The constitutionality of constituency project has not been tested in court but it is the legislature that the constitution gives the power of appropriation.
Their contention is that if they are the one with that power, they cannot just rubber-stamp executive proposals by way of budget just like that without their own input.
That is why the issue of budget padding cannot be easily defined. How do you accuse somebody who has constitutional authority to approve the budget estimates of padding it because he removes some of the executive proposals and inserts his own?

I like your submissions,but I think the legality of the NASS members constituency projects need to be tested in court, except if the executive is only rubbing their back for a good return,the work of the legislature no matter the power they may have is to make laws n check mate the executive n not to usurp executive powers it responsibilities in any form n vice versa, it's better to try n fail rather than allowing the nonsense to just go on unchallenged, the problem is always that buhari as an individual seems to have a very low understanding of most critical issues n some hands behind the scene are aware of this and taking advantage to run rings around him.
klas: If you had followed the news earlier, he protested when he was signing the budget in December and promised to write the Nass to delete those projects.
In 2016, he declined signing the budget on account of the same issue but found out later that he couldn't win against Nass as they delayed the budget till the middle of year when it supposed to have taken effect in January.
Same thing happened during Jonathan regime and it wasn't resolved until Okonjo-Iweala bowed to their wish to include the constituency projects.

They got down from the car and threathing to deal with us if the gate is not opened...they forced the gate open and drove inside the community,my colleague we're just watching the whole scenario as I drag issues with them... I don't know the report they gave the chairman of the landlords association, they just got to our checkpoint this morning and told me I have been fired without paying me off, I told them I haven't done anything wrong and was just carrying out my duties,I was told never to come close to the area again or else I will be arrested. I left there in annoyance, I was only carrying out my duties but now I have been Sacked for carrying out order... I don't know what this country is turning to again...

I think we also should have a unicameral national assembly to reduce cost n quickens legislative functions,I will suggest it should be called 'THE NATIONAL CONGRESS"n the members should be called "CONGRESSOR",the present senatorial zones should be split into three so that each state shall have 9 congressors,at the state level the state assembly should have three members representing each local government area,at the local government level,each local government area should have twenty wards each represented by a councilor.all elective position should be for a single term of five years,the minimum academic qualifications for elective office should be ND/NCE or their legal equivalent for councilor,HND/FIRST DEGREE for the rest positions n their deputies as the case may be,as for age,it should be 25 for councilor n 30 for the rest,for each position or deputy one must have established n manage a registered business employing a minimum of 5 persons 3years prior to contesting or must have acquired relevant work experience in the past 10year prior to contesting.rotational representation should be made constitutional for all elective positions,i think this would do the country a lot of good in future.

I can understand y politicians are so much concerned about the mode of party primaries, it's where candidates are decided by good or crook means,so how can there be e level playing field n transparency?,I will suggest that there should be a system of fix n known delegates for every primary eg for presidential primary the following people should be permanent delegates;all elected executive n legislative members of the party at the national n state level,all the exco members of the party at national n state level only,there should not be any thing like adhoc delegates, political appointees should not be delegates,same system of fix n known delegates should be designed for every position to contested,I think that way there would be transparency as the numbers would be known hence no magic delegates, candidates can reach the delegates ahead n no issues of candidates hyjacking etc, this would also reduce cost,I don't support the idea of direct primaries where fictitious figures would be cook up just eliminate an opponent like the apc primaries in Lagos n recently in Anambra states but during the actual elections the so call party members would be no where to vote the candidates.
