Former Deputy President of the Senate, Senator Ike Ekweremadu has said that the global pandemic, Coronavirus, and the dwindling oil price will hit Nigeria most hard because the country operates a mono-economy, dependent only on oil.

Ekweremadu said that if the country was economically restructured, the two global impacts would not have been felt by the entire country since the 36 states would have been operating 36 different economies, based on their comparative advantages.

He forecasts that if the pandemic with its attendant slump in oil price continues, Nigeria would find it difficult to pay salaries in the next four months.

Ekweremadu also suggested that since most Nigerian’s were traders and the country a consumer nation, government may have to augment the traders purse that would have become lean when Coronavirus would have finished ravaging, due to the lockdown in economic activities.

On the issue of Coronavirus, most of our people are traders and we are consumer nation. Now that most of the factories in Asia and Europe are closing and we are selling our last items in the shops. When that happens, I am not sure of refilling the stock and our brothers and sisters will start eating from their capital. So anytime the factories resume, I would like to appeal to the government to find a way of having packages for them,” Ekweremadu suggested.

He made the statements at the maiden Annual Lecture of the Faculty of Law, Nnamdi Azikiwe University, Awka, delivered by the President of the National Industrial Court, Justice B.B Kanyip, in Enugu on Thursday

The former Deputy Senate President blamed the immediate adverse effects of the slump in oil price on Nigeria, on the refusal to structure the nation as a federal state to diversify the her economy, adding that the implication was that rather than enjoying about 36 economies along the federating units, Nigeria was stuck with a mono-economy driven by oil.

Ekweremadu said “It is no longer news that a combination of the Coronavirus pandemic and the crude oil price war between Russia and Saudi Arabia, is already taking huge tolls on our economy and the 2020 budget. Whereas our budget was hinged on $57 oil benchmark, the price of oil crashed further to $24 on Wednesday.

“The Organisation of Petroleum Exporting Countries, OPEC, and the International Energy Agency, IEA, have equally predicted that Nigeria and other developing countries, which rely heavily on oil revenue are set to witness a decline as their income from oil and gas is projected to fall by between 50 percent and 85 percent in 2020, reaching the lowest levels in more than two decades. Already, the value of naira is tumbling down.

Obviously, our past, our rebuffing of all advocacies and constitution amendment efforts to provide for compulsory savings from our oil earnings, entrench fiscal federalism, devolve powers, and restructure Nigerian economy have caught up with us, once again.

“If there is one lesson we will have to learn the hard way, it is that ‘feeding bottle federalism’ does not pay. Ordinarily, we should have been talking about 36 economies based on the federating units. But we can only talk about a mono-economy driven by oil.

“It is my hope that when the impending economic tsunami settles, we will see the need to diversify the economy, and we will see that there is no better way to do so than to entrench real fiscal federalism to unleash the economic potentials and comparative advantages of the various federating units.”

Delivering the lecture on the theme “The Law’s Treatment of Economically Disadvantaged Groups: The Need for Alternative Emphasis in Commercial Law,” President of the National Industrial Court, Justice Benedict Kanyip, reminded the government that the nature and degree of consumer protection regulation in any modern society says a lot about that society, its values, sense of justice, priorities, as well as social, political, and economic development.

The point I seek to make is very simple: Because the law looks into virtually and only the commercial prism of transactions, the economically disadvantaged individual in those dealings is almost always never contemplated. What we end with is a legal/judicial subsidisation of the liability rules in favor of the very powerful groups.

“In other words, when it comes to liability, the rules are skewed in favor of the powerful, against the weak. So, each time some kind of paternalism is suggested for the law, this becomes the underlying reason.”

He emphasised the need to properly deploy the law towards better protection of the consumers and the economically disadvantaged.

Azikiwe University, Prof. Meshach Umenweke, and Chairman, Faculty of Law Lecture Series, Prof. Offornze Amucheazi, pledged the Faculty’s commitment to sustaining the lecture series to better the society and Nigeria’s democracy.

The high rate of convid-19 cases emanating from South West states are mind buggling. Stringent measures should be put in place to ensure safety of other Nigerians in Nigeria.

If the country is working perfectly fine, any travellers from any of the south west states to any part of Nigeria should seriously be examined at point of entry and profiled accordingly. This is more reasons states should have a walled border to condone off certain dangerous occurrence if case such arises.

Someone has convid-19 for over 2 weeks and nobody knows which means he has spread the virus to another 100 persons.

Other states fighting this deadly virus should put structures in place to check any traveller coming from west to any part of Nigeria.

The cases are high there.

The Court of Appeal in Abuja has affirmed the election of Ifeanyi Ubah of the Young Progressive Party as the senator representing Anambra South.

Justice Bello Kawu of the Federal Capital Territory (FCT) High Court in Kubwa, Abuja, had, on January 17, nullified the election of Mr Ubah as the senator representing Anambra south.

In the judgement on January 17, the court also ordered the INEC to withdraw the certificate of return issued to Mr Ubah and to issue a fresh certificate to the candidate of the Peoples Democratic Party (PDP), Obinna Uzoh – who came second in the election, as the senator-elect of the district.

Not satisfied with the lower court’s decision, Mr Ubah approached the appellate court to set aside the judgement which he insisted was a grave miscarriage of justice against him.

Delivering judgment in Mr Ubah’s appeal on Thursday, the three member-panel of the appellate court in a unanimous decision led by Justice Stephen Adah held that the lower court had no jurisdiction to have entertained the matter.

The failure to refuse the matter made the lower court’s decision void.

“That is what the court ought to have done when approached, the court held.

Justice Adah in the lead judgment held that “the appeal of the appellant has merit and it is hereby allowed.”

The appellate court further awarded the cost of N250,000 each to be paid by the first and fourth respondent to Mr Ubah.

Rivers State Governor, Nyesom Ezenwo Wike has berated the Imo State Governor, Senator Hope Uzodinma for alleging that the PDP is responsible for the attempted removal of National Chairman of the All Progressives Congress ( APC), Comrade Adams Oshiomhole, saying that the allegation is baseless and untrue.
Governor Wike also declared that the APC is out to destroy the Judiciary. He urged the Judiciary to protect itself from the destructive tendencies of the APC.
In an interview at the Government House Port Harcourt on Tuesday, Governor Wike said the comments credited to Senator Hope Uzodinma are unfortunate.
He said: "I read that Senator Hope Uzodinma said that the PDP conspired to plot the attempted removal of APC National Chairman. That is an unfortunate lie.
"It is unfortunate that Senator Hope Uzodinma will have the temerity to make that false allegation. Hope Uzodinma was an APC agent while he was in PDP. That was why APC used him as an agent to support Ali Modu Sheriff, but they failed.
"It is unfortunate that people of questionable character are in Government. Hope Uzodinma cannot talk about the attempted removal of APC National Chairman and mention the PDP. What is our business in the attempted removal of Oshiomhole? "
Governor Wike said that the APC is not a political party that means well for the country.
"APC does not mean well for Nigeria. It is a party of strange bedfellows merely formed to take over power.
"If Senator Uzodinma dares to make such false comments again about the PDP , we will tell the world about him.
"That he fraudulently took the mandate of PDP does not mean that PDP is weak. Hope Uzodinma lacks the capacity to discuss the PDP."
Governor Wike said that Nigerians must be vigilant and work towards protecting the Judiciary.
"We must protect the Judiciary to do its work. But the Judiciary should protect itself. APC has destroyed the Judiciary," he said.
Governor Wike wondered why the Judiciary should allow leaders of the APC to toss it around as has been witnessed during the party's internal crisis.
He decried the situation where the Court of Appeal granted a stay of execution on the suspension of the APC National Chairman, but the FCT High Court went ahead to declare another person the Acting National Chairman. He said only the National Executive Committee of political parties have such powers.
He said: "The Judiciary should be very careful. The Judiciary should be alert. It should not allow itself to be used. It should not allow itself to be destroyed.
"APC should not be allowed to destroy the Judiciary. Judiciary was there before APC. It was there before any political party. I cannot see the Judiciary being destroyed and keep quiet.
"I am not interested in what happens in the APC. But I am concerned with the Judiciary and its survival. "
He urged the Chief Justice of Nigeria to caution judges.
"With what the APC is doing today, we may not have the Judiciary and everyone will pay the price. The party is trying to destroy the hope of the common man," he said.
Governor Wike regretted that the APC and her supporters attack the Judiciary when judgment is not in their favour. He pointed out the attacks on Justice Mary Odili in the Bayelsa State Governorship matter. The Governor said that the recent order by the wife of the member of a House of Representatives wherein she reaffirmed the freedom of the Former Emir of Kano, was hailed, even though she was the wife of a PDP member.
He said that the APC is an association that was only concerned about the removal of Former President Goodluck Jonathan. He said that having removed Jonathan, APC has been unable to use power to the advantage of Nigerians.
The Governor wondered how a national official of the APC who resigned to contest the Deputy Governorship position in Rivers State, would still go to court to seek to be Acting National Chairman.
Governor Wike agreed with the Former Governor of Lagos State that the struggle in the APC is about 2023.
"I agree with the Former Lagos State Governor, Senator Bola Tinubu that the crisis in APC is about 2023. Everyone wants to be President or Vice President. This virus is indeed worse than coronavirus," he said.

Justice Okon Abang of the Federal High Court, Abuja, has ordered that Barr Eziafa Samuel Enwedo be remanded in Kuje prison.
The lawyer represents one Dr Obinna Uzoh and others, who are charged with criminal conspiracy, forgery, perjury and fraud. They falsified all legal documents to obtain a fraudulent judgement against Senator Ifeanyi Ubah at the Kubwa area court.
Dr Uzoh and others are currently on the run and Justice Abang instructed that Bar Enwedo be remanded in Kuje prison till March 25, 2020, the next adjourned date.

The Nigerian Police have sued the candidate of the Peoples Democratic Party (PDP), Obinna Uzor, his lawyer, and three others over allegations of fraud and forging the motion to obtain a judgment against the sacked senator representing Anambra South Senatorial District, Ifeanyi Ubah.

The suit was filed before a Federal High Court in Abuja.

The applicant in their suit marked: FHC/ABJ/CR/78/20, is alleging that Mr Uzor alongside the other defendants used the forged motion to get the judgement against Mr Ubah.

A motion is a process for requesting that a judge make an order. Generally, a party will make a motion to have a matter addressed before judgment, or in some circumstances after judgment or to support an enforcement process.

PREMIUM TIMES had reported how Justice Bello Kawu of the Federal Capital Territory (FCT) High Court in Kubwa, Abuja, on January 17, nullified the election of Mr Ubah as the senator representing Anambra South.

In the January 17 judgement, the court also ordered the Independent National Electoral Commission to withdraw the certificate of return issued to Mr Ubah and to issue a fresh certificate to the PDP candidate, Mr Uzoh – who came second in the election, as the senator-elect of the district.

Not satisfied with the lower court’s decision, Mr Ubah has approached the appellate court to set aside the judgement which he insisted was a grave miscarriage of justice against him.

Charges
In the six-count charges against the defendants, the police is alleging that Mr Uzor’s lawyer, Eziafa Enwedo, and three others, allegedly forged court processes which the FCT court relied on to deliver judgment against Mr Ubah.

It is alleged that Mr Enwedo was said to have conspired with his client who was a plaintiff in the suit, Anani Chuka, and Mr Uzor who later applied to join the suit, and two others namely Aroh Ifunanya and Faith Samuel.

Mr Uzor, Mr Enwedo, Ms Ifunanya and Ms Samuel are the defendants in the suit respectively.

Count one of the charges read: “That you Eziafa Samuel Enwedo on or about September, 2019 at the Federal Capital Territory within the jurisdiction of this court did conspire with Anani Anacletus Chuka, Aron Ifunanya, Faith Samuel and Obinna Uzor all of who are at large to commit a felony to with forging originating summons number CV/3044/18 Anani Anacletus Chuka Versus Ubah Ifeanyi Patrick and Others and thereby committed an offence contrary to Section 3(b) of the miscellaneous offences Act Cap M17 Law’s of the Federation of Nigeria 2004 and punishable under Section 1(2) of the same Act.

Count two,“That you Eziafa Samuel Enwedo and the following other persons now at large that is Anani Anacletus Chuka (M) Aron Ifunanya (F) Faith Samuel (F) and Obinna Uzor (M) on or about 27th of March 2019 at the Federal Capital Territory within the jurisdiction of this court did conspire amongst yourselves to commit felony, to wit; forging of motion for joinder with motion number M/4017/19; and thereby commuted an offense contrary to Section 3(b) of the miscellaneous offenses Act, Cap M17 Laws of the Federation of Nigeria 2004 and punishable under Section 1(2)(c) of the same Act.”

The police said the suspect would be arraigned next week.

Ebonyi State University on Saturday, March 14th, 2020 will confer an Honorary Doctorate Degree on Business Administration to Chief Dr. Cletus Ibeto. Dr. Cletus Ibeto is the Chief Executive Officer of Ibeto Group, one of the largest business enterprises in southeast Nigeria, was born on November 6, 1952.
The story of his humble beginning is one that shows that one can start with nothing, yet be able to build an empire if he or she leverage on opportunities around and maintain a positive attitude.
After the Nigeria Civil War of 1967-1970, Sir Cletus Ibeto decided to pursue his dreams of becoming a successful trader. To raise capital for his business, one of his elder brothers, Louis, gave him a leather handbag and a round neck suit, which he sold along with a packet of APC tablets he picked up at an evacuated hospital.
With the little money he raised from the sales of these items, Ibeto was able to start and gradually grow his business.
During the government of Shehu Shagari, a policy in the country enabled the importation of goods without an import license. This period helped Ibeto amass a great deal of fortune, which he subsequently put back into his business to grow it sporadically till the import licenses were then reintroduced
With this new development, he was able to secure an import license worth 3 million Naira, at a time when the value of a dollar was equal to 68 kobo.
With this scarce license, he proceeded to import 65 containers of motor spare parts. His promptness to secure a license greatly favoured him yet again because, shortly after he had secured his, the country made it almost impossible for anyone to secure an import license, and to make matters worse for budding entrepreneurs, the government changed hands and the borders closed, temporarily shutting down all forms of importation.
By the year 1995, the Ibeto group built a manufacturing factory and became the largest indigenous manufacturer of auto spare parts in Nigeria. The following year, on October 2, 1996, he set up another manufacturing company called Ibeto Petrochemical Industries Limited; which manufactures oil lubricants and other various petroleum products both for local and international trade. The company has the largest liquid storage facility for petroleum products in Nigeria, with a large capacity to store over 60,000 metric tons.
It is undisputable that today, Dr. Cletus Ibeto is one of the richest people in Nigerians with a net worth in an excess of 3 billion dollars according to Ventures Africa (2013) and a vast conglomerate heavily placed in various sectors of the economy, such as cement, automotive parts, petrochemicals, hospitality, real estate, banking & finance, and oil & gas.
Through his philanthropy, Chief Cletus Ibeto has touched many lives that include;

The peace hitherto enjoyed by residents of Idoleyin community in Ado-Odo Ota Local Government Area of Ogun State, was truncated weekend, following the invasion of the community by some land grabbers.

The presence of the armed invaders was announced by the unusual noise of over 40 motorcycles, followed by sporadic shootings that sent residents scampering in different directions for cover. Unfortunately, some of them were reportedly hit by bullets.

When Vanguard visited the community, its traditional leader, Chief Joshua Kuruyo, stated that the community had been under constant threat by the land grabbers. He, therefore, called on the Federal government, the State’s as well as the Police and other relevant security agencies to come to residents help before the situation would get out of hand.

Narrating how the land grabbers held sway penultimate day, Chief Kuruyo, said, “they came in 60 motorbikes with three persons on each, wielding guns, cutlasses and other dangerous weapons.

The village head who spoke in Yoruba, also lamented that the entire community had been living in fear since the incident which he alleged was orchestrated by some persons suspected to be from the Awori speaking part of the town.

On why the community was invaded, Kuruyo said that the Aworis had their eyes on their land adding that they want to forcefully take their land from them and sell.

He said: “We were home when some Awori people brought war to our domain. The motorbikes they came in were about sixty, with three persons on each, holding either a gun or cutlass.

“Before they invaded our community, they first posted a notice within the community, ordering the Eguns to vacate their villages, claiming that the land belonged to them.

But the Aworis claimed that the Eguns were responsible for the attack. One of them who gave his name simply as Igbiam, said, “they are the ones occupying our land and at the same time attacking us. We had gone there for a peaceful talk when they attacked us”.

However, police sources denied telling the residents that the invaders’ weapons were more sophisticated. Rather, sources said that police teams were usually deplored to the community whenever they received distress calls.

Sources further informed that there had been a lingering cold war between factions of dwellers in the area.

In April 1963, Emir Mohammed Sanusi I of Kano was dethroned. In 1950s, He had plotted the dethronement of the then Atta of Igala Ameh Oboni (Agaba Idu). The Atta’s offense was his refusal to bow before the Sultan of Sokoto, Chairman of Northern Nigeria Council of Chiefs during the Council’s meeting in Kaduna, capital of Northern Nigeria. Ameh Oboni was given the option to remove his crown and bow or be removed from office. But the Atta was a god and could not bow to any human being.
Ameh Oboni knew that by the Igala tradition, the implication of his dethronement was that none of his descendants would ever be allowed to be crowned Atta after him. So he accepted to remove his crown and bow.
But the moment he removed his crown, a swam of bees rushed out of his head and chased the chiefs out of their chamber. That ended the plot for that day.
Oboni then walked up to Emir Sanusi and told him that, for attempting to remove him from office, he Sanusi would lose his throne and that any of his descendants that ever ascended the throne would be dethroned.
So In April 1963, as Mohammed Sanusi was chauffeured from Kaduna to his palace in Kano after a council meeting, he heard on the car radio of his own dethronement by the Government of Northern Nigeria.
Today about 57 years after, Emir Mohammed Sanusi’s grand son Emir Lamido Sanusi II has been dethroned.

The Senate has introduced a bill that will make the vice- president, governors and their deputies lose their immunity if they misappropriate public funds.

The President of Nigeria, vice-president, governors and their deputies are currently protected by the nation’s laws from criminal prosecution while in office.

However, the proposed legislation from the Senate seeks to change this, but excludes the President from the proposed legislation.

The bill is meant to alter the necessary sections of the constitution to make it possible for law enforcement agencies to arrest and prosecute the vice- president, governors or their deputies found guilty of funds’ misappropriation.

The bill is titled, ‘An Act to alter the provisions of the Constitution of the Federal Republic of Nigeria, 1999, to qualify criminal liability for certain public officers under Section 308.’

It is sponsored by the Chairman of the Senate Committee on the review of the 1999 Constitution, who is also the Deputy President of the Senate, Ovie Omo-Agege.

The proposed amendment seeks to alter Section 308 of the Principal Act by substituting subsection 2 with a new subsection.

It added that any beneficiary of the immunity clause currently in the constitution would lose it if indicted by the court after a thorough investigation by the police and the anti-graft agencies.

It reads in part, “To persons who hold the office of Vice-President, Governor or Deputy Governor.

“If it is determined either by the Economic and Financial Crimes Commission, Independent Corrupt Practices Commission, Nigeria Police and Department of State Services through a collaborative investigation that the said person is indicted by a court of competent jurisdiction for:

“(i) Financial misappropriation of funds belonging to the Federal, State or Local Government; or

“(ii) Sponsoring of thugs to perpetrate violence that cause injury or death of political opponent, a member of his family, agent or personal representative.”

According to him, APGA should be seeking to export its achievements in good governance to other parts of the country by winning other states and not only Anambra.

The former minister said in 2021, APGA would replicate its exploits in 2017 when the party won majority votes in all the 21 Local Government areas in Anambra State during the governorship election.

Speaking on insecurity, Maku stated that Anambra remained the most peaceful state in Nigeria unlike Nasarawa State where, he said, people slept with one eye open.

The Cross River state house of assembly has rejected the appointment of Akon Ikpeme as substantive chief judge of the state.

In a voice vote at a plenary session on Monday, the assembly rejected Ikpeme’s appointment after receiving two reports by a divided committee on judiciary that screened her.

In the first report, Efah Esua, chairman of the committee, recommended the appointment of the candidate, but in the second report, Godwin Akwaji, representing Obudu state constituency, alongside five others, recommended her rejection on the grounds that she is not a native of the state.

Ikpeme hails from Akwa Ibom state, but she is married to an indigene of Cross River.

After the contradictory reports from the judiciary committee, the assembly made its decision via a voice vote, where the nominee was then rejected.

Speaking on the reports, Ekpo Bassey, who represents Bakassi constituency, warned the assembly against sentiments that would set bad precedents in the state.

“This is my fifth year in the House and I have never seen two reports by a committee being presented to the House. The House has to be on the side of justice at all times and avoid setting a bad precedence,” he said.

“We need to strengthen institutions and avoid sowing seeds of ethnicity and disunity in the House.”

Itam Abang, representing Boki constituency, also said it is sad that the assembly has been prejudiced by ethnic sentiments.

“Never in the history of the House have we had two reports. It’s very sad that in the 21st century we are whipping up ethnic sentiments,” she said.

“It’s wrong to whip up ethnic sentiments because we have children and don’t know where they will be married to. She gave the state her productive years and rejecting her on account of her origin is injustice of the highest order.”

Decay infrastructure, dearth of teachers, lack of toilet facilities and encroachment by auto mechanics have combined to make teaching and learning difficult for pupils of the Emene Practicing Schools 1, 2, 3 and 4 in the Enugu East Local Government Area of Enugu State, RAPHAEL EDE writes

Ugwu Sochima is a primary four pupil of the Practicing Primary School, 4, Emene in the Enugu-East Local Government Area of Enugu State. His school is located along Airport-Emene-Eke-Obianagu road by old Abakaliki road opposite the famous St. Patrick Secondary School, Emene.

Sochima, a 10-year-old boy, is desirous of a prosperous tomorrow, which quality education can give. That is why he has not forgot his father’s admonition to get education by all means.

However, this dream of his may not become a reality due to poor infrastructure in his school.

In an interview with The PUNCH, he said, “My father told me that he did not go to school because his parents did not know the value of education then. He said they taught him how to farm. ‘I am sending you to school to acquire education so you will not suffer like me and your mother.’

“But I regret to say that since I started school we are only learning under a leaky roof. We don’t know what is called a school toilet, no water, no perimeter fence, no security, no library, and no chairs. We sit on the bare floor.”

When our correspondent visited the school complex last week Monday, most of Sochima’s claims were confirmed. The dilapidated complex housing four schools, with a population of over 1,350 pupils, is the only public primary school complex servicing the densely populated Emene town.

The pupils and teachers race to the surrounding bush to answer the call of nature any time they are pressed.

Our correspondent’s visit also confirmed the worst fears because the school compound had been turned into a mechanic workshop while the field had become a training ground for intending drivers. Pupils stay and learn in a noisy environment.

One of the senior teachers, who pleaded anonymity for fear of possible persecution, told The PUNCH that all the head teachers had written several letters to the Ministry of Education to draw the government attention to the institution’s state of disrepair but nothing had been done.

“There is nothing like toilet or urinal facilities in the school. We have four schools in this complex. There is no water in the entire complex; when the state Universal Basic Education Board renovated one of the classroom blocks, I felt they would use the opportunity to build toilet facilities for the four schools but that did not happen.

“So I liaised with the other teachers so that we can use the old zinc they removed from the building to construct a urinal facility and we agreed to contribute N5,000 each to build the toilet but that has not been done because the teachers say don’t have money… We are not happy that our pupils go to the bush to defecate while the little ones defecate in the open field.

“The school complex is not fenced. People use the classrooms as chalet because there is no security. We always thank God that nothing untoward has happened to any of our children as a result of the porous nature of our school. We are not pleased with such a situation but what can we do?” the head teacher lamented.

A female teacher in one of the schools told our correspondent that though supervisors from the state education board knew about its porous nature and poor infrastructure, nothing had been done about it.

She said, “A child will come to school but you do not know when he or she will leave the school premises. We don’t have teachers. In short, I teach nursery 1, 2, and 3. They are over 120 pupils combined and only me is teaching them.

“Those children we are cheating today will in 20 years time come to terrorise us. We are sending our children overseas and private schools to study, they will surely come back to meet those children their fathers have cheated to steal and destroy everything they have laboured for.

“They will terrorise you that you will have no peace. We are cheating ourselves thinking that we are cheating the children of the poor because the popular thinking is that those children in public schools are children of the poor.”

The teacher noted that because of the lack of basic infrastructure in the school and poor hygiene, pupils are often infected with diseases that keep them out of school for days.

“It is so bad that when a child defecates in my class I will have to go to my house nearby to get water to clean the child and the class. When visitors come to the school and he or she is pressed they will come and call me to open my house for the visitor to defecate,” she added.

Sochima, however, appealed to the state government to come to his school’s aid.

He said, “We need toilet and water facilities in our school. We need good chairs in our classrooms. We need our school to be fenced so that we can be protected. We need security in our school. We want all the leaky roofs to be renovated. We need a library. The government should please come and help us”

But investigations by our correspondent showed that about 50 per cent of primary schools in Enugu State are without toilet facilities, over 50 per cent of the existing structures were in deplorable conditions; leaky roof, lack of water and school desk, inadequate teachers are the hallmarks of these schools.

But is it that the state lacks the financial wherewithal to take care of its schools? Finding from the Universal Basic Education Commission shows that as at July 22, 2019, Enugu State has yet to access the UBEC matching grant for the year 2011-2012; 2015-2016; 2017; 2018; and 2019 totalling N3,464,873,598.26.

This fund is lying there waiting for the government to access and use it to improve the standard of education in the state primary and post-primary schools.

But why has the state government not been able to access the UBEC fund, the state Commissioner for Education, Prof. Uche Eze, did not respond to enquiries The PUNCH sent to his mobile phone. He also did not answer several calls to his phone as it rang out.

But the Chairman of the State Universal Basic Education, Chief Ikeje Asogwa, responded. But he only said, “The issues are about being addressed. We have some challenges. Thanks for your concern.”

Meanwhile, the state has allocated the N1bn out of its N169.56bn budget for 2020 for the construction of public conveniences in the state.

The state Commissioner for Budget and Planning, David Ugwunta, while addressing newsmen during the 2020 budget breakdown said the decision to construct conveniences was in keeping with the resolve of the Federal Government to end open defecation by 2025.

He did not, however, say whether public schools including Sochima’s would benefit from the projector or not.

The Delta State Governor, Ifeanyi Okowa, has charged the Nigerian Army to end insecurity and unrest in the state, especially those arising between farmers and herders in the state.

The governor gave the charge on Monday while commissioning the 63 Brigade Headquarters Complex in Asaba, the state capital.

Okowa, who recently decried renewed attacks by suspected herdsmen in parts of the state, urged the Army to help the state in achieving its desired peace as quickly as possible.

He said, “Thank God today, the 63 Brigade is formally operationalised and I do hope this will help us in achieving our desire peace.

“As a state, we take security issues very seriously. We will continue to give prioritise the needs of security agencies in the state.

“We do hope things will be better as we commission this brigade today because the issue of farmers/herders, kidnapping are still big challenges to us.”



Responding, the Chief of Army Staff, Lieutenant General, Tukur Buratai, assured the governor and the people of the state that the establishment of the 63 Brigade Headquarters Complex in Asaba meant adequate security in the state.

He advanced the reason for the establishment of the 63 Brigade in Asaba, saying the strategic position of the state to the sea borders made it imperative for the army to set up the brigade in the state.

“The establishment of the brigade is as a result of strategic reasons. Delta is open to the sea and the military has a role like the navy to complement the security in the sea borders. The army will continue to partner with other security agencies in the country to ensure that the country is secured” he said.

Buratai appreciated the efforts of the state government in supporting military operations in the state, promising that the army will reciprocate the state government’s gestures by ensuring that the state is free of crimes.

Five months after President Muhammadu Buhari created the Ministry of Humanitarian Affairs, Disaster Management and Social Development and appointed her minister in charge of the ministry, Hajia Sadiya Farouq, yesterday, said she was still studying files to understand the essence of the federal government’s N-Power programme that falls under the ministry.

The ministry attributed the development to the ongoing delay in the payment of monthly stipends to beneficiaries of the programme.

Mrs Farouq, speaking when she hosted the House of Representatives Committee on Poverty Alleviation which had come on oversight function to the ministry, said her ministry was still studying to also understand and have a full list of beneficiaries that were paid before the agency was brought under her purview.

She told the committee, led by its chairman, Hon. Abdullahi Salame that the development was responsible for the delay in payment of stipends to beneficiaries.

The minister said the ministry had already demanded from managers of the programme before her emergence to furnish it with historical background, justification, the last approval and last list of beneficiaries so far.

“I know we had a complaint in October while we just got the NSIP into the ministry and we needed to understand the programme considering that it has been in existence before we came on board. We needed to understand before we start signing for a large amount of money and that was why we had the delay then.

“Unfortunately, then we were operating with a director who was overseeing the office of the permanent secretary and then in January, we had a new permanent secretary who also had to understand the nature of the programme,” she said.

Hajia Farouq pointed out that after over three years, beneficiaries of the programme were still drawing money from government contrary to the two-year provision earmarked in the scheme.

There is supposed to be an exit plan for N-Power graduates because the arrangement was that they will exit after two years and we have exceeded the time they were supposed to have exited.

“So, now we are looking at different options of exit for them and we are working with the ministry of finance and Central Bank of Nigeria (CBN) to see how we can exit them and support them to go into different skills they want. The exit plan will soon be out,” she said.

Explaining further why the payment was being delayed, Permanent Secretary of the ministry, Tijani Umaru, said the ministry was still studying to understand everything given the huge money involved.

Hear him: “When I came on board, the realization was very clear to me that the government is spending huge sums of money on the programme.

“The amount is very colossal and we wanted to read and understand because as an accounting officer, it is very instructive for me to understand what we are paying for and to be able to stand anywhere and vouch for the payments and say that we take full responsibilities for the payment.

“We issued a press statement from the ministry to say that slight delays will be experienced and this is as a result of the fact that we have to put all proposals for payment under the microscope because they are paid in billions of naira and it is simply not possible for us to just build on a foundation that we did not start.

“We apologise for any delay but we also say that it is also part of the job and we have to observe due process and ensure that due diligence is observed across the board.

“When the payment proposal comes from the minister to me, I have to ensure that what I send back to the minister is something she can comfortably sign off according to due process. No one is doubting anybody. It is not easy to sign off a file with one or two pieces of paper asking for billions of naira.

“So, to safeguard the minister, we have asked these programme to give us the historical background, give us the justification, give us the last approval and last list of beneficiaries. This is very critical for us. The minister takes responsibility and to an extent and I also take responsibility.

“When there is a query from the public accounts committee, I am to respond and if any query comes up, I want to be able to respond on a straight forward manner and defend what is right and also say that the payment was done in the interest of the people that the government decided to spend it on. Once we go beyond this phase, I believe that everything will be on autopilot and subsequent payment is going to be very fast.”

Recall that the N-Power programme was targeted at training and providing jobs for 500,000 young and unemployed Nigerian graduates between 18-35 years across the 774 local government areas.

In February 25th, 2020, Mr Farouq had said a total of 473,137 beneficiaries were registered in the scheme.

Furthermore, It is universally agreed that Okanbi had seven children, fact Uncontroverted!. 5 boys and 2 girls. His first-born was a princess who married his chief priest (the Onirisa) and the first male child of that union became the Olowu of Owu. The second child was also a princess, who became the mother of the Alaketu, the progenitor of the Ketu people (how these two boys [Olowu and Alaketu] who were children of princesses became kings is a story for another time). The third, a prince, became king of the Benin people. The fourth, Orangun, became the king of Ila. The fifth, the Onisabe (king of the Sabes [In Benin republic]). The sixth, Olupopo (king of the popos [Also in Benin Republic]). And the last prince was Oranmiyan. All these princes became Kings who wore crowns as distinguished from vassals who did not dare wear crowns but used coronets called Akoro.

Infact, the Benin people have their own arguments too with Oranmiyan but that is a story for another day. As you would have noticed from the geanealogy, the first of the Okanbi princes is the King of Benin and people have wondered why he is not said to be the most important Yoruba king. The issue is that, it is the first prince born AFTER ascension to the throne that is the crowned prince, irrespective of the existence of an elder brother.

Oranmiyan was the only son born after Okanbi ascended the throne, therefore, Oranmiyan became the crowned prince. None of his brothers contested this with him. Oranmiyan was a hunter/warrior, so he was given to expedition. After he became king in Ife (please note that up till Oranmiyan, no ife king used the title Ooni), Oranmiyan decided to expand his territories and so he set forth with some of his men to “enlarge his coast”.
From the days of Oduduwa, the king always had a chief priest who performs the daily worship of the gods of Yoruba land, the title of the priest was Oonirisa (a compressed form of Olorisha) which means the custodian of the gods. The chief priest was never from the royal family! They never had any royal blood in them. Just like in the Bible where you have the kings and the priests. (This lends credence to the fact that the yorubas must have migrated from Egypt and not Mecca. Again, this is a story for another day).
Up till this very day, ALL the gods in Ife must be worshipped DAILY, so Oranmiyan, during his days, was not going to risk the gods not being worshipped because he wanted to go expand his coast. As a matter of fact, he required the assistance of the gods to make his mission successful. In view of this, he didn’t go on his sojourn with the chief priest, he left him at home to worship the gods and be the one to give guidance to the populace he left in Ife. Oranmiyan went ahead to establish the great Oyo empire from the bank of river Niger all the way to the tip of Popo town in the now Benin Republic. The Ooni was left as the leader of the Ife people by Oranmiyan, while Oranmiyan himself remained as Alaafin of Oyo empire. Whenever the Ooni required direction on crucial matters of state, he sent messages to the Alaafin who gave Instructions on what to be done. As time went on, the sons of the chief priests (Oonis) started taking leadership after the demise of their fathers and they also started being kings, but they all deferred to the Alaafins in Oyo from generation to generation. As a matter of fact, there was NEVER any Ooni who challenged the authority or the superiority of the Alaafin before the immediate past Ooni, Oba Sijuade who recently ascended to the realm of the spirits. But always, the Alaafins give special recognition to two kings. One, anyone who is an Ooni, because he sits on the stool sat on by Oduduwa. Secondly, anyone who is an Oba of Benin, because he is the eldest brother. But respect and recognition does not mean we don’t know who actually owns the authority.


The prominence of the kings who are Oduduwa’s grandsons come into perspective when you hear of the story of the current Oba of Benin’s visit to the Ooni. When the Oba of Benin visited the OOni Sijuade and the Ooni welcomed the Oba of Benin by saying “welcome my son”, the Oba of Benin, Oba Omo N’oba, gave the response to Ooni Sijuade by saying “The father can’t be the son” and they both laughed about it. But the Oba of Benin indeed passed a message there.

Following the detection of the first case of the novel Coronavirus disease and the placing in quarantine of the patient, identified as a 44-year-old Italian, at the Infectious Disease Hospital in Yaba, Lagos, a health worker at the Mainland Hospital, Yaba, said on Friday that the patient was angry and attempted to escape, given the state of the isolation centre.

The high ranking health worker, who spoke to our correspondent on the condition of anonymity on Friday, decried the ‘very poor quality’ of the isolation centre, lamenting that “the authorities have not matched words with action.”

Deputy Governor of Lagos State, Obafemi Hamzat, had said on Friday that the state government had built a facility to handle the situation, adding that the patient was getting better.

He said, “It is a lab that we built that can accommodate 100 for now but it is only one bed that is occupied today. Hopefully it wouldn’t spread. We are ready and we are well equipped. He (the patient) is there and he is getting better. He is steady. The doctors say he is going to be fine.’’

But the health worker told our correspondent that the Coronavirus index case had been “very upset about” the surrounding, adding that the patient “complained of excessive heat and mosquitoes.”

In an interaction with our correspondent, the health worker, who did not wear any personal protective equipment required of workers in such an environment, said, “The patient wanted to run away yesterday (Friday). The Italian man, who seems to be an engineer, was very angry that the room where he was kept was very hot.

“There is nothing there (inside the isolation ward) aside from bed and hospital locker. He almost ran away and is still threatening to do that.

The source said the level of preparedness in Lagos State for infectious diseases such as Coronavirus and Lassa fever “is zero.”

An online entry describes the Mainland Hospital, where the Italian is being quarantined, as “an ultra-modern multi-drug resistant tuberculosis treatment centre, with a 40-bed admission facility.”

Our source, who emerged from the Out Patient Department of the Mainland Hospital, Yaba, alleged that Lagos State did not have the facility to accommodate individuals who might have come in contact with the Italian.

According to the source, the facility that is meant to accommodate both suspected and confirmed Coronavirus cases is still undergoing renovation “and might take a while” before it can function fully.

He also revealed that the isolation area was a room in one of the wards, and that it was quickly vacated to accommodate the index case.

The source alleged, “The only thing demarcating the room from other rooms in the ward is a red and white barricade tape. That is where the Italian man that tested positive to Coronavirus is kept.

“There is no single equipment inside that place. It is just like any other regular hospital room with a bed. That building you see that is being repainted is the original place meant to quarantine Coronavirus patients.

“As you can see, the place is not ready. The state government is just renovating it, despite the fact that the virus started spreading since December 2019. It is really sad that a country like Nigeria is never ready to medically contain infectious disease outbreak.

“This is why most health workers leave because they are predisposed to danger of infection.”

According to the source, the Mainland Hospital does not have a ready and designated facility to isolate and treat Lassa fever patients, much less Coronavirus. The source noted that the place earmarked for Lassa fever treatment had yet to be completed.

The source said, “The place meant for Lassa fever patient has been under construction in the past one month. It is not yet completed. As you can see, they are makeshift structures, hurriedly put together with white tarpaulin.

“They are not permanent structures and I don’t know how this place can actually accommodate humans that have a highly infectious disease like Lassa fever,” he said.

The health worker noted that despite the fact that the state government had been able to track some persons that had had contact with the index Coronavirus patient, they could not be quarantined, allegedly because the state lack requisite facility.

The source added, “The standard medical operational procedure is to track all contacts and have them quarantined to avoid further spread of the virus. But we cannot do that here because we lack such facility, which is why there is emphasis on self quarantine.

“Even where the Italian man is presently being isolated was a room vacated by a patient. I pray God saves us in the coming months because we are not ready for the danger posed by the Coronavirus.”

Another health worker in the hospital, who also spoke on condition of anonymity, confirmed that the patient was being isolated in Ward C.

The source said, “When the Italian was brought here, he was taken immediately to a room for isolation. He is there and we are still expecting more in the coming days.”

A nurse at the facility, who appeared unconcerned by the situation on the ground, was seen walking out of the isolation area without wearing personal protective equipment.

When asked why she was not wearing a face mask and gloves, she answered our correspondent with a tinge of sarcasm; “What is coronavirus?” she asked.

“Gloves and face masks cannot do anything. We have been working here for years with people that have deadly diseases. At last, all of us will die,” she quipped as she walked away.

The governor of Imo State, Hope Uzodimma, has promised to extend his government’s housing programme to the Hausa and Muslim Community in the State.

Uzodimma made the promise on Wednesday, February 26, 2020, when a delegation of the Imo State Muslim Council paid him a courtesy visit at the Government House in Owerri, the State Capital.

He also said that his administration will provide electricity to parts of the Muslim settlements lacking electricity.

“We will extend electricity to your settlements where there is no electricity. We will extend part of the housing programme we are running to the areas where you live, so that you can have quality roof over your heads”, Uzodimma said.

The governor who equally assured the group of equal treatment with other citizens of the State, urged them to remain law-abiding and assist his government in its efforts to provide adequate security in the State.

“You are not inferior, you are entitled to what makes a man a dignified citizen. All the attributes that make an average Imo man a dignified citizen will be extended to all of you.

He continued, “Ensure that you help government to provide security and good environment. Obey the rule of law and remain law-abiding citizens. If there is no peace in Imo State and no conducive environment, your businesses will not thrive.

“Don’t see yourselves as outsiders. See me wherever I am, whether on the Television or Cinema Hall as your brother”, he said.

The group which was led by Alhaji Auwal Suleiman presented to the governor their new Chief Imam, Alhaji Suleiman Njoku.

Njoku, who is in charge at the Owerri Central Mosque, assured the governor that the Hausa and Muslim community in the State will remain law-abiding.

He promised that the group will support him with their prayers, and in other capacities, to become “the best governor Imo ever had”.
