True but i also think he might be pocketing funds for the other Rivers areas and using the great development of PH to avert the attention from the neglected areas. Not outright accusing him of doing that though because I truly dont know but i do know from experience tjose other areas are experiencing neglect.

That airport will be THE INTERNATIONAL AIR GATEWAY to Eastern Nigeria when it becomes fully operational. If Sullivan Chime is what I hear he is, it could become the main international airport later.

True that. P.H. Int'l airport is really congested. The new Enugwu airport would definitely be a blessing for both Rivers and Enugwu states. Labor will also be less strenuous on PH airport workers.

My dear let me first commend you for this gist.

However except for the opening in December, havnt we heard and reheard this Airport news over and over with no REAL end result? All they could tell us was in December there will be flights or is it "Operation".
True;however, the important thing is that a starting point was established.Now we all know that nigeria is never punctual so the actual affair may take place in december. Works has already began long before now. Enugwu is a place known for executing its projects so i'm sure its governor will be a pushing hand to make sure it is indeed carried out.

Date of operation has now been set for December this year. There are a lot of changes going on since GEJ has entered office despite his blunders. There will be less crowding of the Lagos airport and also that revenue revenue of the airport will now be heading to Enugu. The state will be more self-sufficient. Also, Bayelsa is the first state on the road of true federalism;other state are now agitating for what bayelsa has been granted. This is big change indeed.

THE Federal Government has approved the sum of N10.3 billion for the upgrade of Akanu Ibiam International Airport, Enugu, which is now expected to begin day operations from December this year.

The approval followed the weekly meeting of the Federal Executive Council (FEC), presided over by President Goodluck Jonathan, at the State House, Abuja, on Wednesday.

According to the Minister of Information and Communications, Professor Dora Akunyili, who briefed State House correspondents at the end of the meeting, the council also approved contracts for  the renovation and replacement of Air Traffic Control (ATC) consoles and Very High Frequency (VHF) radios in 13 ATC Towers for the Nigerian Airspace Management Agency (NAMA), and the award of contract for direct procurement of seven Airport Fire Crash Tenders for the airports.

She said the council approved the revised sum of N10,33,078 for the upgrade of the airport for the augmentation of project cost, including completion of the upgrading (extension and resurfacing) of the runway including CAT II AFL.

Akunyili, who was at the press briefing with  the Minister of Aviation, Fidelia Njezeh, and the Minister of Women Affairs, Josephine Anenih, said the initial cost of the contract was reduced due to inadequate budgetary provision.

She said the contractor (Messrs PW Nigeria Ltd) had accepted to execute the project at the revised sum.

She recalled that the sum of N2.53 billion was appropriated in 2010 for the project and the sum of N2.794 billion has so far been paid on the project with the balance of N5.10 billion to be provided in the subsequent appropriations in 2011/2012.

According to her, “council ratified President Jonathan’s earlier approval for the upgrade of Enugu airport to international standard.

“Council also approved the award of contract for the renovation and replacement of Air Traffic Control (ATC) consoles and Very High Frequency (VHF) radios in 13 ATC Towers for the Nigerian Airspace Management Agency (NAMA), in favour of Messrs Banna Worldwide Solution, at the sum of N1,372,571,381.19, with a completion of period of 12 months.

I'm not sure how true these statements are. It could be that the North is uniting for a consensus candidate. There's a rumor that the north is going for Aliyu Gusau, although Atiku is still around. That is the main reason why they are asking the two, !BB and Saraki, to step down. The north says they will produce a consensus candidate by friday.

Babankowa, a prominent ACF chieftain retired from Police after 24 years in service.  Babankowa as he is fondly called by friends and admirers is a man with deep sense of  history.

He played a role in stabilizing the Nigerian project some few years after independence. In this interview, he declared that Nigeria is not ripe for state police and instead advocated for the decentralization of the force.  Excerpts:

Why are we finding it difficult to police the country effectively?

Basically there about three factors which in my opinion are responsible for the shortcomings in the Nigerian Police. I don’t know whether the budget office of the organization is up and doing, in other words I don’t know whether those responsible take details of what is required in order to make it strong to face challenges regarding its constitutional duties.

The current Nigeria police is getting extremely large to be controlled centrally. No where in the world where you have one police organization dealing with over hundred and fifty million people with one Inspector-General  who is going to give  instruction and everything has to go back to him for approval. Even the setting up of 5 Deputy Inspectors-General under an the Inspector General is not enough.


In controlling crime and making sure that internal security is secured, you need to split the force into 6 with each geographical zone having a chief police officer and these officers should have autonomy, their funding, training and all other requisites should also be autonomous. They should be completely independent and that is not to say that we should not have an IG.

His role under these arrangement is supervisory, and he played the role of a coordinator. The chief Police officers in the 6 geopolitical zones will now have to compete in warding off crime as no one will risk habour criminals or allowing his zone reduced to criminal den. None of them would work below par in the discharge of his duties.

They will continue to wear the same uniform, same kit and everything except an emblem that will distinguish, and depict a zonal officer. The laws will remain the same, the training Programme will remain the same but if you dismantle the current arrangement, that will give effective policing  and will enhance the internal security  of this country.

The current system was adopted when  we were only 50 million at Independence. We have to look critically at the system and fashion out a  workable policy that will secure the system and the polity. In UK , they don’t have a central police force, they have a County police. I am not a supporter of state police, we are not yet ripe for state police.

What went wrong with the old order?

The military of course crippled the police force. The 1983 coup crippled the police and their performances has since then been on the decline. One can recalled that even the water tank was removed from them and taken to the army barrack. The police was strong and the army feels they will be safer if they reduced their capabilities.

Do you agree that officer and men of the police force no longer believe in commitment and sacrifice to fatherland?
How can you have commitment when you don’t have the means of enhancing your own responsibility?. No equipment, no communication, no living wage, no allowances, no barrack, no discipline, it’s only when you quartered them in a barrack that you can instill discipline, they dont wear good uniform that will convey to the public that they are men of authority.

Even if you have the wish to be committed to the country,  the officer are confronted with a lot of  challenges, and unless we are prepared to change  our attitude, I am afraid things might remain the same.

Pundits believe the twin bomb blast that nearly marred celebration of Nigeria at 50 was simply an intelligence failure, are you surprised that no one has resigned in connection to that?

I am not surprised, no one had accepted the responsibility and step down because such honourable way of doing things is not in our character, it’s not our way of doing things. Nobody ever accept responsibility if even it’s glaring. It is not in our culture for a leader to accept the shortcomings of their subordinate and resign. I don’t think we may live to see one,  The whole thing is unfortunate, and shameful.

Why was it that the efforts of the Constitutional Review Committee of the 1995 constitution did not see the light of the day?

Its one of the greatest regret Nigerian had been subjected to in recent history.

In 1994-1995 General Sani Abacha convene a Constitutional conference where delegates were elected and were mandated to fashion out a suitable constitution for the country. Eventually the conference produced a beautiful constitution, and Government set up a Review Committee where I served alongside other distinguished Nigerians. We completed the job in good time and it was a week left for General Abacha to sign it into law when he passed on.

ABUJA-As the race towards the 2011 elections draws closer, Political Leaders from the North Central Geo-Political Zone comprising, Benue, Niger, Kwara, Kogi, Nasarawa and Plateau States have asked their sons, including former military President Ibrahim Babangida and Kwara State Governor, Bukola Saraki to withdraw from the Presidential race, as they have resolved to support President Goodluck Jonathan for the presidency.

The Political Leaders who met behind closed doors in the Abuja residence of the President of the Senate, David Mark (from Benue State) included Governors Gabriel Suswam,(Benue), David Jonah Jang(Plateau), Ibrahim Idris (Kogi), Aliyu Akwe Dona (Nasarawa), Federal Capital Territory (FCT), Minister Senator Bala Mohammed, and former Senate President Ameh Ebute.


Others included Deputy House Leader Alhaji Baba Shehu Agaire, two former National Chairmen of the Peoples Democratic Party (PDP), Chief Barnabas Gemade, Senator Ahmadu Ali, Senator Tunde Ogbeha, Sports Minister Isa Bio, Minister of State for Information and Communication, Labaran Maku, his Niger Delta Ministry counterpart, Sam Ode, Interior’s Humphrey Abba, Comrade Abba- Moro and Director, Research, Planning and Strategy in the Goodluck Jonathan/Sambo Organization, Chief Mike Omeri.

At the end of the meeting host and President of the Senate, David Mark said the majority of the people of the zone have resolved to support the Goodluck/Sambo ticket as best option for Nigeria.

North Central co-coordinator for Jonathan/Sambo Campaign, Gabriel Suswam stated that the Zone was already looking beyond the Primaries, “because we have a President who is doing very well and we have resolved in the North Central to support Jonathan/Sambo ticket”.

Suswam said the group is looking beyond the Presidential bids of former military President Ibrahim Babangida and Governor Bukola Saraki because” we have endorsed Jonathan and we are strategizing for him to win the general election convincingly”.

On his part, governor Ibrahim Idris of Kogi State said, “The whole world knows that we are actually for Jonathan/Sambo and by doing this we want to make sure that our support base is solid and intact.”

Minister of State, Information and Communication, Labaran Maku, said “you can see the galaxy of dignitaries here. It is the nucleus of the North-Central otherwise called middle Belt Zone. We have once again decided to support Jonathan/Sambo for 2011”.

In his reaction, a Director in the Jonathan/Sambo campaign organization, Mike Omeri said the endorsement has given them a boost, assuring that Jonathan would not fail Nigerians.

The Federal Government, on Tuesday, reassured the State of Israel that it had no cause to fear, following the October 1, 2010 bombings in Abuja, which prompted Israeli authorities to reportedly bar its national carrier, El Al, from plying to and fro Nigeria for the reason that its aircraft and crew members might become terrorist targets.

The Nigerian Tribune gathered that in line with the directive, the airline had cancelled its series of flights planned to convey about 28, 000 Christian pilgrims to Israel and back to Nigeria, raising the fears that the ban might disrupt travel plans for the intending pilgrims.

It was gathered that the initial plan was for El Al to undertake the conveying of the pilgrims starting from October 20 on behalf of TAT which won the air carrying contract.

But speaking exclusively with the Nigerian Tribune in Abuja, the Executive Secretary of the Nigerian Christian Pilgrims Commission (NCPC), Evangelist John-Kennedy Oparah, who gave the reassurance stated that all was well as the Federal Government was in control of the security concern.

He noted that what the country was experiencing at the moment was part of its growing process and disclosed that the ban was been sorted out with the relevant Israeli authorities.

He, however, noted that should Israel remain adamant at the end of the dialogue, the commission would have to make use of its option B, adding that “definitely, we will commence airlifting”
Mr Oparah stated that, “we are still working on it. God willing, it will be sorted out.

But it will not stop our airlifting. If they say we are not going to use their aircraft, no problem. Before now, we have been using aircraft from elsewhere. But we are still handling it in such a way that at the end of it all, we can strike a balance”.

As the Senate votes on new date for the 2011 election today, the Upper House yesterday washed its hands off the alleged plot to insert automatic return ticket for federal lawmakers in the proposed Electoral Act amendment bill.

Although, the Senate and House of Representatives were alleged to have perfected a plot to insert the right of first refusal for lawmakers in the proposed law, but the lawmakers were, however, said to be divided over the provision when it was brought up in a meeting of lawmakers at the weekend.
This was as opposition lawmakers saw the proposal as a plot by the Peoples Democratic Party ([PDP) to remain in control of the National Assembly for another four years.

A source, however, alleged that the decision by some senators to dump the toxic clause followed public outcry over the alleged plot by the lawmakers to insert right of first refusal for themselves in the new electoral law.
But Senate, yesterday disassociated itself from the alleged deal, insisting that it would only support any law that would benefit Nigerians.
Spokesman of the Senate, Ayogu Eze at a news briefing declared that Senate as an institution would not be part of any anti democratic law.
He said such a provision was never in the Senate's card, insisting, however, that the upper house would not support any law that would be self serving to members.

Eze said it is possible that some Nigerians may have made such suggestions as a matter of their right, but insisted that such was never in the agenda of the Senate.

He said the Senate will today (Wednesday) vote on the second alteration bill to the 1999 Constitution of Nigeria. The alteration is to allow the Independent National Electoral Commission (INEC) more time to conduct the 2011 election.
The amendment, if passed, would require INEC to conduct the 2011 general election not earlier than 90 days and not later than 30 days to the inauguration of a new administration.

On Monday, Senate president David Mark had declared that May 29, hand over date would remain sacrosanct in the review process.
But Eze at the briefing, said: I know the media has been awash with insinuations and write ups that in the National Assembly we have plan to insert in the clause the right of first refusal.

I want to state categorically that that is not true. Nigerians are free to bring in whatever views they feel, but it will be the views of Nigerians that will prevail. This National Assembly is very patriotic and we will not make personal and selfish laws that will serve the interest of National Assembly alone as is being insinuated outside. We are not making any laws for ourselves.
I am not aware that that clause is being considered by any of the chambers or any of the committees or sub-committees that is dealing with the process of amending the Constitution or the Electoral Act.

On the second alteration bill to the 1999 Constitution, he said: All things being equal, we were hoping to lay it today and vote tomorrow. But our technical committee is doing their work and we are meeting this (yesterday) afternoon, it is very likely that we can lay and vote tomorrow (Wednesday), and then wait for the House because until they pass it in the House we cannot transmit.
