation against the security forces.”

APC hand work lonjo9: The attention of the Akwa Ibom State Government has been drawn to a December 5, 2018 publication on Sahara Reporters, an online news outlet, alleging an indictment of the Akwa Ibom State Governor, Mr Udom Emmanuel and some officers of the state by the Economic and Financial Crimes Commission (EFCC), over a purported withdrawal of N1.7bn from the state coffers. Consequently, we wish to state that: - The alleged indictment by the EFCC is a baseless and malicious allegation, tainted with political undertone to malign the integrity of the current Government of Akwa Ibom State - It is another face-saving attempt by the EFCC to justify the several illegalities it has allowed itself to be used to perpetrate against the Government and good people of a peaceful state by the opposition party. - These antics of the EFCC have continued to attract widespread condemnation from within and outside the country. - It is instructive to note that the EFCC is regurgitating this line of skewed narrative in the media for the umpteenth time in a flagrant act of impunity against the judicial process. - The Akwa Ibom State Government had instituted a legal proceeding against the EFCC at the Federal High Court, Uyo, and therefore would remain fervent in its determination not to be dragged into a public discourse on a matter that is patently sub-judice. - The constitution and laws of the Federal Republic of Nigeria authorizes only the state House of Assembly and the state Auditor-General to pry into the financial dealings of a state government. -In the last three and a half years, Akwa Ibom State has been one of the few states, if not the only state that publishes its annual audited financial statements. This underscores the state government’s commitment to transparency, accountability and integrity in governance. Copies the state’s annual audited financial statements are available in the public domain. -It is mockery of the rule of law for the EFCC to allow itself to degenerate into a tool for character assassination, political mudsling and witch-hunting by the opposition in Akwa Ibom State. - Nigerians and indeed members of the international community are watching the unfolding EFCC drama with keen interest. - For the records, the current Government of Akwa Ibom State is led by a consummate professional with over two decades of proven track record of integrity and performance in financial management, which transcends the boarders of Nigeria. - The Akwa Ibom State Government will not be distracted by this poorly scripted drama by the EFCC and will continue to do all within the ambits of the law to protect the integrity of governance in the state. A Federal High Court sitting in Awka, Anambra State, on Thursday, nullified the election of Mr Emeka Ibe as the chairman of the All Progressives Congress in the state.
Chief Uzochukwu Onyekwere, a member of the APC in Anambra and chairmanship aspirant had gone to court to contest the May 19 state elective congress that brought in Ibe, over unlawful exclusion.
Defendants in the suit were Okey Ezea, Rep. Kingsley Chinda, Chairman of the APC Congress Committee in Anambra, Ibe, the acclaimed winner and the Independent National Electoral Commission.
Onyekwere told the court that he was a bonafide member of the APC and was entitled to aspire for the office of the party’s chairman in Anambra.
He sought the declaration that the exercise was not conducted in accordance with the provisions of Section 223 of the constitution of the Federal Republic of Nigeria, 1999 as amended and Article 20 of the APC constitution 2017 as amended.
He said the provisions were that all elections would be through democratic voting and that the exercise fell short of it.
Ibeh sought a declaration that he would not be punished after seeking justice through the court and that the May 19, 2018, Anambra APC congress be set aside.
In his over two hours ruling, Justice Bature Gafai dismissed the counter-affidavits of defendants which contended that the court did not have jurisdiction over the matter as it was an internal party affair.
Gafai said the plaintiff being a bonafide member of the party and having paid the mandatory nomination fee had the right to fair contest.
He nullified the election into the APC chairmanship position and ordered a re-run which INEC should supervise.
The judge who did not grant the damage of N100 million sought by the plaintiff, however, did not give that for the repeat of the election.
But in reaction, Chief Tagbo Ike, counsel for the petitioner applauded the court for the judgment and speedy dispensation of justice.
Ike, who described the election as a ‘sham’ said it was sad that a few people sat and produced their stooges as consensus and harmonised candidates and forced them on the people.
Ike said he would convey judgment to the party hierarchy for appropriate action.
The plaintiff, Onyekwere also lauded the court adding that he had been vindicated.
Onyekwere said he would go back and prepare for a congress election that would reflect the minds of the generality of party faithful.
“I thank God, if you must go to equity you have to go with clean hands, I have maintained that there was no congress in Anambra and the court has confirmed it.
“I will go and prepare, if I win, I win and if I lose I will be happy that justice has been served,” he said.

A chieftain of the All Progressives Congress, APC, in Kebbi State, Alhaji Muatapha Asaija, has dumped the party, the business mogul defected to the Peoples Democratic Party, PDP, in the state along with thousands of his supporters.
The aggrieved former member of the APC, said his defection was due to the discrepancies in the last primaries.
Asaija was received by the PDP state executive and governorship candidate of the party. He claimed that APC was not fair to him during the party’s primaries.
“They were not fair to me during the just concluded primary elections. It was not free, fair and transparent. So, that compelled me to move out from the party with my supporters”, he said.
Speaking, the governorship candidate of the PDP in the state, Sen. Isah Galaudu, expressed satisfaction over the defection of Asaija, describing him as a very influential person in the area.
In the words of Galaudu, “We are relying on God for total victory. If the people of the state elected us.” “I will empower farmers and I will never cheat anybody in terms of the disbursement. We shall pay pensioners their entitlements without any delay,” he said.

APC are yet to wake up from sleep , Nigerians has been ATIKULAETD since o Mysteryque: Gov. Mohammed Bindow of Adamawa on Monday said that President Muhammadu Buhari remained an unbeatable candidate for the 2019 presidential election.
Bindow made the declaration at the inauguration of the 2019 APC campaign team for Yola North Local Government Area.
He said that the provision of infrastructure nationwide by the Buhari-led Government from which the state had benefited, had given the president more popularity to get re-elected in the coming elections.
He mentioned five Federal roads projects ongoing in the state, which he described as unprecedented.
The governor urged the people of the state to vote APC candidates from the President down to the least office in the contest.
He said that the election of APC across board would give the party the impetus to actualise the party ‘s agenda of re-writing the Nigerian history.
He commended the APC leadership and supporters in Yola North local government area, stating that the area produced the largest votes for the party in 2015 .
He assured them that he would double his performance to ensure that Yola was developed to compete with other state capitals in the world.
Hajia Aisha Dahiru, APC Senatorial Candidate for Adamawa Central, commended the governor for supporting the party at all levels.
Dahiru also thanked the Yola North chapter of the party for setting the pace for the formation of a broad-based campaign team.
She assured the team of her immense support to enable it to succeed.
