President Muhammadu Buhari has said that fighters trained by late Libyan dictator, Muammar Gaddafi, are working with Boko Haram to unleash terror on Northern Nigeria.

Buhari, who said this during a meeting with Alassane Ouattara of Cote d’Ivoire on the margins of the 56th ordinary session of the Economic Community of West African States (ECOWAS) at the state house Abuja, said the fighters had been left without any skill other than to “shoot and kill” since Gaddafi’s demise.

Minister of Labour and Employment, Chris Ngige, says many youths in the country are unemployable.

The minister said this on Tuesday at the 2019 National Migration Dialogue at the State House, Abuja.



Known for making controversial statements in his first term as labour minister, Ngige gave an estimate of jobless youths, adding that quite a number were unemployable.

“Nigeria is over 200 million and about 60 per cent are youths who need employment. Unfortunately, only 10 per cent have decent jobs,” he said.

“Many are unemployable while others are not employed. We are working that they get jobs so that they can have a roof over their heads, feed and enjoy life.



“We have established linkages with the Ministry of Education, Industry, Trade and Investment, Youth and Sports, and Agriculture.

“We want to look at our curriculum so that our people can have skills that can be exported.”

The house of representatives has rejected a bill seeking to provide for a single term of six years for the president and the constitutional amendment bill seeks to also provide for an unlimited tenure of six years for members of the national assembly and state houses of the bill, sponsored by John Dyegh from Benue state, was rejected after it was called up for second reading at Tuesday’s plenary session.

A priest of the Issele-Uku Catholic Diocese in Delta State who was kidnapped on Saturday has regained his freedom.

Rev. Fr. Samuel Agwameseh was released by his abductors on Monday night.



He is the parish priest of St. Lawrence Catholic Church, Issele-Mkpitime, in Aniocha North Local Government Area of Delta State.

His abductors had earlier demanded N20 million for his freedom.

The cleric was kidnapped on Saturday while returning from the neighbouring Onicha-Olona town where he had gone for the production of the church weekly bulletin meant for Sunday’s masses.



Delta police commissioner, Adeyinka Adeleke, confirmed the release of the priest but gave no information if any ransom was paid.

Mr Chibuike Amaechi, the Minister of Transportation said on Thursday that negotiations for the possible construction of the Port Harcourt-Maiduguri rail line were ongoing.

The minister said this in a statement issued by Mr Israel Ibeleme, his Media Aide.

According to Amaechi, the Federal Government and the Chinese Government are still negotiating on the project.

The minister also said that the Federal Government would also continue its negotiations with Russians for the commencement of the Lagos-Calabar rail project.

“The six geo-political zones are all covered, Port Harcourt –Maiduguri covers Port Harcourt, Aba, Owerri, Umuahia, Enugu, Abakaliki, Awka, Makurdi, Lafia, Akwanga, Jos, Bauchi, Gombe, and connects to Damaturu, and then Maiduguri.

“The Lagos-Calabar rail line covers the whole of the South South zone. We have Lagos coming through Akure, Benin.

“Then from Benin we have a spot leading to Agbor and Asaba to Onitsha and then you continue to Benin to Ughelii, Warri, Yenagoa, Port Harcourt, Aba, Uyo, and Calabar that takes care of the South South zone.

“While the Port Harcourt–Maiduguri rail line takes care of the South East and North East zones.

“The Lagos-Kano rail line also takes care of the South West zone and parts of the North West and North Central zones.’’

According to Amaechi, the central line that starts from Abuja also takes care of the North Central zone, which includes Kogi and Kwara states.

He noted that the construction of the rail lines across the country required huge funding even as he acknowledged Nigeria’s rising borrowing profile.

The minister said that in view of the debts already incurred, if there was not enough money to construct new rail lines, money could be borrowed to rehabilitate the existing ones.

“Currently what we now have as functional lines are: Lagos-Ibadan (156km), Abuja-Kaduna (186km), and Itakpe-Warri which is about 350km all put together under this government.

“We have recorded a total of about 600+km of railway and by the time we complete the Ibadan-Kano rail line which is about 860km, we will be having 1500+km railway constructed by this government.

“I hope that the next government that will take over from us will be able to do something in that regard to progress the railway, because even if we finish the Lagos-Kano and Lagos-Calabar rail lines, the Port Harcourt–Maduguri line still needs to be finished,” the minister said.

The Oyo State Government says it is putting in place measures to stop open defecation by providing mobile toilets and water in rural communities in the state.

The Commissioner for Environment and Natural Resources, Mr Kehinde Ayoola, made this known in Ibadan on Tuesday while addressing newsmen at the commemoration of the 2019 World Toilet Day.

Ayoola said that government was taking proactive steps to stop open defecation in the state through the state’s Rural Water and Sanitation Programme.

He said that the present administration would take seriously the business of recycling in the state, saying that the step would enhance its waste-to-wealth potential.

He appealed to residents of the state to cooperate with government, “as the transition to a new waste management era would result into community-based waste management in the state’’.

“We appeal to our people to please co-operate with Gov. Seyi Makinde-led administration.

“We are transiting into a new waste management era and we would start experiencing community-based waste management system,” Ayoola said.

The commissioner further said that government had mobilised trucks across the state and was gladly helping in clearing refuse and waste till the menace of indiscriminate dumping of refuse would be resolved.

Ayoola said that the state government through the Ministry of Environment had identified prospective transfer loading stations, which would help the waste-to-wealth initiative of the state government.

Former Minister of Information, Chief Alex Akinyele, has died after a brief illness.

He was 81 years old.

A statement by one of his sons, Constantine Akinyele, confirmed that he passed away on Thursday night.

A trained public relations specialist, Akinyele was the pioneer spokesperson of the Nigerian Customs Service.

He was secretary-general and later president of the Nigerian Institute of Public Relations (NIPR).

Akinyele was appointed information minister by former military president, General Ibrahim Babangida, later becoming chairman of the National Sports Commission and chairman of the National Reconciliation Commission.

He held the traditional titles of Lisa Jigan and Lobosin of Ondo Kingdom.

No fewer than 13 persons lost their lives, while 10 others sustained injuries in a multiple accident around Saapade, near Ogere on the Lagos-Ibadan expressway, on Wednesday.

Mr Clement Oladele, the Sector Commander, Federal Road Safety Corps (FRSC) in Ogun, confirmed the incident to newsmen in Abeokuta.

Oladele said that the crash occurred around 5 pm. at Saapade, where diversion was created by RCC, the construction company currently working on the rehabilitation of the corridor.

He noted that the accident was caused by a speeding truck heading towards Lagos, but which suddenly suffered a tyre burst, Igbere TV reports.

“In the process, the truck collided head on with two other speeding commuter buses heading towards Ibadan, with one of them, in the process, attempting to wrongfully overtake within the diversion area.

“The vehicles involved are a yellow Mazda bus, marked KTU 93 XW, a white Toyota bus with registration number: KEY 847 XA and a Man diesel truck, marked KAB 97 XA,” he said.

The FRSC boss explained that the fatal crash involved a total of 37 people, comprising 20 male adults, 15 female adults and two female children.

He added that the people injured in the crash were 10, comprising four male adults and six female adults, adding that 13 persons, comprising four male adults, seven female adults and two female children, died in the accident.

Oladele said that the corpses of the deceased had been deposited at the Ipara mortuary, while the injured were taken to Victory Hospital, Ogere.

He expressed deep shock over the incident and commiserated with the families and relations of the crash victims.

The sector commander requested the relations of the victims to contact the FRSC command in Ogere or Victory Hospital, Ogere, where they were rescued, for medical treatment.

Oladele said that the incident would have been avoided if motorists driving in diversion areas at construction zones had observed maximum speed limit of 50 kilometers per hour and avoid overtaking.

He advised passengers inside vehicles being driven recklessly to caution their drivers, adding that where they refused to be cautioned, the FRSC should be contacted on its toll free number 122.

The Senate on Wednesday debated the sexual harassment bill initiated by Deputy Senate President Ovie Omo-Agege.

The bill scaled second reading on the floor of the Senate.

The proposed legislation titled “A bill for an Act to Prevent, Prohibit and Redress Sexual Harassment of Students in Tertiary Educational Institutions and for other matters connected therewith 2019” has 27 clauses.

The bill proposes up to 14 years jail term, with a minimum of 5 years, without an option of fine for any educator who commits sexual offences in tertiary institutions, Igbere TV reports.

The bill defines sexual offences as including sexual intercourse with a student or demands for sex from a student or a prospective student or intimidating or creating a hostile or offensive environment for the student by soliciting for sex or making sexual advances.

Other forms of sexual harassment identified in the bill are grabbing, hugging, kissing, rubbing, stroking, touching, pinching the breasts or hair or lips or hips or buttocks or any other sensual part of the body of a student; or sending by hand or courier or electronic or any other means naked or sexually explicit pictures or videos or sex-related objects to a student, and whistling or winking at a student or screaming, exclaiming, joking or making sexually complimentary or uncomplimentary remarks about a student’s physique or stalking a student.

Senator Omo-Agege, in his lead debate, said: “The most effective way to deal with the offence of sexual harassment in our tertiary institutions is to penalise the very impropriety of the act, with or without consent.”

According to him, sexual harassment must be defined in tertiary educational institutions as statutory rape with strict liability for offenders to be prosecuted easily.

On the extension of the bill to primary, secondary schools, worship centres and workplace, Omo-Agege said doing so will not be necessary because the Criminal and Penal codes already adequately deal with these categories with sufficient clarity.

He, however, stressed that the bill prescribes expulsion for students who falsely accuse educators of sexual harassment.

He said: “An educator whose character is maligned is at liberty to sue for defamation under the law of defamation which is well-settled in our jurisprudence and needs no duplication in this bill.”

Senator Abdullahi said the bill essentially seeks to promote fiscal equity by mitigating instances of regressive taxation; reforming domestic laws to align with global best practices, and introducing tax incentives for investments in infrastructure and capital markets.

Samsung Electronics Co Ltd said on Tuesday it will shut down a CPU research division at one of its U.S. facilities, a move that analysts said dimmed prospects for the tech giant’s Exynos-branded mobile chips.

Exynos mobile processor chips are considered a hallmark of the South Korean firm’s attempts to reduce its reliance on memory chips and increase sales of logic chips that are used to power mobile devices and autonomous vehicles.

But the proprietary chips, which are found in Samsung’s flagship Galaxy series smartphones and compete against Qualcomm Inc’s marquee mobile processors, have struggled to find external customers.

The decision to shut down the division, which will make some 300 jobs redundant, point to challenges Samsung faces in promoting Exynos chips, analysts said.

A 33 year-old man, Sabiu Umar, on Tuesday, prayed a Shari’a court sitting at Rigasa, Kaduna, to assist him recover N100,000 from his former fiancée’s father, Muhammad Sani.

The complainant, a resident of Rigasa area, told the court that he had given the money to Sani as bride price and wedding gifts, in accordance with tradition.



“After collecting the money, he refused to allow me to marry his daughter, saying that he had changed his mind and wants his daughter to further her education,” he said.

He said that he had been pursuing the defendant for the refund of the money for the past 10 months now, but was yet to receive a single Kobo.

The defendant, however, was not in court after being served by the court.

The judge, Malam Dahiru Bamalli, ordered that a substituted service be given to the defendant, and adjourned to December 17 for hearing.
