Now can you remember, I think during Buhari's administration when it was exposed that Adamawa's chapter of APC has been funded on monthly basis directly from TETfund account for years? That's why I assumed that it is a case of having quite enough to go round.

There are risk averse investors who don't do equities and real estate, except for their primary residence and they are doing well.
Let us look at this scenario, assuming they had N100 when yield of FGN bond was 20%. They can deside to buy an apartment from LSDPC and get a rental income of N5 million for a start which can increase to N15million in the next 10 years.
Or buy FGN bond with the N100 million and earn N20 million coupon for the next 20 years. I love buying long dated bonds.
Buying a property will include keeping aside about 1% of the property's value or 20% of the rental income generated whichever is higher for the repairs or maintenance of the property.
What a smart bond investor should do, in order to do better than the real estate investor is to spend just 25% of the coupon and reinvest the remaining. That is when he got a coupon of N20 million, he should spend just N5 million and reinvest N15 million.
The reinvestment of the N15 million from the coupon will give him another coupon of N3 million, excluding the original N20 million making a total coupon of N23 million in year 2.
Then spend 25% of the N23 million which is N5.75 million and reinvest N17.25 million buying another bond
By doing this his coupon will increase faster that rent

Any percentage you purchase a bond, it's fixed for you at that percentage. No matter what happens in either decline or upside in the coming years. That's why it's called a BOND. like "BONDAGE" "carpenters BOND GUM"

along the line of the comment sections, someone mentioned how the Govt(probably US) spread the students loan defaults among tax payers as a way to recover the loans after forgiving the students. If the rich are not in the country paying taxes, the students loan recovery/benefits will become impossible.
It's a case of % difference and face-value differences. Where to draw the line.

I once worked in a factory that was a union shop. The factory workers ranged from unskilled workers to highly skilled workers i.e tool and die makers. We had union negotiations with the company for new contracts every two years. Every contract time there was disagreement between the unskilled workers and the skilled workers. The unskilled workers wanted an across the board pay raise and the skilled workers wanted a percentage pay raise. The unskilled workers thought a percentage raise favored the skilled workers because 2% of tool and die maker wage was more than 2% of unskilled workers wage. The skilled workers knew that multiple years of across the board raises would close the gap between unskilled wages and skilled wages. The unskilled workers believed it was greed for skilled workers to receive a larger pay increase by using a percentage raise while the skilled workers believed it was greed on the unskilled workers to receive a larger pay increase by giving everyone an across the board pay increase. Even though a percentage raise benefited everyone, the unskilled workers just couldn't stand to see the skilled workers receive a larger pay raise by using percentage. So two year contracts usually offered one year of across the board raises followed by the second year receiving percentage raise. Crazy.
