the oba's personal opinion hardly counts as a law, He is free to decree whatever he wants but it does not mean it is binding on law abiding residents of the state or benin city, contravening his opinion does not attract any penalty whatsoever, When they begin to disturb the free movement of law abiding citizens, then they will have to  choose btween the law of the federal republic of nigeria and the whims and caprices of the oba who is a mere traditional ruler and holds no office of authority under the constitution,

that is where u're seriously mistaken,no one dares flout the Oba's edict in Benin,the Oba is a law unto himself.Flout at ur own peril,it's a worrisome situation
