Yes, the argument that states will abuse power is very stupid, the only thing all states have in common is that they are made of Nigerians, this funnily enough is also the case with the central government, so when anybody makes the argument that states are going to abuse this power really they are saying the central government will as well. But it is because of this potential for abuse that the state governments are precisely the ones that should hold the power in the country, when they abuse power the central government can come in and intervene but there is no one to hold the central government accountable for its abuse. The legislature and the judiciary technically should but too much power has been handed to the executive branch, the most dangerous of the three since "enforcing" laws is precisely their duty.

Nigeria's problem is that we reacted poorly to the civil war, instead of reconciling the issue, figuring out why the Igbo felt the need to wage deadly war we chose to strip them of the power to do so ever again and guaranteeing that no one else ever could, power is power, you cannot be selective of what you deny people, you simply deny people all power or no power, the Igbo states as well as all Nigeria was stripped of the power to resist government and everything else and here's the kicker, the power and resources required to develop goes along with it, all handed to the presidency. One man to rule over 170 million people, it is far far too much work and he is bound to fail. Now we have state governments who cannot really do anything and local governments that serve to hinder and infringe on state power only. The entire system of government doesn't work, by worrying more about potential for abuse rather than development we have created a centralized government that is overwhelmed in its duties and cannot be held accountable meanwhile most of the nation is powerless to effect change in the nation and everything has gone south, nothing outside the presidency is of much matter and therefore everything fails.

In short, the presidency and its imperial powers are what is killing Nigeria because the result is that the rest of the government has no power.

Russia is poor, they invented and spearheaded communism, most of Russia is in Asia and large percentages of them are of Asian origin, infrastructure in South Africa is better than in Russia.

I know that Russia has done something that you like and you want to look at them like some ideal to look up to but Russia but communism ruined Russia, it is in fact a developing state that oppresses its people, whether you chose to accept it or not.

Simple, there are no people advocating for either and tolerance and acceptance is a gradual process, polygamy if it ever catches wind in the us I am sure it will pass but inzest is bad for the human race, being allowed to Bleep your sister opens up room for children of inzest who are at high risk of genetic deficiencies that they will then spread, we are looking to evolve, not devolve. There you have it, if the culture shifts towards Americans wanting the right to be polygamous they will eventually get it but there is a genetic rejection of inzest.

Freedom to do whatever as long as you don't impose on other people against their will so no, killing people doesn't count and your pet cannot be said to consent or held to the same standards as it is not sapient and an organism of lesser intelligence, any perceived consent will not hold up in court. So doing whatever you want to people will not fly and neither will bestiality, there are two sides to freedom mate, where did you learn that one persons freedom supersedes another, remember equality and what not.

99cent: In Nigerian Christianity, high rank and success is measured by how western you are ex. impeccable English, flashy cars and clothes, high western education and professional jobs etc. Where as in Islam, community leaders are more respected and valued rather than how flashy your car is.

In a christian church like RCCG, winners chapel etc, you will not be congratulated for being the local government chairman or a local politician. instead, the most respected persons in lagos churches are doctors, lawyers, federal officials etc.

In mosques on the other hand, local politicians are more valued. If you go to a mosque, the most respected members there are local govt chairpersons, local businessmen and women, mayor, community leaders etc.

so muslims are more motivated/ incentivized to involve themselves in local politics than christians.
if a christian did it, he might be accused of being illiterate or too local.

I know this because my uncle (christian) is a local politician and he is more respected by his muslim friends. most of his christian friends do not give him the same respect. they value more professional, western style successes. like doctors and lawyers.
the only exception to this are churches like Celestial church/ cherubim and seraphim etc. they have similar attitude in terms of respect for "local-ness" as muslims.

in pentecostal churches, u will be respected for not knowing how to speak ur native language or for wearing western clothes exclusively. where as in islam, that will be shameful.
Everybody respects governors as far as I cal tell, there is no perception of local about being a governor. Everybody wants to be the governor.

Borders are not an issue, a lot of Poland belongs to Germany(the most rich part for that matter), part of France technically belongs to Germany, part of Germany belongs to Denmark and part of the UK belongs to Ireland, nobody really cares about borders enough to ruin the country, it is only when you are being stymied by a government that you do not approve of that comes a problem, the Igbo, the Yoruba, the Hausa, the Niger Delta region etc are being tied down by a foreign body, our federal government, it is our problem, not another tribe. They fight between tribes as a consequence of their dissent with a government that guaranteed the people cannot challenge it by taking power away from the people after the civil war.

Down the route we are headed is definitely disintegration but to say it cannot be arrested and Nigeria maintained I am afraid is quite naive, I am sure the possibility doesn't sit well with you but if local governments are abolished and state are given full autonomy(a proper federalism) the Igbo people will get exactly what they want(control over their destiny) and they will be very content, just like the Yoruba.

Existing under the same roof isn't a problem, the american south is vastly different from the east, as different as igbo and yoruba safe for the fact that they speak relatively the same language, the problem arises when we are all forced to go a route that nobody wants to go, the route of the central government. The central government is the begining and the end of Nigerians problem, even unitary governments allow individual communities and cities relative deciding power to full autonomy on how they will live, but Nigeria claims federal and yet the president is the one who decides whether I am allowed to piss or not, there is even talk about requiring the presidents permission to blow up amigo, granted blowing it up is stupid but the idea that the president is the only one to make any meaningful decisions in Nigeria is what guarantees Nigeria will never grow and discontent will spread.

By no stretch of the imagination can Jonathan be construed as the wisest man in Nigeria nor can he be contrued as one of the wiser ones, people can take responsibility for the societies by themselves, we don't need a shepherd, there are many educated people out there, this isn't the twelfth century, we need state autonomy, we voted in governors because we believe they can do the job, who is the federal government to deny us our choice.

Yes, state governorship is an office for "mediocres" as you put it. Within the state we have the local government serving as a buffer between the state government and the people, distancing them from these people and reducing their effectiveness.

Interference in local government matters by the state is frowned upon but federal interference is not so technically the federal government is closer to the people than their own state governments.

Within the powers not vaguely expected at the local level the federal government has annexed most of it by means of the exclusive list and even those granted to the states they are allowed to overrule.

Basically the president has more power within the states than the state governors themselves, the state governments have no real power and anybody who wants to make any meaningful changes in Nigeria would have to run for president, yes, the state is for people who don't really want to do anything just as long as they are okay being blamed for things that they were never empowered to tackle, here's looking at Adamawa, Yobe and Borno (the governments were expected to tackle armed men, with what? the inadequate monies they are given?)

What is the logic behind a single 6 year term, what are its merits? The logic behind two terms was that if someone was a good president they could govern for longer and bad ones would be voted out after only one term so we could given an inherent uncertainty since we are dealing with humans have better odds of guaranteeing that over many years we would on average have better leaders, what exactly is it that the committee is asking us to trade that for?

LG autonomy of any kind will only take Nigeria backwards, it is very stupid, if the local government gain autonomy, which space will then be governed by the states, this is redundancy, Ikeja cannot be the jurisdiction of both a governor and a councilman, one tier of government needs to be scrapped, we have too many in Nigeria. When duties and responsibilities are not properly defined, nothing is ever done properly. I am very disappointed in the constitution review committee and I am now quite sure they have done nothing to remove the federal governments power over the states, how very sad.

Nigeria, with over 1000 engineegering graduates last year cant put this simple project together.

How it works is that those engineering graduates would come together and start up a company and approach the federal government to invest in them, help them start up and give them projects. Unless you can have solid information that there have been such groups seriously trying to do such a thing there really isn't a reason to criticize the government. Having a degree is not enough, they need an entire company with capital and equipment, something the government will probably need to help them acquire.
