Nigeria should be able to provide a passport for all it citizens swiftly. Passports are not for japa. Its a means of identification just like a national ID card.

I don't know about anyone else but my reading comprehension tells me this is a proposed budget that hasn't been approved yet.
Many times new a administration will just copy things from the previous to submit to NASS in all the haste of forming a new agenda. But NASS is no barometer of tight fiscal government.
Also the new budget runs from January to December of 2024. No time for any elected officials to snooze like in the past.

By the way, section 14 (4) of the Constitution that is always quoted by people who claim discrimination does not mandate equality of representation in appointments. All it says is that the appointing authority should recognise the diversity of people in its area. Legally, it would be difficult to prove the Governor is in breach of the Constitution because he made fewer appointments from a particular group.

That's because 'diversity' in the context of section 14 (4) is not restricted to religion. Other measures of diversity in the Lagos appointments will include Gender (female representation), and Tribe. In a court, non Yorubas in Lagos are more likely to succeed in an action to enforce section 14 (4) than those clamouring on religious grounds.
