In mixed economics like ours, the government does it through ownership of key resources like mineral resources and regulations of all sectors.

I don't know about anyone else but my reading comprehension tells me this is a proposed budget that hasn't been approved yet.
Many times new a administration will just copy things from the previous to submit to NASS in all the haste of forming a new agenda. But NASS is no barometer of tight fiscal government.
Also the new budget runs from January to December of 2024. No time for any elected officials to snooze like in the past.
