Federal Government has paid the sum of N1.6bn to 638 awardees of the Youth Enterprise with Innovation in Nigeria, YouWin, programme, an initiative of the past government. There have been fears about the government of President Muhammadu Buhari scrapping the programme, with series of protests over the delay in grants. But Na’inna Dambatta, director of information at the ministry of information, said the money was paid in June. He said under the programme which took off in 2011, a total of 18, 000 young entrepreneurs were trained in management and business skills for Small and Medium Enterprises (SMEs). Dambatta said 3, 900 of the trainees, including 1, 200 women, were each given non-repayable take-off grants ranging from N1 million to a maximum of N10 million for businesses of their choice. “The third edition of the programme, which is still running with 1,500 beneficiaries has received the sum of N11.2 billion in funding,” he said in a statement. “So far, grants totaling N7.4 billion have been disbursed to the awardees.” Kemi Adeosun, minister of finance, said the current administration was set to restructure the programme in line with its “change” agenda. Adeosun said the restructuring would ensure efficiency, transparency and accountability in investing the capital grants given to the beneficiaries. She added that all the commitments made by the federal government under the YouWIN programme would be fully met. She said every beneficiary would be duly verified, using tools like bank verification number (BVN), before disbursements. The minister said the federal government would begin consultations with the beneficiaries and other stakeholders of the programme to inject new ideas for its sustainability. According to the statement, the ministry of finance, which has been running the programme from inception, will hold the consultation on July 22 in Abuja. Winners of the third edition of the programme, earlier this month, stormed the headquarters of the ministry to protest the delay in the payment of their grants. It is a shame on ALL of us who attended University of Nigeria (UNN) or children of those who did or taught by lecturers who did attend UNN. Dr. Azikiwe on becoming the Premier in Enugu designed the Eastern Nigerian Economic Reconstruction plan (1954-1964) as the blueprint for Eastern Nigerian development. It is now on record that published accounts placed the Eastern Nigerian economy as the fastest growing economy in the world by 1964. It was based on the Zik plan that the Industrial Estates at Enugu, Trans-Amadi (PH) and Aba were built. The Agricultural and industrial policies later implemented by Okpara was at the core of that program. There was not a single city in the East that did not become an industrial hub - from the Modern Breweries, Ceramics, and so on in Umuahia, to the first integrated Gas plant, the Niger Gas, or even the Niger Steel plant, which was billed to be integrated with the proposed Onitsha integrated Steel corporation that was later moved to Ajaokuta, as the first of such in the continent, and which was, with the Tri-city industrial Gas pipeline already laid between Port-Harcourt and Aba, with the Owerri end at foot, to be the hub of Eastern Nigerian Industrial and Technological development. All these were destroyed by the Civil war. The Eastern Nigerian Pharmaceutical Laboratories and Corporation, which later partnered and became Pfizer (WA) was established in Aba by Zik. It became Pfizer's West African Operational Headquarters until it was moved to Lagos in 1970 at the end of the war. As at 1967, Aba stood on same footing with Lagos as an industrializing city: whatever industry was established in Lagos was also established in Aba - the Nigerian Breweries, Nestle's first production Hq, Lever Brothers, Proctor & gamble etc; all had Aba operations to serve Central West Africa, all because of Zik. The Nigerian civil war and later Federal policies targeted and destroyed the East's industrial and economic growth. I will recommend Harry Gailey's book, The Road to Aba (New York U Press, 1970). Azikiwe gave the fishing rod to the East, rather than the fish itself. Using the ACB from 1954 and later the Cooperative Bank of Eastern Nigeria, Azikiwe's government provided incredible access to credit to Eastern traders and businessmen for the first time. Before Zik, British Banks refused to lend to indigenous businesses. It all changed with Zik. The creation of a vast Eastern network of small scale Eastern businesses and trading activities, the very core of the formation of the vast Igbo middle class today owes something to Azikiwe's economic nationalism. We continue to see the impact even today in the fact that the East is a force to be reckoned with as entrepreneurs. Igbo businesses owe much of its start-up to Azikiwe and his program of empowerment through strategic access to credit to these businesses. Yes, WE have failed Dr. Nnamdi Azikiwe! |
Four of the major coastal tribes of Western Africa: the Yoruba, Igbo, Akan and the Gaa-Adangbe are dissimilar at a glance and evidently geographic neighbours, but very closely related, if examined in detail at the genetic level. Several studies have been employed over the years, with findings bringing up linkages of genetic similarity between differing regional ethnic groups. One in particular, conducted by Adebowale Adeyemo, Guanjie Chen, Yuanxiu Chen, the National Human Genome Centre and Howard University, and Charles Rotimi of the University of Ibadan provided results indicating the genetic similarities between the four major West African ethnic groups. Their findings further indicated surprising genetic variance within groups, but almost none across groups, similar to the closeness of human genetics across races, showing more range within than without. According to this landmark study there was 99.9 percent within-population variance, the between-population variance was less than 0.1 percent. This means that Yorubas, Igbos, Gaa and Akan are 99.9 percent similar, while within each of the groups there are variations/differences between individuals as high as 99 percent i.e. One Igbo may be 99 percent genetically different from another Igbo, or one Yoruba person to another. It is important to remember that these groups were not initially split by national borders; prior to the European division of the continent, these ethnic peoples traded, migrated and wedded as the times permitted, allowing apparent regional and national mixtures that remain evident in modern day genetic analyses of some Yoruba and Igbo individuals. Race and ethnicity are considered to be related concepts. Ethnicity is often assumed to be somewhat more of a cultural identity of a group, often based on shared ancestry, language and cultural tradition, while race is assumed to be strictly a biological classification, based on genetic materials and bone structure. Ethnicity is often used synonymously with ambiguous terms such as nation or people, depending on which source of group identity is emphasized to define membership, the following types of (often mutually overlapping) groups are: Ethno-linguistic, emphasizing shared language, dialect or script — example: Hausa. Ethno-national, emphasizing a shared polity or sense of national identity — example: Nigerian. Ethno-racial, emphasizing shared physical appearance based on genetic origins — example: African-American. Ethno-regional, emphasizing a distinct local sense of belonging stemming from relative geographic isolation — example: South Islanders. Ethno-religious, emphasizing shared affiliation with a particular religion, denomination or sect — example: Christians. Also worthy of note is the shared Volta-Niger root languages, Yoruba and Igbo languages belong to the same family (YEAI branch), showing the common start of the diverse languages spoken by these ethnicities. Consequently, barring the inclusion of culture, tribal affiliation and nationality, it could be said that the the Yorubas, the Igbos, the Akans and the Gaa-Adangbes are but a people spread over a wide area with different ways of life. Thus discrediting any claim of a unique Yoruba “race” or a genetically insured Igbo ethnicity often employed by politicians and traditional rulers in rhetorics and propaganda messages. The reality, however, is the hampered economic strength of a not truly united front, with success delayed continually by the lack of pan-African sentiments on the part of the leadership, and poor economic decisions taken in an imperialist system.This is not to revile the revered skin deep differences in each group’s cultural development, but serves to indicate and rejoice in the underlying sameness of what appears ‘not’ to be. A body does not fight itself. These kinds of research serve as a balm to the much divided heart of the ethnically-concerned West African, and to the African at large: one root, many branches; united by blood if not spirit.
