Social media and Internet users may also not be exempted from the clampdown which will begin any moment from now.

The closest clue in what has been interpreted as an indirect attempt to gag the press and suppress opposing views since the advent of the current administration is the controversial bill to regulate social media which has passed second reading in the Senate.

Sunday Tribune can reveal authoritatively that the government, through the Nigerian Communication Commission (NCC), has engaged the services of a firm in Lagos to block the domain names of “several identified websites threatening national security.”

The Office of the National Security Adviser drew the list of the offensive websites and the number is in excess of 21, a memo written by NCC, a copy of which Sunday Tribune got said.

The letter, which was dated 20th October, 2017, is a reminder memo to the firm, indicating that other letters had earlier been written to the firm by NCC.

The memo was entitled: “Re: Request to Prevent the Commission of an Offence under Section 146 of the Nigerian Communications Act, 2003.”

It was signed by NCC’s Head, Legal and Regulatory Services, one Yetunde Akinloye, while an official of the agency co-signed on behalf of Engineer Haru Alhassan who is the Director, New Media and Information Security.

Reference is made to another letter dated 27th September, 2017 on the aove subject matter, directing the contracted firm “to restrict access to several identified websites threatening national security as identified by the Office of the National Security Adviser.”

Further to the said directive, the said firm “…is hereby required to immediately take steps to restrict access within the Nigerian cyberspace in respect of 21 (twenty one) additional websites by blocking the domain names. (The list of websites is attached).”

Section 146 of the NCC Act 2003 states thus:

146 •1: A licensee shall use his best endeavour to prevent the network facilities that he owns or provides or the network service, applications service or content application service that he provides from being used in, or in relation to, the commission of any offence under any law in operation in Nigeria. •2: A licensee shall, upon written request by the Commission or any other authority, assist the Commission or other authority as far as reasonably necessary in preventing the commission or attempted commission of an offence under any written law in operation in Nigeria or otherwise in enforcing the laws of Nigeria, including the protection of the public revenue and preservation of national security. •3: Any licensee, shall not be liable in any criminal proceedings of any nature for any damage (including punitive damages), loss, cost or expenditure suffered or to be suffered (whether directly or indirectly) for any act or omission done in good faith in the performance of the duty imposed under subsections (1) and (2).

A prominent Egyptian Salafist cleric has suggested Islam allows men to have sex with their illegitimate daughters and marry them.

Mazen Al-Sersawi cites prominent Muslim scholar Imam Al-Shafi'i as saying because illegitimate daughters are not officially attributed to their fathers they can be married to them.

He makes the claims in a video which has gone viral and he has been widely criticized for the comments.

In the video, Al-Sersawi said Imam Al-Shafi'i is known for saying men may marry their own daughters that are born out of wedlock
Al-Sersawi, who teaches at the prestigious Egypt's Al-Azhar University, claims Al-Shafi'I says a girl born in an adulterous relationship is 'not really his daughter'.

Because an illegitimate daughter does not carry her father's name, 'she is not his daughter according to Sharia. She is not officially attributed to him'.

The video was made in 2012 but has recently resurfaced online.

Many have expressed their revulsion about his claims with one man tweeting 'what is this madness?' and a woman simply saying 'ewww'.

Earlier this year, another Egyptia cleric Muftah Mohammad Maarouf, said in televised debate the age for marrying should be low enough for new-born babies to be married off.

He said long as 'no harm' is done to the child, there is no problem 'preventing her from getting married' adding 'in Islamic Sharia there is no set age for marriage when it comes to females'.

Since when have you been a member of the National Assembly
I became a member of the National Assembly in 2007 when I represented my people at the House of Representatives and I was there for four years. I moved to the Senate in 2015. That has been my case.

How many motions and bills have you presented so far?

To the glory of God, I have over 30 motions, which is unprecedented in the history of the National Assembly. Some of them are landmark motions that have created a lot of opportunities, while billions of naira have been recovered and returned to the government coffers.

Can you mention some of such motions?

I moved the motion on the Treasury Single Account, which has led to the recovery of huge sums from unauthorised sources and taken to the government coffers. Even the percentage that the agency, Remita, was taking was reduced from five per cent to one per cent; and this is a considerable reduction. I moved the motion on MTN (Nigeria) and how trillions of naira, through capital flight, left this country. I moved a lot of motions, including that of the Secretary to the Government of the Federation (Babachir Lawal) that led to his eventual suspension and sacking.

Two of the bills have been passed into law while 13 have passed through second reading, which are either waiting for public hearing or third reading. I have another 10 that have crossed first reading and are now at second reading. They include that of facial mutilation (tribal marks) and the one seeking a stateless Nigeria; that instead of having states, which promote disunity or having state of origin, we should have state of residence. The bill is awaiting second reading.

I brought a motion that led to the revolution in the Ministry of Works, which has led to the massive construction of roads in this country. I brought a motion on Nigerian roads and specifically elucidated the road from Kabba (Kogi State) to Ilorin (Kwara State) and that of Kabba to Obajana. The Dangote (Cement) has agreed to start the construction of one of the first concrete roads in Nigeria with the Obajana-Kabba road and the work has started. Also, by the grace of God, my motion got the Kabba-Ilorin road into the budget last year and this year. It is one of the priority roads that the Federal Government is attending to. In fact, the contract for the construction of that road has been ratified by the Federal Executive Council and N21.6bn has been approved for the Kabba-Ilorin road.

Has your perception about lawmakers changed?

The truth of the matter is that my coming to the National Assembly is for service. I am here with a vision and a purpose, which is to make sure that we right the wrongs in the society. Corruption, to me, is the basic cankerworm that is responsible for where we are in this country today. It is the reason why our roads are bad and are now death traps; it is the reason why our hospitals are now mere consulting clinics; it is also the reason why education is so terrible today.

My passion is to make sure that we bridge the gap between the rich and the poor by bringing back the middle class, which has been completely eroded. The only way to do it is to fight corruption to a standstill because without fighting corruption, we cannot get anywhere in this country. I want to be the voice of the voiceless and speak for those who cannot speak for themselves. These are the principles behind my coming to the National Assembly.

You recently authored and published a book on corruption. Why did you venture into writing?

You cannot cure a disease if you don’t diagnose it. You cannot fight corruption without educating people on corruption. Because of my passion to fight corruption, I decided to go into research and put together my experience as an anti-corruption crusader in form of a book that I called ‘Antidote for Corruption’ so that Nigerians can understand the level of corruption. I mentioned names and characters in that book. You cannot ‘restitute’, ameliorate, palliate or correct without exposition.

How acceptable is the book in terms of sale?

As I speak to you, I have sold over 100,000 copies. I travelled recently to Germany and I took 500 copies along with me. I have been called that the copies have been exhausted. I went to Russia with 100 copies. As I speak to you, they’ve all been sold. I sent 1,000 copies to the United Kingdom; they’ve been completely sold. I sent 2,500 copies to five states in (the United States of) America and they are still demanding more. I want to believe that it has been properly received. Within the country here, I have also made huge sales. I am laughing all the way to the bank.

How do you spend your average day?

It is very hectic because I have legislative and family responsibilities to carry out. I also have to attend to my constituents and engage in social activities. So, it is usually a very hectic day. I only have time to rest whenever I am outside this country.

How do you unwind?

I am very sociable; I spend time with people. I have social visitations. I travel when I have the means to. I rest when I have to. I listen to good music when I have the time to. I also play sports when I have the time.

What kind of sports?

I play table tennis, polo, lawn tennis and football. I even played football for my university up to the national level. Whenever I have the time, I still play soccer.

Do you consider your flair for cars as a weakness on your part?

I don’t see it as a weakness. Every human has a passion for something. My passion is collection of automobiles. Some other people’s passion is cocaine. Some other people’s passion is blood; they are so diabolical that they can buy blood for any amount of money. Some other people’s passion is diamond; you can ask Diezani (Alison-Madueke). I love automobiles and I have no regrets about it.

Having read the online correspondence between Dr. Idris Ahmed of CUPS and our Army spokesman, Brigadier Generral S.K. Usman, I have decided to take a major risk and write to your Excellency directly over this issue.
Sir, I am a course-mate of Pvt. Abdulrauf Aliyu, who Oga S.K. claimed that he has gone AWOL. We trained at the same company, Depot Nigerian Army, Zaria, Kaduna State. We are presently posted to Operation LAFIYA DOLE. On behalf of all the colleagues of Pvt. Abdulrauf Aliyu, I categorically refute the allegation that Pvt. Abdulrauf Aliyu deserted the Army. The Sections 59 – 63 of the Armed Forces Act, Cap A20, Laws of the Federation of Nigeria 2004, as quoted by Oga S.K., has always been mentioned by our superiors, to protect themselves and antagonise us, whenever they have done mischief.
Your Excellency, the case of Pvt. Abdulrauf Aliyu is actually not an isolated one. There are many such cases of soldiers who got wounded at the battlefront. It is true, some are well looked after, as mentioned by Oga S.K. Usman in his press release. Unfortunately, due to corruption in the system, some unfortunate soldiers, mostly from less privileged backgrounds, are left to fend for themselves. Like myself, Pvt. Abdulrauf Aliyu comes from a humble family. He sustained life threatening injuries in the abdomen during a routine operation. The initial first aid treatment and medical care that he received was very inadequate. With full Army permission, Pvt Abdulrauf Aliyu and his family paid for his transfer to University of Maiduguri Teaching Hospital. Unfortunately, the care he received in Maiduguri Teaching Hospital too was inadequate. Eventually, his family had to pay for his transfer to a specialist facility in Sokoto.
Your Excellency, corruption in the Army is REAL, and it is killing us. Every man and woman who decided to join the Army knows the risks. While we expect to die in the hands of the enemy, we don’t expect to die in the hands of the Nigerian Army, due to corruption and criminal negligence.They send the northern soldiers to the south to enjoy,why the southern soldier are left to die in the hands of boko Haram & hunger in yobe .
Just the other week, about 14 (I am not sure of the exact numbers) of our colleagues died in the hands of Boko Harram, who attacked the Army camp. The circumstances surrounding their unnecessary death warrants a full investigation by his Excellency. Sir, you will be shocked of the outcome. The bodies of the slain heroes are still lying here in Damaturu, Yobe State. The story of this incidence has hardly been officially published by the Army or Nigerian media.
Your Excellency, this is the third month in a row that we have been denied of our operations allowance. We have to rely ONLY on our meager salary for everything. From battalion commanders, to Company and Sectors leaders, we are all in debt, because our salaries are not enough to sustain us at the battlefront while feeding our families back at home. It is a big shame that we have joined the Army to defend the civilians, yet we have to go to the civilians in town to borrow money to fend for ourselves at the battlefront.
Take for instance the food that we are fed. Most of the times it is not fit for human consumption. I attach for your perusal, your Excellency, the lunch that was fed to us this afternoon (3/11/2017). As you can clearly see, there is not a single piece of meat or fish in it. The taste of the food is so bad that we have to add surplus salt to be able to eat it. This is also dangerous for our health. A plate of our food per soldier is probably about two hundred Naira (N200).
It is said that the Federal Government spends about fourteen thousand Naira (N14,000) on each prisoner in Nigeria. Here, at the battlefront in Operation LAFIYA DOLE, the Army spends about six hundred Naira (N600) per day per soldier on feeding us, while in reality billions of Naira is appropriated per year for this purpose. Your Excellency, we are treated like animals. Most of us are afraid to talk because of the dire consequence.
As the Commander in Chief of the Armed Forces, your Excellency, kindly investigate. There is corruption in the Army. Brave soldiers are needlessly dying.

According to Down Detector there were problems across Europe, with isolated issues in India, Singapore, Mozambique, Vietnam, and Iraq.

Users took to Twitter to - firstly, to find out if others were experiencing the same problem - to express their frustration, with some using hilarious memes.

The iPhone X starts at £999 for the 64GB standard model, rising to £1,149 for the 256GB version. Some owners will pay more than £2,800 for packages on contract deals.

Despite the cost, people queued at Apple stores across the world yesterday, on the tenth anniversary of the launch of the first iPhone. One of the first in line at London’s Regent Street store was Marco Pierre White Jr, son of the Michelin-star chef.

The reality TV star, 22, was pictured in a hoodie and covered in blankets as he queued up to buy one for his girlfriend.

Ingredients

•Stock cubes

•Habanero pepper

Add any of the following to the moin moin

•Hard boiled eggs: Cut the eggs into small pieces.

•Bone Marrow: Cook the bone marrow with spices and herbs till done then add to the Moin Moin at the mixing stage.

•Corned beef: separate into small chunks and add to the moi moi during mixing.

It is usually said that the moi moi wrapped with uma leaves tastes better than others.

Preparation

•Wash the tatashe pepper (if using it). Ensure you remove the tatashe seeds as they have a tendency to give meals a bitter taste.

•Cut the onions into pieces, grind with the crayfish.

•Crush the stock cubes and set aside. Wash the habanero/scotch bonnet peppers and set aside.
•Now that the beans is soaked and tender, it is time to blend it.

Directions

•Blend the beans, tatashe or tomato puree, onions, crayfish, habanero pepper and ground nutmeg together with some of the water and pour the mix into a big enough bowl.

•Add the vegetable oil

•.Slowly add the remaining water and stir the mixture at the same time till you get a good mix of all the ingredients.

.Add salt to taste and stir very well.

.Pad the base of a big pot, pour some water and set on the fire. The depth of the water should be at most 1 inch.

•Dish the Moi moi mix into containers of your choice, add egg/bone marrow/corned beef to each container, seal/cover and set them in the pot.

•Add as small quantity of water as possible at a time while cooking the Moi Moi as detailed in preparation and use of moi moi containers so that the moi moi will not become watery when done. This is the case especially when using aluminium foil or uma leaves.

•The length of time you will cook your moi moi depends on the quantity and the moi moi container you used.

Serve with rice or pap for a dinner.

The people of southern Kaduna have thrown their weight behind the clamour for the restructuring of Nigeria. They noted that the exercise, in which they canvassed a state of their own, would redress alleged political and economic marginalisation the area had suffered over the years.

They pointed out that based on the last census figures, southern Kaduna has a population of over 3 million out of the total population of the entire state of over 6 million, which they believed, qualifies them to have a state.

This was contained in a keynote address by the former Commissioner for Budget and Economic Planning in the state, Timothy Gandu, under the administration of late governor Ibrahim Patrick Yakowa. However, speaking angrily, Kaduna State deputy governor, Bala Bantex, who is also from southern Kaduna, asked his kinsmen and women to perish the thought and calling themselves Middle Belters.

In his goodwill message, Bantex disclosed that it would have been easy for the zone to get its state in 1994 under military regime when he led a delegation to the Aso Villa. But, according to him, the traditional rulers and retired Generals from the area misused the opportunity when they insisted that Jaji village, along Zaria highway must be part of the new state, which the then Head of State, late General Sani Abacha denied.

The deputy governor accused his kinsmen of using the Southern Kaduna People’s Union’s (SOKAPU) platform to take over the functions and responsibilities of their elected leaders and representatives.

Gandu spoke on the theme: “The Future of Nigeria: Restructuring and Southern Kaduna”, at a town hall meeting organised by SOKAPU.

According to the former commissioner, some people or ethnic groups in the country did not have the population and landmass as that of southern Kaduna, but had states created for them.

He noted that an existing state in the country had 17 local government areas with less population, while the proposed southern Kaduna State could boast of 12 local governments and over 3 million people, wondering: “So who wants to tell me that Nigeria should not be restructured. Nigeria must be restructured because the political and economic imbalance across the country is alarming.”

He added: “The unity of Nigeria is negotiable because there is no justice and equity. We from southern Kaduna are not northerners, we are Middle Belters. And on restructuring we stand. “The Hausa and Fulani in southern Kaduna are our brothers, but if we quarrel and fight, they should not run to Niger Repubpic, Mali or Chad to import Fulani to attack us. If we are brothers, we must stay together and resolve our differences rather than to run away to bring strangers to attack us.” “We must restructure because there is no industry, educational institutions, road networks in southern Kaduna. Our people are not financially buoyant because we lack people in government to empower us.

The deputy governor who spoke as a SOKAPU member shortly after delivering Governor Nasir El-rufai’s message on the occasion, however, restated that his people should stop addressing themselves as Middle Belters. Bantex further warned his people to stop agitation for state creation based on, “It is we versus them”.

But the advice was greeted with much murmuring and side talks, as the participants insisted that they were Middle Belters.

THE National Agency for Food and Drug Administration and Control (NAFDAC), has stated that it has made registration of products less cumbersome as one can now register anywhere he or she is resident.

Speaking at a stakeholders’ consultative forum held at Arewa House, Kaduna on Friday, the Acting Director General of NAFDAC, Mr Ademola Mogbojuru, stated that the idea is to key into the recent Federal Government directives of diversifying the economy.

According to the acting DG, the recent study conducted by his agency shows that there are 59 million registered small scale enterprises in the country, adding that this implies that small scale industries hold the key to our economy.

“It was based on this premise that the management met and resolved to review it’s guidelines and streamline it’s operations to march with the present realities, “he stated.

Represented by the Director, Special Duties, Dr Abubakar Momoh, he assured that the recent move will ensure more entrepreneurs coming to register their products.

Citing example of pure water, the NAFDAC boss affirmed that Nigerians consume 10 million sachets water daily. This according to him means Nigerians spend N1 billion on sachet water daily.

He said the recent drive by the agency will encourage prospective entrepreneurs to register their products.

“We have now decentralised registration in our six geo-political zones.

‘Our zonal coordinators, as well as state coordinators are expected to meet every two weeks to register would be entrepreneurs,”he said.

Women are opting for expensive and invasive fertility treatment when it may be their husbands or partners who are to blame, an expert has warned. It comes as recent reports have revealed sperm counts in men worldwide have declined by half over the past 50 years. As many as one in seven couples has difficulty conceiving, according to the NHS.

Poor semen quality is now either the sole cause or a contributing factor in 50 per cent of cases, according to research in the journal Reproductive Biology and Endocrinology.

Yet too often, it is the woman who assumes she is the one with an infertility issue and rushes into treatment - one cycle of private IVF can cost up to £5,000 or more.

Dr Catherine Hood, a Harley Street consultant in psychosexual medicine, said: 'Women are often quick to blame themselves if they don't get pregnant, and overlook the fact that it is increasingly likely that the problem lies with their partner.'

Too many couples consider in-vitro fertilisation before exploring cheaper therapies addressing poor sperm quality, according to Dr Catherine Hood
Furthermore, experts warn that fertility services for men has long lagged behind those for women in the UK.

Fewer than 5 per cent of UK fertility clinics hold accreditation confirming they comply with World Health Organisation guidelines on semen analysis, according to Dr Hood.

'In my opinion, too many couples are considering in-vitro fertilisation before exploring simpler, and far less expensive therapies, which address poor sperm counts or motility,' she added.

In research to be presented at the London Fertility Show, Dr Hood will call for an urgent review of treatment guidelines to address this rise in male infertility and alert couples to the efficacy of low-cost alternatives to female-focused IVF.

She believes some couples could save thousands of pounds by exploring less invasive infertility treatments such as intracervical insemination (ICI) – the use of a cervical cap to hold sperm close to the cervix — and intrauterine insemination (IUI), before resorting to IVF.

Dr Hood said: 'In clinical trials, ICI has a success rate of around 20 per cent and can be performed in a home setting, which is far less stressful than attending a hospital or fertility clinic.

'This is important because we know that women who are stressed are less likely to conceive.'

Cheaper DIY options

However, research for The Stork, a clinically proven home-use ICI device, found that only 9 per cent of couples who were having trouble conceiving were aware of these DIY conception aids.

By contrast, 57 per cent of women struggling to start a family said they would consider IVF, even though 61 per cent admitted they were worried about the cost.

Current guidance from the National Institute for Health and Care Excellence (NICE) overlooks ICI, and advises against IUI, in favour of expensive IVF, which has a success rate of only two to 33 per cent, depending on the woman's age.

It also says the NHS should offer up to three cycles of IVF to women under 40 who have not conceived after two years of trying for a baby – advice which is flouted by 87 per cent of the Clinical Commissioning Groups which provide health services as they strive to find ways to cut their overall budgets.

Dr Hood said: 'NHS rationing means that 60 per cent of IVF treatment is privately funded, and with 50,000 women seeking treatment every year, fertility treatment has become a very big business.

'There is not enough awareness of cheaper and successful alternative treatments. It makes sense to try these first.'

Minister of Labour and Employment Dr. Chris Ngige yesterday said no administration in the history of Nigeria had surpassed that of President Muhammadu Buhari in job creation.

According to him, more than seven million jobs were created in the agriculture sector in the last two and half years.

Dr. Ngige spoke with State House reporters after meeting with President Buhari at the Presidential Villa in Abuja.

He insisted that the creation of ‘blue collar’ jobs received a boost because of the economic diversification policy of the government.

He said: “We promised jobs when we came on board, but what has happened is that people tried to quantify jobs in terms of ‘white collar’ jobs for graduates from universities, polytechnic but they don’t want to look at the ‘blue collar’ jobs.

“Agriculture and its chains alone have created more than five to seven million jobs. I am talking in terms of rice from rice tilling, harvesting, sending to the paddies, mills, and even where people are making the jut bags, transportations, people are getting jobs.

“So, that value chain alone from agriculture is enormous. Take the N-power, we have created millions of jobs from here, skill acquisition from the National Directorate of Employment(NDE) and other agencies of government, jobs are being created. We give them tools as plumbers, electricians, cosmetologists, shoe makers, tilers and several other areas. We have created several jobs,” he said.

He also noted that the federal government was in the process of accelerating the implementation of a new minimum wage Act, since the previous one expired in 2016.

According to him, stakeholders who were supposed to make inputs in terms of membership, were stalling the process.

He noted that once the tripartite committee and its membership were properly constituted, all the stakeholders would come together to see the possibility of implementing the N56,000 minimum wage which workers were pushing for.

He said: “We didn’t say we were going to accelerate the process. When we came to power in 2015, there was a minimum Wage Act and by May 2016, we now had a deregulation in the petroleum industry and prices of petroleum products went up and we started discussions with the organised Labour.

“One of the agreements was that the issue will be addressed. The old law expired last year August and we are now in the process of constituting another panel for a new national minimum wage committee.

“I have cleared the appointments with the President today and as soon as the Labour people come back from the Labour Governing Board meeting in Geneva, we will take a consensus date with the governors because it is a tripartite committee involving federal and states, the private sector, NECA, MAN, NACCIMA, SMEs, these are the arms that will be involved. NLC, TUC their affiliates have done their nominations. What we are now trying to fine tune is the date for inauguration”. He added

On whether the N56,000 minimum wage proposed by labour would be feasible in view of economic constraints, he said it would be subjected to debate when the tripartite committee convenes.

“I can’t say whether it will be possible. The tripartite discussion will decide that. This is what we call the social dialogue group which will produce the CBA, collective bargaining agreement on what should be the national minimum wage.”

Women will have to wait 217 years before they earn as much as men and have equal representation in the workplace, research said, revealing the widest gap in almost a decade.

Women are paid and achieve just over half as much as men in the workplace, the World Economic Forum said, reporting an economic gap of 58 percent between the sexes.

“In 2017 we should not be seeing progress toward gender parity shift into reverse,” said Saadia Zahidi, WEF’s head of education, gender and work. “Gender equality is both a moral and economic imperative. Some countries understand this and they are now seeing dividends from the proactive measures they have taken to address their gender gaps.”

It is the second year in a row that the Swiss non-profit has recorded worsening economic inequality, which is calculated by measuring how many men and women participate in the labor force, their earned incomes and their job advancement.

Last year, WEF said women would achieve economic equality in 170 years, down from 118 years in 2015. No country has closed the pay gap, WEF said, using data from institutions such as the International Labour Organization, United Nations Development Programme and World Health Organization.

Overall, Iceland, Norway, Finland, Rwanda and Sweden ranked highest among 144 nations measured on progress in equality in four areas: education, health and survival, economic opportunity and political empowerment.

Yemen, then Pakistan, Syria, Chad and Iran, ranked lowest. Women fared much better in education, where equality could be reached within 13 years, WEF said, while closing the gap in political empowerment could take a further 99 years.

“Even though qualified women are coming out of the education system, many industries are failing to hire, retain and promote them, losing out on a wealth of capacity,” it said. The report estimated that closing the pay gap could add an extra $250 billion to the GDP of Britain, $1,750 billion to that of the US and $2.5 trillion to China’s GDP.

The Federal Ministry of Power and Housing, headed by Mr. Babatunde Fashola, is now being fingered by the Senate in a $350 million fraud. According to the upper chamber, Fashola’s Ministry got part of $1 billion from an Euro bond issued by the Federal Government in 2013, which he said, he intended to spend on project Fast Power.

This is coming as the House of Represetatives has also resolved to investigate the implementation of the World Bank-funded N97billion Growth and Empowerment (GEM) project over poor implementation.

Senator Dino Melaye, relying on Order 42 of the Senate Standing Rules, raised the alarm yesterday on the floor of the red chamber.

Seeking the nod of the Senate President, Bukola Saraki, to sponsor a substantive motion at the next legislative day, and was given the leeway to do so next Tuesday.

According to Melaye, the sum of $350 million was given to IBEX in 2014 by the administration of former President Goodluck Jonathan but alleged the said money is now being stolen in installments by officials of the Ministry.

In July 2013, the Federal Government raised N1 billion from an Euro bond issue and from the proceeds, the sum of $350 million was given to IBEX in 2014. This money is now being gradually stolen,” Melaye alleged.

The Kogi-born lawmaker further alleged that in 2016, the Ministry came up with a project, named Fast Power which was supposed to build new generating plants to add to power grid.

He said the National Assembly did not approve any expenditure by the Ministry, but that officials of the Ministry are spending without the approval of the parliament.

He added: “As I speak to you, Mr President, sometime last year again, the Ministry of Power, Works and Housing came up with the project it termed Fast Power. This undigested project is supposed to build new generating plants to add power to our grid.

“There are few questions I need to ask to bring a substantive motion up in another legislative day. Up till date, there are no details to build this new generating plant or feasibility study. There is no appropriation by the National Assembly for this project.

“The Ministry has spent $35 million on the affirmed Fast Power project that has no appropriation or no detailed feasibility study. How and when was this money appropriated? Out of this money, $29 million was purportedly paid to General Electric for turbines, while $6 million was paid to others. This amount, amongst others, is a monumental fraud. We need Senate to investigate this after moving a substantive motion.”

In a related development, the House of Representatives has resolved to investigate the implementation of the World Bank- funded N97 billion Growth and Employment (GEM) project.

The House has, therefore, mandated its Committees on Finance, Industry, Commerce as well as the Aids, Loans and Debt Management Committee to probe the implementation of the project.

The committee is to report back to the house within four weeks for further action.

The resolution of the House was subsequent to the adoption of a motion on the need to urgently, “investigate the Infractions and halt the planned diversion of funds under the World Bank- funded GEM Project”, sponsored by a member, Mark Gbillah

In the meantime, the House has directed the Minister of Finance, Kemi Adeosun, the Governor of the Central Bank of Nigeria (CBN) Godwin Emefiele, the GEM Project Team and the World Bank, to halt the planned movement of $35 million out of the GEM project account.

The lawmakers also directed that the Ministry of Finance, the CBN and the GEM team to immediately discontinue all processes towards the consideration or approval of the new restructuring proposal for the creation of the Small and Medium Scale Enterprises (SMEs) Investment Fund.

The GEM project is an employment project conceptualised by the Federal Government under the Ministry of Industry, Trade and Investment, aimed at job creation and increased non-oil growth through the empowerment of 4000 SME’s across the country in specific high-potential value chain sectors of Information and Communication Technology (ICT), light manufacturing and Agro processing, entertainment industry, hospitality and tourism, Construction as well as real estate.

Leading the debate on the motion, Gbillah explained that the implementation of the GEM Project was predicated on funding from the World Bank and the UK Department for International Development (DFID) which is providing a grant of £90 million (strictly managed by DFID) and the World Bank providing a concessionary loan of $160 million domiciled in the project account under the CBN.

The lawmaker further explained that the project is to be coordinated by the Minister of Finance and with a Project Steering Committee chaired by the Minister of Industry, Trade and Investment.

He noted that Federal Government’s borrowing of the funds from the World Bank was approved by the National Assembly in 2013 with the proviso that the project be run from June 2013 to September 2018 based on the indicated project deliverables.

Gbillah alleged that three months into his appointment and barely one year to the expected end of the project, with only 800 beneficiaries out of the 4000 initially proposed, the new GEM Project Coordinator, who he also alleged to be one of the two employees of African Capital Alliance, a private equity firm owned by the minister of Industry, Trade and Investment, Okechukwu Enelamah, has initiated the restructuring of the entire project requesting for the release of the allegedly outstanding sum of $35million from the Federal Ministry of Finance for the creation of a parallel SME investment fund.

He added that the fund is to be managed by an independent private company to be registered with the CAC, that will dispense between $250,000 to $2million each to only 23 unidentified companies without government oversight or involvement.

Street sweepers in Benin City, Edo State on Thursday staged a protest over the non-payment of their salary for seven months.

The protesters, who took their protest to the Edo State government house, carried placards with inscriptions such as “Governor Obaseki hear our cry’’, “Pay us our money’’ and “Commissioner for Environment, where is our money’’?

One of the protesters, Magdalene Osemwenkhae, said non-payment of their salaries has made life difficult and their families.

Osemwenkhae appealed to all relevant authorities in the state to urgently pay them their dues without further delay.

Addressing the protesters, the state deputy governor, Philip Shaibu, assured them that issues causing the delay of their salaries were currently being resolved.

Shaibu explained further that the Secretary to the State Government was at the meeting with the contractors working with the Waste Management Agency to resolve the issues.

Shaibu said that the state government was planning a better Public-Private Partnership to keep the state clean, adding that the partnership would impact positively on their welfare.
