Obasanjo did... uhmmm... Pretty good during his administration but not good enough. He had the opportunity to fixed the power sector but he didn't. The railway sector was dead during his time.

Let's take for instance the $200m needed by the river state government to provide portable water for porthacourt residents, if the government had no plan of recouping more than the interest on that loan then that project will be a drain. The government do not need to manage the water scheme but can either privatize it or give it out to a company that can manage and remit a certain agreed sum to the government every year, base on my assumptions which is disputable, if there are 200,000 households in PH and each are paying an average of N3000 a month for water that will amount to N600m, which per annum should be giving the government between $30-$40m after the company managing it must have deducted their profit and cost of running the company.*
It is high time we start discouraging government borrowing to pay salaries or borrowing on infrastructure that will be a drain in the future.

Exactly. Considering the rate of interest and the fluctuations in monetary policy of the country, coupled with inconsistencies in policy implementation, getting loans for the sake of infrastructure is a bad idea especially when dealing with long term loan facilities.

You can borrow to invest in infrastructure particularly in areas conducive to economic activities like Lagos. The infrastructure facilitates more activities and people and companies and businesses gravitate to those areas. The government then increases taxes, levies and the likes (generates more income) to service the loan (interest and principal). The businesses make sufficient enough profits and returns and are able to pay the taxes comfortably. You made a point there. But there's danger too. Indiscriminate increase of taxes, levies, property tax etc will increase the cost of living in Lagos State. High cost of living is directly proportional to High cost of doing business. This will further bring down the chances of wooing investors. Increasing cost of living means that Income and salaries will have to increase relative to the cost of living.
This is the red flag investors worldwide are always on the lookout for. Remember they are profit driven business enterprise. If they'll have to spend a large chunk of their profits on salaries alone they'll have no option but to look the other way in search of a better investment climate.
That's what happened in the United States. It also happened to Japan. Am sure you're aware that so many US companies are currently doing business in China because of their low cost of living compared to the US.

We Biafrans must also warn our leaders never to plough borrowed money into non direct profitable ventures and if situation demands that they do, then they must borrow extra which must be invested into profitable ventures whose profits are sufficient enough with the help of low single taxes to wipe off both loans and their interests.

The only thing that I will add is the URGENT need to invest in quality education for ALL our children, which is a sine qua non for SUSTAINABLE development. It requires having a very long term view to societal development as the well-educated populace becomes highly creative and productive to generate exceeding VALUE, which provides improved taxation base for repayment of the debt.
No wonder China with almost 1.5 billion population guarantees FREE education for nine years to all its children. The results are obvious to any one to see.

No one remembers the late great sage, Awolowo for the infrastructure he built- Liberty stadium, WNTV/WNBS etc.

He is mostly remembered for the FREE education for all children of primary school age some 60 years ago that lifted many from abject poverty and the society was transformed. Today's elites are mostly the children of those paupers lifted by Awo's free education back then.
