Nigeria also broke ECOWAS rule when they prevented goods from Benin to enter Nigeria, so why is Nigeria complaining when Benin wants to charge them tariffs on any goods entering their country through Nigeria. I pity the Nigerian citizens that still support the existence of Nigeria, the countries poor economic decisions is killing you but because of your greed, you still want to die in the failed country when u can be free and live fine in your new country.
